Location: Ramallah, with possible travel in West Bank areas.
Contract Duration: One-year contract with possibility of extension based on satisfactory performance. A three-month probationary period applies.
Background:
The Palestinian Authority has received financing from the International Fund for Agricultural Development (IFAD), the European Union (EU), and the Spanish Agency for International Development Cooperation (AECID) towards the cost of the Rural Financial Inclusion Project in Palestine (RUFIPP).
The Ministry of Finance is seeking a highly qualified Capacity Development Specialist to join the RUFIPP Project Management Unit (PMU) in Ramallah.
The project aims to enhance resilient economic growth and incomes of smallholder farmers and rural enterprises by increasing access to affordable financial products, raising financial literacy, and mainstreaming social inclusion. Specifically, RUFIPP focuses on reaching marginalized and vulnerable groups, including women and youth.
RUFIPP will be implemented over a four-year period starting in the second semester of 2025. Project activities are organized into three major components: (i) Inclusive rural finance literacy and awareness raising; (ii) Providing inclusive and green rural finance products and services; (iii) Capacity development and strengthening of rural finance institutions.
Job Purpose:
The Capacity Development Specialist will be responsible for the implementation of activities of the project. In addition, s/he will support the M&E Specialist in implementing the project’s M&E and MIS systems. The specialist will also manage knowledge management and communication-related activities of the project. The Capacity Development Specialist will report directly to the Project Director or designee.
Key Duties and Responsibilities:
Develop and supervise the implementation of the Project’s Knowledge Management and Communication Strategy in line with project outcomes.
Coordinate the development and production of Information, Education, and Communication (IEC) materials, with a focus on rural enterprise financial literacy.
Design and maintain the project's overall Knowledge Management System, including a structured storage of project documents, research outputs, good practices, and lessons learned, ensuring accessibility for all PMU team members and assigned key stakeholders.
Lead the development and implementation of an integrated Knowledge Management and Learning calendar, ensuring that key project milestones are translated into timely learning events, knowledge products, publications, and stakeholder engagement activities across all three RUFIPP components.
Assist in the preparation and review of various project documents.
Coordinate with the Agriculture Finance Specialist to support the digitization of Farmer Business School (FBS) materials and training modules.
Contribute to the collection and development of learning materials, experiences, lessons learned, and success stories generated during the implementation of the three training programs: the Rural-Agriculture-Specific Financial Literacy Training (RAFLT) Program, the Farmer Business Development Skills Training (FBT) Program, and the Rural Agriculture-Specific Micro and Small Enterprises (RAMSEs) Training Program. Develop the collected materials into content that can be hosted in the dedicated "Rural Agriculture Training Window" to be created on the Monshati Platform and other relevant stakeholders' platforms.
Support the Agriculture Finance Specialist in conducting moderated video extension sessions.
Support the development and dissemination of the project publication materials, brochures, booklets, media coverage, social media publications, and other rural finance-related publications.
Coordinate and support service providers in covering project implementation events through media coverage tools, local TV and radios.
Contribute to the documentation, reporting, and digitization of the information and data collected under the activities implemented within Project Component 2: Provision of Inclusive and Green Financial Products and Services.
Assist in coordinating and organizing knowledge-sharing, consultation, and collaboration workshops. and technical meetings across all project components to facilitate the project implementation
Support the implementation of policy engagement, advocacy, and knowledge generation activities.
Support the Agriculture Finance Specialist and serve as the project focal point for the implementation of activities related to the capacity development and institutional strengthening of Apex Rural Financial Institutions, providing technical guidance and advice.
Support the documentation of case studies, success stories, and impact evidence for use in donor reporting, and public communication materials.
Support the Agriculture Finance Specialist in conducting moderated video extension sessions.
Coordinate and support service providers to launch awareness campaigns on TV and radio.
Support the M&E Specialist in representing the Project in internal and external meetings, and assist in developing and maintaining a unified Training Management System (TMS) to track the design, delivery, participation, and outcomes of all RUFIPP training programs.Identify, in coordination with team members, the main knowledge products and milestones to be developed and showcased.
Perform other duties as assigned by the Project director.
متطلبات الوظيفة:Qualifications and Experience Required:
Bachelor’s degree in communication, media, development studies, business administration, agriculture, rural development, information management or a related discipline. A master's degree in a relevant field is an asset.
Minimum of five years of professional experience with international finance and rural development institutions and/or government services in knowledge management, communications, project coordination, documentation, and reporting.
Experience with donor funded-development projects and programmes preferably in rural development, financial inclusion, MSME development, agriculture finance, or private sector development
Strong communication skills for accurately conveying policies and procedures.
Experience with institutional capacity assessment and development planning, preferably in the financial sector or rural development context.
Experience in coordinating workshops, consultations, knowledge-sharing events, and stakeholder engagement activities.
Knowledge of policy-oriented, pro-poor and inclusive programme approaches, and project management frameworks.
Familiarity with rural development, agricultural finance, and market development is an asset.
Excellent written and verbal communication skills in English and Arabic.
Strong computer skills, especially Microsoft Office and web-based applications.
Analytical mindset with sound understanding of socio-economic issues in agriculture and rural development.
Team-oriented with the ability to work in a multicultural environment.
Proactive learner and innovator, open to acquiring new competencies and exploring new approaches.
