الوصف الوظيفي:About Taawon (Welfare Association):
Taawon (Welfare Association) is a non-profit, civic organization launched in Geneva in the year 1983, upon the initiative of a group of Palestinian business leaders and intellectuals. Taawon has become one of the largest organizations operating in Palestine and the diaspora camps in Lebanon, whereby it touches the lives of more than one million Palestinians on an annual basis, with half of these beneficiaries being women.
Key Duties and Responsibilities
Grant Management:
· Manage the full grant cycle for Arab and Islamic donor-funded projects: inception, work planning, implementation, monitoring, reporting and closure.
· Translate grant agreements into implementation plans, budgets, procurement plans and timelines, and track progress against them.
· Ensure compliance with each donor's contractual, financial, procurement and reporting rules, and with Taawon's policies and procedures.
· Coordinate with program teams and implementing partners in Gaza, the West Bank, Jerusalem and Lebanon, including partner due diligence and sub-grant oversight.
· Work with Finance on budget monitoring, burn rates, budget revisions and audit readiness.
· Identify implementation risks early and propose mitigation, no-cost extensions or reallocations when needed.
· Maintain complete, audit-ready grant files and documentation.
Donor Relations and Communications:
· Serve as Taawon's primary focal point with assigned Arab and Islamic institutions, including the Arab Fund for Social Development and the Islamic Development Bank.
· Lead regular communication with donor counterparts: progress updates, coordination meetings, field visits and high-level engagements.
· Prepare donor briefings, presentations, success stories and visibility materials in Arabic and English, in line with each donor's visibility guidelines.
· Represent Taawon at donor meetings, forums and regional conferences on development and Islamic social finance upon management request.
Proposal Development and Strategic Partnerships:
· Monitor calls for proposals, funding windows and strategic priorities of Arab and Islamic funds, development banks, zakat and waqf institutions, and charitable foundations.
· Lead the design and writing of concept notes and full proposals, including logical frameworks, results frameworks, budgets and budget narratives, in Arabic and English.
· Tailor Taawon's programmers to each institution's mandate, eligibility rules and instruments, including grants, Zakat, Waqf, Sadaqah and co-financing models.
· Develop multi-year strategic partnership frameworks and joint programming with key institutions, moving from project-by-project funding to long-term partnership.
· Build and maintain a pipeline of prospective Arab and Islamic partners, with a clear engagement plan for each.
Reporting, Monitoring and Learning:
· Prepare and submit timely, high-quality narrative and financial reports in the donor's required language and format.
· Work with the M&E team to track indicators, verify results and capture lessons learned.
· Produce internal updates on the grant portfolio, pipeline and partnership status for senior management.
Internal Coordination:
· Provide operational support to programs teams where needed, such as during project start-up, peak workloads or staff gaps.
· Help teams with work planning, budget follow-up, reporting and the correct use of standard forms and procedures.
Other Programmatic Tasks:
· Perform other programmatic tasks as assigned by the direct supervisior.
متطلبات الوظيفة:Qualifications, Experience and Skills:
Education:
· Master's degree in development studies, international relations, business administration, economics, social sciences or a related field.
· A bachelor's degree with an additional three years of relevant experience may be considered in lieu of a master's degree
Experience:
· At least 10 years of progressive experience in grant management, program management or resource development in the non-profit or development sector.
· At least 3 years managing grants funded by Arab or Islamic institutions, such as the Arab Fund for Social Development, the Islamic Development Bank, Arab Gulf funds, or zakat and waqf institutions.
· Proven track record of writing successful proposals and securing funding from institutional donors.
· Experience building and managing strategic partnerships at senior level.
· Experience with Islamic social finance (Zakat, Waqf, Sadaqah) is a strong asset.
· Experience working in Palestine or with Palestinian civil society is a strong asset.
Skills and Competencies:
· Strong command of grant management: log frames, results-based management, budgeting and donor compliance.
· Excellent proposal writing, strategic thinking and ability to tailor programmers to donor priorities.
· Strong relationship-building, representation and negotiation skills, including with senior officials.
· Sound financial literacy and ability to read and manage project budgets.
· Organized, detail-oriented and able to manage several grants and deadlines at once.
· Proficiency in Microsoft Office; familiarity with donor portals and grant management systems.
· Commitment to Taawon's values of transparency, accountability and service to the Palestinian people.
· Willingness to travel regionally.
