الوصف الوظيفي:
Main purpose of the position

Defining, designing, coordinating, supervising, analyzing and communicating on operational research activities ensuring the development of appropriate methodologies in line with MSF standards, tools, protocols and ethical guidelines. The Operational Research Activity Manager contributes to the mission/project strategy by generating evidence to improve program quality, patient outcomes and operational effectiveness. He/she coordinates operational research activities and ensures their implementation according to approved protocols, while facilitating the use of research findings to inform medical and operational decision-making.

Main Responsibilities
Defining, scheduling and organizing, in close collaboration with medical and operational team members, the annual operational research plan as well as its associated budget. Ensuring the implementation of approved research protocols and methodologies and supporting teams in generating evidence to improve program performance, quality of care and operational effectiveness.
Supervising operational research activities in collaboration with relevant principal investigators and other team members. Ensuring that contacts with community groups, Ministry of Health, ethical boards and other authorities are maintained and aligned with approved research objectives. Monitoring progress, data collection, and analysis timelines. identifying and addressing implementation challenges to ensure research objectives are achieved.
Identifying, in coordination with the MSF medical and operational teams, priority operational research questions that contribute to MSF's social mission, including program improvement, innovation, quality of care, implementation science, surveillance, surveys, advocacy and health systems strengthening.
In collaboration with Principal Investigators, supervising the implementation of operational research activities, including study management, data management and documentation procedures. Ensuring that research tools, databases and software are appropriately used to guarantee data quality, traceability and accessibility.
Ensure that research findings are analyzed, interpreted, contextualized and translated into actionable recommendations that support programme improvement, advocacy and evidence-based decision-making for the MSF social mission.
In line with the MSF vision, policies, and values, supervise the permanent and temporary staff under her/his line of management. S/he follows up the associated processes (job description development, recruitment, training, performance evaluation, development and internal/external communication) S/he ensures both the sizing and the amount of knowledge required, to improve staff technical capabilities, contribution and commitment to MSF values.
Support and guide team involved on operational research and coordinate the collegial efforts through all the OR process towards the delivery of high scientific standards OR in full adhesion to national and international requirements.
Contributing to operational and research reporting, and supporting teams in the preparation of study reports, abstracts, presentations, manuscripts and dissemination materials.
Ensuring and maintaining technical collaboration with the Epidemiology Advisers and principal or co-investigators of ongoing studies at mission and HQ level.
Participating in workshops, scientific meetings and technical forums organized by the Medical Department or Epicentre (HQ) or external partners on topics related to operational research or epidemiological activities.
Providing technical support for the analysis and interpretation of routine program data when relevant to operational research activities, while recognizing that overall responsibility for program performance monitoring remains with PMR/MedCo.

Education:

Master’s degree in Epidemiology, Public Health or equivalent with extensive training in statistics and epidemiology.
Desirable, medical or nursing related diploma. Desirable experience with field applied epidemiology.
Experience:

Medical or para-medial profile with extensive field experience in MSF or another humanitarian NGO, including having worked in the context of health systems in a developing country.
Essential experience in protocol writing and use of different quantitative study designs
Essential working experience of at least two years in epidemiological activities related jobs
Essential experience on epidemiological data analysis
Language: Arabic and excellent command of English (C2)

Knowledge: Essential computer literacy (word, excel, internet); Essential mastering in (at least) one statistical package (e.g. R, Stata…)
