Position Title: Financial Officer

Duty Station: Gaza Office or Ramallah Office, depending on the selected candidate’s location and SDF’s operational needs.

As part of its efforts to strengthen institutional capacity and further develop its financial management systems, SDF is seeking a qualified and experienced Financial Officer to join its team in either the Gaza Office or Ramallah Office.

Job Purpose
The Financial Officer will lead the Finance Section and provide technical and oversight supervision of financial and accounting operations, including budgeting, financial review, reporting, reconciliations, financial closing, internal controls, and financial compliance. The position will also supervise the Finance Section team to ensure the accuracy and integrity of financial records and compliance with SDF’s approved policies and procedures, donor requirements, and applicable laws and regulations.

Key Duties and Responsibilities
Provide technical and day-to-day supervision of the Finance Section team, assign responsibilities, and monitor the quality and timely completion of financial outputs.
Review accounting entries and financial transactions prepared by the finance team, ensuring their accuracy and the completeness of supporting documentation and required approvals.
Conduct financial reviews of payment requests, including verification of budget availability, accuracy of financial coding and amounts, and compliance with the approved authority matrix.
Conduct financial reviews of procurement transactions prior to payment, ensuring completeness of the procurement documentation cycle and compliance with approved policies and procedures.
Review bank transfers and follow up on the execution of approved transfers in accordance with applicable policies and delegated authorities.
Lead the preparation of the annual organizational budget, review project budgets, monitor budget implementation, and analyze budget variances and cash flows.
Review proposed project budget amendments and ensure compliance with funding agreements and donor requirements.
Review bank reconciliations and financial reports prepared by the finance team and oversee monthly and year-end financial closing processes.
Conduct technical reviews of payroll and monitor applicable tax obligations, statutory deductions, and related provisions.
Monitor the implementation of internal controls and segregation of duties, and identify financial risks and irregularities.
Follow up on financial findings and recommendations arising from audits and financial reviews.
Coordinate on financial matters with project teams, the Procurement Section, donors, and auditors within the approved scope of authority.
متطلبات الوظيفة:
Required Qualifications and Experience

Bachelor’s degree in Accounting, Finance, or a related field. A postgraduate qualification or relevant professional certification is preferred.
At least five (5) years of relevant professional experience in accounting and financial management, including at least three (3) years of experience in a supervisory role or in coordinating a finance team.
Demonstrated experience in preparing and reviewing project budgets and financial reports for donor-funded projects, as well as working with donor financial requirements.
Experience in financial closing, external audits, and preparing financial documentation and files for review and audit purposes.
Good knowledge of financial policies and procedures, internal control systems, segregation of duties, and financial risk management.
Good knowledge of relevant Palestinian tax laws, regulations, and statutory obligations.
Proficiency in the Bisan accounting system, with advanced proficiency in Microsoft Excel.
Proficiency in both Arabic and English, written and spoken.
