الوصف الوظيفي:The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified System Manager "AIMS System Administrator" under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of The Ministry of Finance & Planning.
The Aid Information Management System (AIMS) is MoFP’s central platform for managing, monitoring, and reporting information related to development cooperation, donor-funded projects, financial flows, sectors, implementing partners, and geographic coverage. Recent AIMS project outputs highlighted the need to strengthen system governance, operational management, data quality, reporting, and institutional sustainability. To address these needs, MoFP intends to establish AIMS System Manager responsible for overseeing the administration, governance, security, and continuous improvement of AIMS as the Government's national system of record for development cooperation.
The selected System Manager "AIMS System Administrator" will be assigned to work at the Ministry of Finance & Planning and will be responsible for managing the day-to-day operation and administration of the Aid Information Management System (AIMS), ensuring that the system remains secure, available, and operational, while enforcing data quality standards, supporting users, monitoring compliance with governance requirements, and maintaining AIMS as the Government of Palestine's authoritative national system of record for development cooperation.
The objective of this assignment is to ensure the effective administration, sustainability, and continuous improvement of AIMS by providing system management, enforcing data quality controls, supporting governance and compliance mechanisms, and enabling reliable information for planning, donor coordination, monitoring, and reporting.
Scope of Work
The AIMS System Manager will be responsible for the overall management, administration, governance, security, and continuous improvement of AIMS. The System Manager will supervise the work of the AIMS Data Coordination and Reporting Officer and ensure that operational activities are implemented in accordance with approved policies, procedures, and data governance requirements.
System operation and management: managing the operation of AIMS, including system configuration, user access, system security, and coordination with technical service providers to ensure system availability, stability, and performance. The Manager will supervise the operational activities undertaken by the AIMS Data Coordination and Reporting Officer and provide technical and administrative guidance as required.
Data quality enforcement: Establish, implement, and enforce the AIMS data quality framework covering completeness, accuracy, consistency, timeliness, and uniqueness. This includes configuring validation rules, enforcing mandatory fields, overseeing the implementation of routine data quality monitoring and follow-up activities conducted by Data coordinator, and ensuring that identified issues are resolved in coordination with ministries and the AIMS Data Coordination and Reporting Officer.
Governance and compliance: Support the implementation of the AIMS governance framework by monitoring ministry compliance with data submission and quality standards, reviewing compliance reports, overseeing follow-up activities undertaken by the AIMS Data Coordination and Reporting Officer, and recommending corrective actions where required.
Data lifecycle and audit support: Oversee the full data lifecycle, including validation, review, approval, correction processes, and periodic data quality reviews, while ensuring that data management procedures are implemented in accordance with approved institutional requirements.
Reference and master data management: Manage and standardize reference data (such as sectors, partners, and geographic classifications), ensuring consistency across ministries and controlled updates aligned with approved standards.
Reporting and decision support: Define and oversee the AIMS reporting framework, validate analytical outputs, dashboards, and management reports, and provide strategic reporting to support MoFP in national planning, donor coordination, performance monitoring, and decision-making.
User support and capacity building: Provide second-level technical support, manage user accounts and system access, support complex operational issues, and deliver technical training and guidance to ministry focal points and system users.
Continuous improvement: Identify operational and system gaps, evaluate recurring issues and enhancement requests documented through routine operations, and propose improvements to enhance system functionality, data quality, governance, security, and user adoption.

Bachelor’s or Master’s degree in Information Systems, Computer Science, or related field
Minimum 4 years of relevant experience in:
System administration (MIS, databases, platforms)
Data governance and data quality management
Excellent command of English and Arabic (reading, writing, and speaking)

The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs.
