This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.
PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.
Overall Objective:
Under the responsibility of the Deputy WB Protection Consortium Project Manager, the First Line Response (FLR) Officer is responsible for coordinating and implementing PUI's First Line Response (FLR) mechanism under the West Bank Protection Consortium.
Tasks and Responsibilities:
1. Coordinating first-line response alerts, response activation, rapid needs assessments, and emergency response implementation under the FLR mechanism, mainly in Northern West Bank.
Coordinates FLR alerts, activation, rapid needs assessments, field verification, response analysis, and emergency interventions, serving as the operational focal point during activations and ensuring timely coordination of procurement, logistics, delivery, field follow-up, and required documentation in line with PUI procedures and WBPC requirements.
2. Maintaining operational coordination with WBPC partners, humanitarian actors, community representatives, and relevant stakeholders during FLR interventions.
Maintains operational coordination with WBPC consortium partners, humanitarian actors, community representatives, suppliers, service providers, and relevant coordination mechanisms before, during, and following FLR activations. Facilitates communication between affected communities, partners, and PUI teams and ensures the appropriate transition from FLR interventions to emergency responses led by the designated WBPC ER lead agency.
3. Supporting other PUI projects and WBPC interventions through assessment and implementation support when requested.
Conducts technical assessments and risk analysis for emergency, mitigation, and preventive interventions, supports response selection and technical planning, and contributes to the preparation and follow-up of approved assistance and procurement processes. Supervises and monitors the implementation of material assistance and supports other PUI projects alongside WBPC activities, providing timely reporting on progress, challenges, and emerging needs.

Required Profile:
Education and Training:
Required: Bachelor’s degree in Social Sciences, Development Studies, Project Management, or a related field.
Desirable:
Training in protection, shelter/NFI, cash assistance, or other relevant humanitarian sectors.
Training in data collection, analysis, and humanitarian information management.
Professional Experience:
Required:
Minimum 3 years of professional experience in humanitarian response, emergency programming, protection, NFI, shelter, or a related field.
Professional experience coordinating emergency response activities and working with vulnerable or at-risk communities.
Desirable:
One year or more previous experience with an INGO and/or within humanitarian coordination mechanisms (1 year).
One year or more previous experience coordinating with humanitarian partners, clusters, INGOs, community representatives, and other relevant stakeholders.
Two years or more previous experience working in the West Bank or a similar complex humanitarian and operational environment.
Knowledge and Skills:
Required:
Strong communication, coordination, networking, and stakeholder engagement skills.
Ability to work independently, take initiative, manage multiple priorities, and respond effectively under pressure during emergency activations.
Desirable:
Knowledge of protection, shelter, NFI, cash, and emergency response programming.
Knowledge of humanitarian coordination structures and operational procedures
Languages:
Fluency in written and spoken Arabic.
Professional proficiency in written and spoken English.
Software:
Required:
Good working knowledge of MS Word.
Good working knowledge of MS Excel.
Good working knowledge of MS Outlook and
Good working knowledge of digital data collection and reporting tools, including Kobo Toolbox.
Desirable: Advanced knowledge of Excel or other tools used for operational data analysis and reporting.
