الوصف الوظيفي:MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.
In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

MAIN RESPONSIBILITIES:
The main responsibility of the Field Coordinator is to manage West Bank base ensuring that the programmes meet operational, administrative, financial, human, material, and organisational objectives by coordinating and leading a team.
S/he participates in the country strategy revision/update on a yearly basis after consultation with the team
S/he ensures the deployment of MdM frameworks, policies, and procedures.
S/he leads the implementation of MdM project activities in the West Bank addressing needs and gaps within the humanitarian and socio-political context.
S/he participates and leads partnership development and advocacy work ensuring visibility of MdM interventions and political posture.
WORKING RELATIONSHIPS:
Hierarchical and Functional link: The WB Field Coordinator is under the hierarchical and functional supervision of the General Coordinator.
Team under his/her direct management:The Nablus Field Coordinator directly manages the Admin Manager, the Consortium Manager, the Logistics Manager and the Program Manager.
The Field Coordinator from Nablus base is a member of the Palestine Coordination Team with: the General Coordinator, Deputy General Coordinator for Programs, Support Services Coordinator, Gaza Field Coordinator, Finance Coordinator, Logistic Coordinator, Human Resources Coordinator, MEAL Coordinator, Advocacy Coordinator (Shared with other MdM Chapters in Palestine), Medical Coordinator and Mental Health Coordinator.
ESSENTIAL DUTIES
Program Coordination
Lead and coordinate the programmatic assessments and the analysis of the general context, identifying gaps and needs in the WB (health, medical, MHPSS, protection and political) in line with MdM country strategy.
Plan and design MdM projects according to the assessments results, MdM priorities and strategy in collaboration of the program, support services and coordination team.
Participate in the definition and development of implementation and operational plans for the project together with the program managers and supports operational teams as needed.
Ensure the proper implementation of the project activities, ensuring the quality, and respecting MdM principles and ethics.
Monitor and evaluate the implementation of the projects, determine flexible approaches in line with contextual developments to modify and adapt the activities when needed in line with donor requirements
Act as a focal point for WB communication and advocacy activities in coordination and collaboration with the Advocacy Coordinator and /or the Deputy General Coordinator in charge of programs.
Lead in project kick offs, reviews, closeouts, burn rates (BVA), indicator monitoring in close with counterparts (grants, MEAL, Finance, Log, technical coordinators and deputy Gen Co)
Team management
Be the general manager of the WB team. S/he works in collaboration with the support of respective functional and managerial coordinators.
Manage the WB team under direct hierarchical links (through information sharing, security and context updates, programs and operational meetings, setting objectives and work plans, monitoring activities against indicators, managing staff leaves, HR related matters such as JD development, recruitment processes, appraisals, disciplinary requirements, internal and external training, capacity and skills management)
Plan, implement and monitor activities ensuring reporting on corrective actions where necessary, while providing support to the team
Advise on, arbitration, contingency and supporting measures to be taken in the event of roadblocks and bottlenecks and/or incidents.
Ensure that the Base Organigram and allocation of Human resources is matching with the base needs in terms of operational capacity.
Ensure, through the support provided by HR manager and the Deputy General Coordinator for support services, adherence with Palestinian labour laws in all HR issues including staff contacts and terminations
Determine and define the general organisation of the WB Base organisational chart in terms of HR operational and programmatic requirements in coordination with the Palestine Coordination team members.
Validate the Job Descriptions of the different positions in WB Base in cooperation with the relevant Techncial Coordinators
Lead in the recruitment of new staff members in WB through the support provided by HR Coordinator and other technical coordinators.
Identify training needs and participate in the development of the yearly training plan in collaboration and Technical Coordinators and through the service provided by HR Manager while ensuring budget allocation is available in grants.
Ensure comprehensive staff orientation briefings and continuous follow up of teams in WB, including context, safety, security, and program developments.
Organize regular team meetings(programs/operations) to ensure good information flow and maintain proper communication between different departments in WB Base.
Base Management
Ensure compliance of MdM internal regulations, HR polices and of MdM obligations by all the team members.
Contribute to the yearly budget development (current/forecast) and its revision, justify the budget consumption per line (BVA) and anticipate any needs for budget amendments.
Collaborate closely with Finance Coordinator building budgets, supervise expenditure and monitor burn rates through management of the base Admin with respect of donors’ constraints, in collaboration with the Finance
Lead, coordinate and support donor proposal and report writing for WB Base
Ensure adherence to the Palestinian Legal Environment in collaboration with the Admin Manager, HR Manager and the General Coordinator.
Representation
In close coordination and reporting to the General Coordinator, the Field Coordinator will:
Ensure continued collaboration and interaction with all relevant stakeholders (Ministries, UN, INGOs and NGOs) in the WB.
Support in ensuring the regular participation of a representative of MdM in the WB clusters coordination meetings in the area of intervention and Ramallah (Protection Cluster, Health Cluster, Thematic groups meetings) in collaboration with Deputy General Coordinator for programs and technical leads
Represent MdM with district / governorate authorities ensuring visibility and compliance under the agreed MoU’s
Remain informed and updated on other actors’ interventions, seek cooperation and complimentary opportunities for partnership development
Guarantee the program(s)’ visibility and the coherence of public speaking with the association’s positioning
Security
Remain updated and monitor the evolving and fluid security situation in WB working closely with the Humanitarian Access & Risk Officer (HARO), report to the General Coordinator ensuring WB teams are informed
Analyse and anticipate security evolution, proposing solutions and contingency measures reporting to the General Coordinator,
Remain engaged and with WB stakeholders regarding security concerns and postures (Local Authorities, PDCO, IDCL, INGO, OCHA, ACU, ICRC…).
Regularly view and update the WB Safety and Security Management Plan and lead its dissemination among relevant coordination and base team members ensuring all the team members know and respect the security rules.
Ensure adherence of the WB team to the MdM security procedures and rules.
Manage and report safety and security incidents, identifying hot spots and key trends.
Reporting:
Provide visibility to teams on internal and external reporting timelines on a monthly basis, adjusting work plans and field trips to ensure timely quality submissions.
Key focal point responsible for donor reports in collaboration with the Program Manager/s, the Techncial Coordinators and the Grants Officer based on the deadlines clarified in the donor’s contact and internal grants tracker
Contribute to WB donor financial reporting in collaboration with the Finance and Logistic Coordinator.
Regularly report to the General Coordinator progress in the implementation of activities and its related progress and challenges.
Contribute to the WB Logistics plan ensuring logistical workplans are determined and reporting on progress in collaboration with the Finance and Logistic Coordinator
Lead in the submission of SITREPs (technical/programs) reporting on WB Base (context, programs, admin, HR, etc) in line with reporting calendar
Organise timely reporting on safety and security incidents and its impact on implementation of activities to be reflected in reporting.
Record, report and manage HR misconducts and complaints in coordination with HR Coordinator.

Conditions of the job:
The WB Field Coordinator is based in Nablus city in the WB with regular visits to Jerusalem and Bir Zeit -Ramallah.

After 55 years of occupation in Palestine characterized with a systematic denial of Palestinian Human Rights, a continuous conflict, and several outbreaks of violence, around 2.1 million Palestinians are in need of humanitarian assistance mainly in Gaza strip, in the area C of the West-Bank (WB) and in East Jerusalem (HNO, 2023).
Gaza: The escalation of hostilities since October 2023 has resulted in massive loss of life, with more than 48,446 dead and 111,852 wounded, 45% of whom are women and children. These figures reflect only part of the scale of the tragedy: behind each death lie decimated families, devastated communities and a beleaguered civilian population. Essential infrastructure, including 113 health facilities, has been largely destroyed by the Israeli strikes, compounding the constant challenge for people to access basic and emergency care.
WB & East Jerusalem: A significant upsurge in hostilities has been observed in the West Bank since October 2023. Attacks by Israeli settlers, often supported or tolerated by the Israeli security forces, have multiplied, directly targeting Palestinian communities. This violence takes the form of the destruction of homes, agricultural crops and essential goods, as well as physical attacks. Israeli military incursions into civilian areas, including refugee camps, add further pressure on already vulnerable populations. This has also led to forced displacement in some rural and urban areas.
With a team of over a hundred people (around 50 in West Bank and 80 in Gaza), Médecins du Monde (MdM) is carrying out several actions in Gaza and the West Bank to respond to the urgent needs of the population in this critical context:
Gaza I Primary health care & MHPSS Support
MdM provides primary health care consultations in the 6 health centres it runs in Gaza City, Rafah, Khan Younes and Deir el-Balah, particularly for chronic diseases, communicable diseases, emergency first aid, sexual and reproductive health care and mental health care, in collaboration with local partners. In addition, the organisation offers mental health and psychosocial support services in its centres to help people with mental health problems, including those traumatised by the conflict, including individual and group support sessions, as well as awareness-raising sessions on mental health issues.
West Bank I MHPSS Support & Primary Health Care
MdM provides mental health consultations and psychosocial support to people affected by violence from settlers and the Israeli armed forces. MdM-France, Switzerland and Spain teams cover the whole of the West Bank and East Jerusalem to respond to incidents of violence with their mobile mental health teams. In 2023, 10,761 consultations were carried out, and 210 people were referred to specialist services.
At the same time, MdM directly delivers primary healthcare in remote areas of the West Bank, where patients have little or no access to healthcare services. These areas are served by MdM's mobile clinic, which provides care for chronic diseases, communicable diseases, sexual and reproductive health and mental health.
Bachelor’s in international relations, or related field, degrees in public health or mental health is an asset
Team, base and Project Management experience or qualifications
Professional experience
Experience with an international NGO working in emergency contexts, managing projects, preferably within the health sector.
Experience in humanitarian and developmental project management (Health and Protection)
Knowledge and skills in emergency unit, SRHR, GBV, mental health and psychosocial support
Solid experience in project planning, team management, budget holding; proposal and report writing.
Knowledge and experience in leading Health /MH assessments
Experience in working with local authorities, partners.
Previous professional experience in Middle East is an asset.
Skills and qualities required.
