About the Programme:
SPARK will soon launch a four-year programme in Palestine aimed to strengthen Palestine's innovation ecosystem by enhancing technology transfer, commercialization of research, university-industry collaboration, innovation governance, and private sector competitiveness through a Market Systems Development (MSD) approach. The programme will work closely with public institutions, academia, the private sector, and other strategic partners to promote sustainable economic development, foster innovation, and create opportunities for inclusive growth.
To support the implementation of this strategic initiative, SPARK is seeking a qualified and experienced Programme Manager to join the programme team.
Role Summary:
The Programme Manager will provide overall strategic, technical, operational, and financial leadership for a multi-year economic development and innovation programme in Palestine. The position is responsible for ensuring high-quality and timely programme implementation, effective management of programme resources, achievement of agreed results, and compliance with SPARK policies and donor requirements.
The Programme Manager will lead programme planning and implementation, coordinate partners and key stakeholders, supervise the programme team, and maintain strong relationships with donors, government institutions, universities, private sector actors, and other relevant stakeholders. The role requires strong leadership, partnership management, and adaptive management skills to ensure that programme interventions are responsive to the operating context and contribute to sustainable and locally owned results.

The responsibilities include, but are not limited to:
Lead the overall management, planning, coordination, and implementation of the programme in accordance with approved programme documents, results frameworks, workplans, budgets, and donor requirements.
Provide strategic and technical leadership to ensure high-quality implementation, achievement of programme results, and responsiveness to changes in the operating context.
Lead the development and regular review of annual and quarterly workplans, implementation schedules, budgets, procurement plans, risk registers, and other programme management tools.
Coordinate programme partners and supervise programme staff, ensuring clear roles and responsibilities, effective collaboration, accountability, timely delivery of activities and deliverables, and high-quality performance.
Build and maintain strategic relationships with government institutions, universities, private sector actors, business support organizations, donors, development partners, and other relevant stakeholders, and facilitate effective collaboration among them.
Ensure that programme interventions respond to identified market and institutional needs and promote sustainable partnerships, local ownership, scalability, and institutionalization of results.
Monitor programme performance against agreed results, indicators, targets, milestones, and workplans; identify implementation challenges and lead timely corrective and adaptive management measures.
Work closely with the Monitoring, Evaluation and Learning function to ensure that evidence, monitoring findings, stakeholder feedback, and lessons learned inform programme implementation, strategic decisions, and programme adaptation.
Oversee programme financial management, including budget utilization, expenditure monitoring, forecasting, and financial planning, in close coordination with the Finance team.
Ensure compliance with SPARK policies and procedures, donor requirements, contractual obligations, procurement procedures, safeguarding standards, and applicable regulations, including appropriate oversight of procurement, contracting, and consultancy processes.
Lead the preparation and timely submission of high-quality narrative reports, annual plans, donor deliverables, progress updates, presentations, briefing documents, and other programme documentation.
Identify and monitor strategic, operational, financial, contextual, and partnership risks and ensure that appropriate mitigation and contingency measures are developed and implemented.
Lead programme governance and coordination mechanisms, including steering committee meetings, partner meetings, technical working groups, stakeholder consultations, and donor missions.
Promote programme learning, knowledge management, visibility, and documentation and dissemination of results, good practices, lessons learned, and programme achievements.
Represent SPARK in relevant meetings, conferences, policy dialogues, technical discussions, and other external engagements, and perform other programme management responsibilities as required.
Perform any other related duties as required.
Requirements and Skills
The successful candidate should possess:
Master's degree in Business Administration, Economics, International Development, Public Administration, Engineering, Project Management, or another relevant field.
At least 8 years of progressively responsible professional experience, including substantial experience managing donor-funded development programmes.
Demonstrated experience or strong knowledge technology transfer, research commercialization ,intellectual property (IP),patents, licensing, and innovation management, particularly within universities, research institutions, entrepreneurship ecosystems, or private sector development.
Experience facilitating university–industry collaboration and supporting pathways from research and innovation to market, including engagement with researchers, entrepreneurs, SMEs, investors, and other innovation ecosystem actors.
Demonstrated experience in programme and project cycle management, including planning, implementation, budgeting, monitoring, risk management, and donor reporting.
Proven experience coordinating multi-stakeholder programmes, consortium partners, or complex partnerships involving public, private, academic, and development actors.
Strong knowledge and practical understanding of private sector development, entrepreneurship, MSME development, innovation, and market-oriented development approaches.
Demonstrated experience managing programme budgets, financial forecasts, procurement planning, and donor compliance.
Proven leadership and people-management experience, including the ability to guide multidisciplinary teams and coordinate partners toward shared results.
Strong analytical and problem-solving skills, with demonstrated ability to identify risks, address implementation challenges, and support evidence-based decision-making.
Excellent planning, organizational, coordination, negotiation, and time-management skills.
Excellent report writing, presentation, communication, and interpersonal skills.
Excellent written and spoken English and Arabic.
Willingness and ability to travel within Palestine as required.
