EcoPalestine is a locally registered NGO. EcoPalestine programs and activities focus on solving water, wastewater, energy, agricultural, solid waste, and other environmental problems in the West Bank and Gaza Strip by enhancing national and international cooperation and promoting environmental awareness through engaging all sectors of Palestinian society; decision-makers,  youth, and women to cooperate to protect our natural resources.

Advocacy and Technical Support Officer – Water and Energy

GENERAL DESCRIPTION

EcoPalestine is seeking to hire an Advocacy and Technical Support Officer to join the Advocacy Department. The Officer will provide technical expertise and deliver credible data and analysis in the WASH and energy sectors in Palestine, as well as support implementation of small scale infrastructure projects in the West Bank and Gaza. 

The position requires  a broad understanding of the WASH and energy sectors in Palestine and the region, from both technical and broader geopolitical perspective. The Officer will be responsible for creating, maintaining, and disseminating knowledge resources on selected topics, and for contributing to the development of advocacy strategies and approaches grounded in real-time analysis. 

Working Station: Ramallah

Duration of Contract: One year with possible extension 

Reporting: Advocacy Manager, working closely with the regional advocacy department 

Research, Policy, and Advocacy Maintain an in-depth understanding of the Palestinian WASH and energy sectors, including status of existing and new projects, policies, agreements and developments.
Identify priority research topics aligned with national and regional WASH and energy strategies and advocacy needs..
Support in managing, strengthening and expanding relations with experts, , and government agencies, local communities and stakeholders relevant to the sectors..
Provide technical input to policy briefs, advocacy cases, and donor proposals, ensuring accuracy and credibility.
Contribute to developing technical reports, research papers, and presentations for  workshops, conferences and stakeholder events.
 
Proactively monitor and summarize relevant publications, sector news, and emerging technologies for internal learning and external advocacy.
Technical Oversight and Project Support

Develop, review, and provide comments on technical designs for small scale WASH - and renewable energy - related infrastructure—such as booster pumps, water piping networks, small treatment plants, PV installations—ensuring compliance with technical standards and readiness for tendering.
Prepare and review Bills of Quantities (BoQs), technical specifications, and cost estimates for small- to medium-scale WASH interventions.
Support technical evaluations of bids and participate in clarification meetings to ensure compliance with  national standards, donor requirements, and engineering norms.
Conduct site supervision for selected installations, ensuring quality assurance and safety standards.
Other General Tasks

Ensure proper coordination and streamlining of information between the regional advocacy teams. 
Representation of the organization at meetings and conferences as needed
Support the education program when needed.
Contribute with technical input to  proposals development.
Assist with planning and implementing organization-wide events.
Work closely with the logistics and operations department to meet procurement and donor’s compliance requirements for activity implementation.
Prepare activity and progress reports, incorporating KPIs as required by the MEAL system.
متطلبات الوظيفة:
Qualifications and skills 

Bachelor’s degree in civil engineering, environmental and/or water engineering or any related field. Master’s degree is favorable.
Minimum 3 years of experience.
Excellent command of English language; Hebrew language would be an added asset. 
Ability to work under pressure and manage multiple tasks simultaneously. Display cultural, gender, religion, race, nationality and age sensitivity and adaptability, with qualities of patience, tact and diplomacy.
Openness to work in a cross-cultural multinational environment
Open to occasional international travel
