Needs Assessment and Go-To-Market Strategy for a Tech Company through GazaSkyGeeks
1. Program Background
Gaza Sky Geeks (GSG), established in 2011 by Mercy Corps with support from Google, with a mission to foster sustainable and inclusive tech-enabled economic development in Palestine. By delivering an integrated approach of developing the capacity of tech-services companies and increasing access to markets and providing large-scale training in specialized tech skills, GSG aims to grow the competitiveness of the Palestinian tech sector in the global market.
The core objective of GSG is to revive the economy by assisting existing talent (individuals and companies) to improve their ability to regain income, whilst also continuing to train more young people to enter the sector.
Activities will fall into 3 categories.
(i) Outcome 1: Capacity building of Palestinian Individuals
• Specialist tech training for individuals to learn skills to earn income by working for local Palestinian tech companies, or by working remotely for overseas employers.
(ii) Outcome 2: Capacity building of Palestinian Tech Companies
• Training to employees in local Palestinian tech companies to help increase their specialist skills and become more senior.
• Capacity building of executives in Palestinian tech companies (e.g. company specialization strategy, sales & business development training, mentoring by overseas business experts).
(iii) Outcome 3: Market Access and Income Generation (for individuals & companies)
• Talent Matching – connect participants with local and overseas companies for mentors, internships, and employment.
• Market Access – help Palestinian individuals and companies secure mentors, internships employment, and revenue generating contracts.
• Digital branding and marketing support.
2. Purpose
The consultant will conduct a targeted needs assessment to evaluate the company’s current capabilities, market position, and strategic gaps. The outcome will guide the development of a tailored Go-To-Market (GTM) strategy to support product or service launch, expansion, or optimization.

Phase 1: Discovery & Needs Assessment (20 hours)
• Conduct kickoff meeting with key stakeholders
• Review existing business plans, marketing assets, and product/service descriptions
• Interview relevant team members (e.g., leadership, product, marketing, sales)
• Identify internal capabilities, resource gaps, and strategic opportunities
• Summarize findings in a concise Needs Assessment Brief
Phase 2: Market Analysis & Positioning (10 hours)
• Evaluate competitive landscape and market trends
• Define or refine target customer segments
• Identify unique value proposition (UVP)
• Recommend positioning and messaging approaches
Phase 3: Go-To-Market Strategy Development (15 hours)
• Outline GTM goals, KPIs, and success metrics
• Develop channel strategy (e.g., direct sales, partnerships, digital)
• Recommend marketing and sales activation tactics
• Provide a phased GTM timeline and high-level budget guidance
Phase 4: Review & Final Deliverables (5 hours)
• Present GTM strategy and supporting documents to the company and GSG focal point.
• Incorporate one round of feedback and revisions
4. Deliverables
• Needs Assessment Brief (~3–5 pages)
• Market & Competitive Analysis Summary
• Go-To-Market Strategy Document (~10–15 pages), including:
1. Target market definition
2. Value proposition and positioning
3. Channel and activation plan
4. KPIs and success metrics
5. High-level implementation timeline
5. Payment Process
The total payment will be paid after concluding all activities. The payment will be issued based on actual implementation and upon submitting a financial claim and a final report.
A 10% Tax will be deducted from the actual payment if a valid Deduction at Source Certificate is not available.
