QED Group LLC, a US based corporation, is dedicated to making meaningful and lasting change and program improvement through monitoring and evaluation, knowledge management and learning, sustainable investing, and technical delivery. QED is implementing a five-year USAID Performance Monitoring and Evaluation project and seeks qualified long term Palestinian candidates for the following positions, to be based in Ramallah, West Bank:
Senior Monitoring and Evaluation Specialist
Duties and Responsibilities
-Responsible for leading and managing the technical work related to performance
monitoring.
-Lead/oversee the performance management tasks, such as strengthening the measurement of key results in the USAID Missions portfolio, support to the Mission Level Performance Management Plan, review of project/activity level M&E plans, organization and facilitation of trainings and support to the USAID Missions Collaborating, Learning and Adapting (CLA) activities.
-Oversee, recruit for, and participate in evaluations and assessments throughout the life of
the contract
-Ensure the short‐term technical experts and evaluation team members recruited under this
contract are of a high caliber and possess the required technical expertise.
-Serve as the evaluation team leader, as appropriate, of select evaluations conducted under this contract to be identified.
-Responsible for the design, quality, development and completion of all assessments,
analytical reports and evaluations.
-Contribute substantively to the design and field testing of the evaluation methodology,
participatory data collection methods and protocols, data verification techniques, and
other technical evaluation and analytical tasks conducted under this contract
-Provide oversight, monitoring and reporting services to USAID, as specifically requested
Key Qualifications:
-Masters degree in international relations, economics, statistics, public policy,
research methods, program assessment, evaluation/measurement or another relevant
field is required with formal training in qualitative and quantitative analysis.
-At least five years demonstrated experience in designing, monitoring, and evaluating
programs across a spectrum of differing kinds of development activities required
-Experience being a member of an evaluation team is required;
-Full professional proficiency in spoken and written English is required. Must be able to
use the language fluently and accurately, and be able to read all styles and forms on all
levels pertinent to professional needs.
-Familiarity with USAID policies related to evaluation and performance management.
-Demonstrated experience in planning, designing, and leading/managing quantitative and
qualitative field assessments, evaluations (performance and impact) and research projects
in various operating environments.
-Demonstrated experience in designing and implementing performance and impact
evaluations of development interventions including: evaluation design, developing
evaluation questions, etc.
-Experience in providing guidance to technical teams in developing and updating
performance management plans.
-Demonstrated experience in leveraging performance monitoring data for improving
ongoing project management.
