Project: Beyond Health: right to health and protection of children, Young people and vulnerable adults in Nablus governorate (AID 12273/01/1-2)

About AVSI 
AVSI's presence in Palestine began in 1993 with small-business development projects in the West Bank territories. The great presence of vulnerable people with diversified needs and the close collaboration with important local public and private institutions have led AVSI to intervene in various sectors: education, social inclusion of vulnerable people, employment inclusion, and sustainable development of small and medium-sized enterprises, promotion of gender equality, wash & sanitation, promotion of tourism. 

AVSI’s interventions have favoured the training of operators, the involvement of associations of solidarity and institutions, and the employment of civil service volunteers and experts. The method adopted by AVSI follows some fundamental principles. Firstly, the person at the centre: the person is always “met” with an immediate respect for their dignity and uniqueness and their inclusion in a fabric of family and social relationships. The person is never considered an isolated individual, nor defined by sociological categories or by the circumstances in which they find themselves (poverty, sickness, disability, war). Secondly, AVSI consider as something fundamental the Development of intermediary and subsidiary bodies: to plan and carry out development projects implies favoring people’s social skills, promoting the creation of intermediary bodies (civil society organizations, auxiliary organizations) and of a social fabric eager for participation and capable of joint responsibility. 

Aim of the position: In carrying out his duties, the Project Manager will work under the direct supervision of the Country Representative and will coordinate with the Country Administrator, the project staff, the donor and the local partners.  

PROJECT MANAGER (national position)  

Main Tasks and Responsibilities:   

 Manage relations with project partners and with the donor. 
 Plan and implement the activities according to the project documents (narrative proposal, financial plan, logical framework of the intervention, chronogram of the activities), from the selection phase of the beneficiaries to the start of the activities, to the purchase of materials as foreseen by the activities, management and periodic monitoring of the results, in coordination with the M&E Officer selected for the project.  
 Ensure that all activities are in line with the procedures and rules of the donor and AVSI.  
 Manage the recruitment of project staff, from the publication of job positions to the final selection; also ensure proper training of project staff, including training on AVSI policies, with particular attention to Safeguarding, PSEAH, and AVSI's Code of Ethics, to ensure the full achievement of project objectives and results. 
 Ensure project reporting, both narrative and financial (the latter in collaboration with the Country Administrator) according to the pre-established deadlines. 
 Collaborate with the Administrator and Country Representative for the correct management of project funds, control of financial flows and planning of expenses. 
 To manage and request any changes or extensions of the project, should the conditions that make it necessary occur, and in accordance with the donor's rules.  
 To ensure the quality and accuracy of the technical information provided to the donor and to AVSI. 
 Actively participate in the relevant Clusters and ensure solid professional relationships with other humanitarian organizations operating in the region, in order to ensure efficient coordination between the project objectives and the humanitarian response in the region, while avoiding duplication of intervention. 
Supervise the training of the Social Workers; 
Supervise the production of the MHPSS and Life Skills manuals; 
Collaborate with the Logistics officer and Procurement officer in the procurement of the materials for Nablus Old City and Huwwara health centers; 
Collaborate with the MEAL officer in the drafting of the monitoring plan; 
Set up a learning agenda for the project; 
Support the Country Representative in drafting a Health and Protection Theory of change; 
Support the Country Representative and AVSI staff in drafting project proposals. 
متطلبات الوظيفة:
ESSENTIAL REQUIREMENTS 

 Master's Degree in International Cooperation, Political Science, Public Health, and/or other subjects related to the project.   
 Documented experience of at least three years in the coordination and management of projects in the health and protection sectors in national and international organizations.  
 Administrative-financial skills, project budget management and reporting. 
 Excellent stakeholder engagement skills at the local level.  
 Excellent knowledge of English and Arabic (written and spoken).  
 Excellent knowledge of the Office package (Word, Excel, Power Point, Outlook) and of the tools for browsing and communicating on the internet.  
 Proactivity, autonomy and flexibility;  
 Driving license valid in the West Bank   
PREFERENTIAL REQUIREMENTS 

Previous work experience in the management of projects funded by the Italian Cooperation in the Middle East is appreciated; 
M.A. in Public Health and/or Degree in medicine and surgery. 
 Communicating with impact and respect; 
 Team work;
