BACKGROUND

The State of Palestine has placed education at the center of its national development efforts, as reflected in the Education Development Strategic Plan 2025-2027, which prioritizes improving the quality of teaching and learning, strengthening governance, and enhancing the resilience of the education system in a context marked by complex and persistent challenges — including chronic underpayment of teacher salaries and reduced working schedules of only three days per week in some areas, the administrative and educational divide between the West Bank and Gaza, and the devastating impact of the war on Gaza, which has disrupted access to schools, displaced students and educators, and severely undermined the continuity and quality of the education system. In this context, UNESCO is supporting the State of Palestine to align the national curricula with international standards, with a view to improving learning outcomes and promoting the values of peace, dialogue, and mutual understanding. UNESCO’s support is grounded in systemic curriculum principles, while closely aligned with the 2023 Recommendation on Education for Peace, Human Rights and Sustainable Development, adopted by all UNESCO Member States. The Recommendation provides a global normative framework to strengthen the role of education in fostering peace, human rights, sustainable development, and global citizenship through a system wide approach, including curriculum transformation.

Following technical workshops on curriculum renewal held in April and June 2026 a comprehensive process of curriculum renewal and capacity development, based on a jointly defined teacher policy analysis framework aligned with international standards roadmap, has been developed.

UNESCO's support will focus on several areas of intervention, including a component dedicated to strengthening teacher competency frameworks and professional development systems.

OBJECTIVE OF THE CONSULTANCY

The overall objective of the consultancy is to conduct a comprehensive diagnostic of the teacher education and professional development system in the State of Palestine, assess its coherence, effectiveness and alignment with the National Curriculum Framework, and provide evidence-based recommendations to inform teacher policy reform and system strengthening.

ASSIGNMENTS
The consultant will conduct a comprehensive diagnostic of teacher policies and the teacher education and professional development system to strengthen coherence, effectiveness, and alignment with the National Curriculum Framework.

Specific objectives:
Assess the current teacher policy, management, education and professional development system, including recruitment, deployment, working conditions, career development, retention and continuous professional development.
Identify strengths, gaps, and systemic bottlenecks
Provide evidence-based recommendations for reform
Inform national teacher policy dialogue and upcoming GPE-supported interventions
Under the supervision of UNESCO and in close collaboration with MEHE, the consultant will undertake the following:

Inception Phase
Develop an inception report detailing methodology, analytical framework, workplan, and data collection tools
Propose a teacher policy analysis framework aligned with international standards.
Identify key stakeholders and refine consultation strategy
Desk review and system mapping
Review national policies, strategies, and legal frameworks related to:
Teacher working conditions across pre-primary and general education, from KG2 through Grade 12.
Teacher recruitment, deployment, and retention
Structure of the teacher education and professional development system
Pre-service teacher education provided by universities and colleges, and the alignment of their graduate outcomes with the requirements of the National Curriculum Framework
Map key institutions and stakeholders involved in teacher education and management

Benchmark against international good practices and UNESCO frameworks
Stakeholder Consultations
Design and conduct consultations with a multi-stakeholder working group, including the MEHE Teacher Department, teacher education and training institutions, teacher unions, relevant government institutions, development partners and other stakeholders, as appropriate.
Facilitate at least one multi-stakeholder validation workshop
Ensure inclusion of gender and equity considerations
Reporting and Recommendations
Produce a comprehensive diagnostic report on teacher policies and the structure of teacher education and professional development, including:
Executive summary
System analysis
Key findings
Actionable recommendations (short-, medium-, long-term)
Develop:
A short brief summarizing key findings
A presentation deck for stakeholders
Support validation and ensure integration of feedback
The diagnostic will inform the broader teacher reform agenda and will be closely aligned with the forthcoming GPE System Capacity Grant (SCG), which includes support for system-level reforms such as teacher workforce analysis, recruitment, and the development of professional development frameworks.

DELIVERABLES

The consultant will be expected to deliver the following deliverables:

Payment will be made in local currency, on a monthly basis, upon submission of the above-mentioned deliverables and their satisfactory acceptance by UNESCO.

REQUIRED QUALIFICATIONS

EDUCATION

The consultant must hold a master’s degree (five years of higher education) or higher in education, education policy and planning, teacher education, public policy or a related field.

WORK EXPERIENCE
Minimum 7 years of relevant experience in education policy analysis, teacher policy, or education system diagnostics.
Proven experience in conducting teacher-related diagnostic or analytical studies, including at least one full-cycle assignment (design, data collection, analysis, reporting) in this domain
Demonstrated experience in drafting comprehensive analytical reports for institutional entities (e.g. ministries, UN agencies, development partners)
The candidate must have authored or co-authored at least two (2) diagnostic, analytical, or policy reports comparable in scope and rigor to this assignment. These reports should demonstrate ability to:
Structure complex analysis
Integrate qualitative and quantitative data
Formulate evidence-based recommendations
Experience in producing policy-oriented outputs (policy briefs, reform roadmaps, strategic recommendations)
Familiarity with teacher workforce issues (recruitment, deployment, retention, professional development systems)
Experience working with government counterparts and facilitating multi-stakeholder consultations
Strong knowledge of the Palestinian education system.
Excellent command of written and spoken English and Arabic.
Duration of the mission:

The estimated duration of the assignment is 60 working days, spread over a period of 4 months. The tentative schedule could be structured as follows:

October 2026: Inception phase, desk review and methodology finalization

November 2026: Data collection, stakeholder consultations and preliminary analysis

December 2026: Analysis, drafting and validation workshop

January 2027: Finalization of the diagnostic report, policy brief and presentation deck
