الوصف الوظيفي:A program for Rehabilitation Services and Related Approaches, which is under the Japan International Cooperation Agency (JICA), an implementing agency of Japan’s Official Development Assistance for Palestine people under the agreement between the Government of Japan and the Palestine Authority, is seeking a qualified candidate for the post of Program Assistant (accounting assistant) for an “Advisor for Rehabilitation Services and Related Approaches”.
Description of Responsibility
He/she will be responsible for, but not limited to, the following:
Accounting and Procurement
- Preparing accounting and procurement documents of the Program under the supervision of the JICA expert.
- It includes keeping a record of business transactions, preparing and executing procurement and payment for the Program, creating accounting documents, preparing and maintaining accounting records, preparing documents for procurements, conduct procurement, and other accounting and procurement related matters, under the supervision of the JICA expert.
Program Administration
- Provide administrative assistance to the JICA experts.
- It includes: making appointments for the JICA experts, arranging transportation and accommodation for project activities, reading and filing the correspondences both incoming and outgoing, keeping a record of communication and dealing with phone calls and postal matters, etc.
- Execute necessary logistic arrangements for meetings, seminars, and other events.
- Communicate and coordinate regularly with relevant parties for the Program implementation (e.g., JICA, Ministry of Health, etc.).
- Check news and events happening regularly across Palestine that deems relevant to the Program and keep the JICA experts posted on such developments.
Documentation and Translation/Interpretation (English-Arabic)
- Prepare necessary documents in both English and Arabic
- Translate letters and documents between English and Arabic as needed, interpret for the JICA experts during meetings or field visits.
Other
- Perform other duties as assigned by the JICA experts.
Nature of work
The Program Assistant’s main responsibility is to support the following tasks under the Program:

Provide administrative assistance to the JICA experts (including short term experts and mission members) regularly, such as making appointments for the JICA experts, arranging transportation and accommodation for project activities, reading and filing the correspondences both incoming and outgoing, keeping a record of communications and dealing with phone calls and postal matters.
Prepare necessary documents and execute necessary logistic arrangements for meetings, seminars, and other events.
Communicate and coordinate regularly with relevant parties for the Program implementation (e.g., JICA, Ministry of Health, etc.).
Translate letters and documents between English and Arabic as needed, interpret for the JICA experts during meetings or field visits.
Check news and events happening regularly across Palestine that deems relevant to the Program and keep the JICA experts posted on such developments.
Perform other duties as assigned by the JICA experts.
3.Position and Working information.
Title: Program Assistant (accounting and administration assistant officer)
Work: Part-time position. Works on 3 days a week (Sunday, Tuesday, Thursday), except public holidays. This may be changed according to the operation of the programme.
Place of duty: mainly works at Ministry of Health and Ramallah Rehabilitation Center, Ramallah. Work from Home might be considered. Address: Al-Ahli Hospital Street, Ramallah
Normal working hours: 8:30 to 14:30 (lunch break from 11.30 to 12.00). Shorter working hours would be applied during Ramadan.
Employment period: from the start date of employment until March 2027. This may be extended until January 2028 (the detailed date will be decided based on mutual consensus).
The probation period is three months.

Nationality: Palestinian or other (the applicant must hold working visa.)
Academic background: Minimum Diploma degree (Major is not specified. However, major in accounting is an asset.)
Basic accounting skills and knowledge is required.
Working experience: Having more than 3 years of work experience is an asset.
Language: Business level of English and Arabic is required. (Being able to write official letters and documents in both English and Arabic)
IT skills are essential, advanced Excel skills are an advantage (MS Office, Word, Excel, PowerPoint, Outlook, Teams, etc.)
To negotiate and build good relationships with external organizations.
Effective communication skills to be able to work cooperatively with others.
No criminal record
