الوصف الوظيفي:MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.
In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

MAIN OBJECTIVE:

Under the supervision of the Logistics Coordinator, the Logistics Officer supports their supervisor in monitoring, assisting, advising, and organizing the logistical activities of Médecins du Monde’s mission in Palestine.
SPECIFIC OBJECTIVES

Receiving, processing, and implementing logistical requests
Assist in preparing and implementing the procurement plan in accordance with established procedures
Receiving, checking, and controlling orders
Applying and checking the application of instructions, protocols, and procedures
Identifying suppliers and service providers, updating the database of suppliers and service providers, updating the database of suppliers and service providers
Drafting suppliers’ contracts and monitoring their execution
Stock management, inventory, monthly follow of consumption and monthly reports
Asset management, inventory, monthly follow and reports
Organizing transport of goods and people
Management of MdM vehicles, its maintenance and fleet
Managing premises, material, and equipment (identifying maintenance needs, monitoring use/consumption, etc.)
Responsible for IT equipment and network maintenance, software updates, email account management, SharePoint training, and promoting good IT practices.
In collaboration with the bases, support and carry out procurement, transportation, and storage of goods when needed
Draft activity reports
Provide technical support to other departments
Liaison with the finances department, collection, and restitution of the necessary data (invoice, accounting code, quotes, etc.)
Participation in passive safety management (enforcement)
Depending on the configuration of the mission, supervise the team (plan and monitor activities, recruitment, discipline, training, etc.)
TASKS AND RESPONSIBILITIES

Main responsibilities and activities of the logistics officer can change according to the organization of the work and to the composition of the team.
Procurement
Prepare Mission Request, collect quotations and draft the evaluation grid and the purchase order or contract and perform purchases for the coordination office and the bases if needed
Ensure the completion of the logistics files and archive in SharePoint
File the Purchase and Contract Follow-Up every month
Stock
Ensure the proper implementation and functioning of accurate and comprehensive logistics procedures, reporting, and internal control systems, while ensuring all relevant records are properly maintained
Assist in the reception and distribution of goods in the MDM warehouse, ensuring proper documentation (checklists & stock cards)
Monitor the expiration dates of perishable stock items, including the rotation of food supplies and replenishment of consumables in emergency boxes stored at the residence and office
Fleet
Ensure the availability and coordination of MDM vehicle movements upon request, in accordance with MDM driving and security guidelines
Organize shipment operations and manage supplier relations between the coordination team and the bases
Monitor the monthly fuel consumption of MDM vehicles and maintain accurate logbook records
Manage the team’s weekly movement plan and oversee movement backup coordination
Information Technology
Ensure that all staff in Gaza are properly trained on the use of MDM equipment assigned to them, as well as general office equipment (shared printers, copier machines, etc.)
Oversee the proper maintenance and tracking of MDM equipment
Complete the Monthly Statement of Equipment for the base
Asset
Maintain and repair IT equipment, diagnose problems, ensure printers remain functional, and set up workstations with required connections.
Install, update and secure software (including antivirus), supervise backups, manage mission email accounts, and ensure regular maintenance of servers, shared workstations, and network equipment (server, switches, routers) under the supervision of the Head of IT.
Provide user support, train teams on SharePoint and communication tools, and promote good practices in the use and care of IT equipment and networks.
Reporting
Compile and submit the monthly logistics report to the Logistics Coordinator, including procurement, vehicles, activity narratives, stock, and equipment lists.
Assist in drafting the logistics annexes for final donor reports, as requested by the Logistics Coordinator.

Education:
Bachelor degree in Logistics, Management, Finance or any other relevant specialty
Experience:
A minimum of 2 years of experience in logistics (preferable in NGOs)
Languages:
Strong communication skills in English and Arabic (both written and spoken).
Computer Skills:
Proficiency in Microsoft Office
Soft Skills:
Negotiation skills
Ability to work in team
Managerial skills
Proactive and able to work independently
Valid Driving Licence (yellow plate desirable)
