Project Overview: The GIZ project Demand-Oriented TVET (DoTVET II) aims to improve the TVET system in Palestine by enhancing its alignment with the labor market, thus facilitating young people’s entry into the job market. DoTVET project addresses three interlinked pillars: TVET Governance and Steering, TVET core processes and Cooperative training formats between TVET institutions and the private sector.

Position Overview: GIZ Palestine is seeking a qualified and experienced Advisor for Inclusive and Innovative TVET to contribute to enhancing the quality, inclusiveness and attractiveness of TVET by promoting innovative, learner-centered and supportive learning environments for students and teachers.

To support the DoTVET II project in Ramallah, we are looking for a full-time (100%), Band 4 position responsible for inclusivity and innovation in TVET.

“Advisor for Inclusive and Innovative TVET”

Tasks and responsibilities include but are not limited to:

AdviseAdvise and support selected TVET institutions in developing and implementing innovative inclusive, gender-responsive and learner-centered approachesx.
Design and coordinate innovative activities for students and teachers, including skills competitions, innovation challenges, student projects, exhibitions and other practice-oriented learning formats.
Strengthening student and teacher well-being by supporting TVET institutions to integrate psychosocial support approaches, capacity development and appropriate referral mechanisms.
Promote gender equality, disability inclusion and participation of vulnerable and underrepresented groups across institutional and student-focused interventions.
Develop and coordinate capacity building measures for teachers, trainers and institutional management on innovative teaching, inclusion, student support and learner-centered methodologies.
Facilitate international and regional institutional learning, including partnerships with TVET institutions abroad, study visits, peer learning, and exchange of good practice.
Build cooperation with private sector actors, specialized organizations and other stakeholders to support innovation, inclusion, student development and links to the labor market.
Develop, pilot, document and evaluate innovative and inclusive models and good practices in selected TVET institutions, with a view to their institutionalization, replication and scaling within the wider TVET system.
متطلبات الوظيفة:
Required qualifications, competences, and experiences are considered an asset:

Bachelor’s degree in psychology, social sciences, education/ educational management, social work, art/music education, youth/community development, or other related field, additional qualifications or trainings are an asset.
Minimum of 5 years of relevant professional experience, in education, youth development, psychological support, social inclusion, institutional development or related fields.
Experience working with educational institutions (TVET institutions will be an asset) at secondary and /or post-secondary/tertiary level, including students, teachers/trainers and institutional management.
Demonstrated experience in conflict and trauma affected environments and good knowledge of trauma-sensitive, psychosocial support and do-no-harm approaches in educational settings.
Practical experience in gender and social inclusion and working with people with disabilities, including approaches to accessible and inclusive learning environments.
experience in developing and facilitating innovative and participatory activities for students and educators, e.g. skills competitions, innovation challenges, creative/arts-based activities or peer learning formats.
Experience in capacity development and facilitation for teachers, trainers and / or educational institutions.
Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders, including public institutions, private sector actors and NGOs.
Ability to facilitate dialogue, coordination, and sharing knowledge across teams and partners.
High level of adaptability and resilience with the ability to work in dynamic and sometimes challenging environments.
Strong sense of ownership, commitment and accountability.
Ability to work independently as well as collaboratively in a team setting.
Solution-oriented and proactive mindset, with strong organizational and problem-solving skills.
Excellent verbal and written communication skills in English and Arabic, proficiency in German is an asset.
Willingness and ability to adapt to changes in the work environment, to manage competing and unexpected demands.
Good working knowledge of ITC technologies and computer applications.
Hold a valid driving license and have the ability and willingness to travel frequently to project sites.
