CARE Palestine (West Bank/Gaza) is looking for a committed professional to the values of Transformation, Integrity, Diversity, Equality, and Excellence for a 6 months contract with possibility of extension, to fill the following vacancy:

MEAL Manager
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: As soon as possible

Position Location: Gaza & West Bank, Palestine.

Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

CARE is seeking a MEAL Manager that provides strategic leadership, management, and technical oversight of CARE Palestine's Monitoring, Evaluation, Accountability and Learning (MEAL) function across West Bank and Gaza in humanitarian, development, and nexus programming.

This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment

Responsibilities:
1) MEAL systems and processes 25%:

- Lead the development, implementation, and continuous improvement of a coherent country-level MEAL system, aligned with CARE’s Global MEAL Framework, Country Strategy, Program Response Plans, and donor requirements.
- Ensure MEAL processes and approaches consider all dimensions of equality and inclusion programming and are embedded across the project cycle.
- Ensure consistency and cohesive standard MEAL approaches across projects, sectors, and partners. Provide regular analysis and synthesis of overall program reach and results, evaluations, accountability data, and learning products, to support strategic decision-making, program adaptation, and organizational learning.
- Monitor and flag program quality, accountability, or implementation of risks identified through MEAL processes to senior management.
- Support audits, reviews, and compliance processes related to program quality and accountability.
- Support in developing or contextualising SOPs for new areas of programming for CARE Palestine.
2) MEAL tools and reporting 25%:

- Oversee the design and quality assurance of MEAL frameworks, plans, indicators, tools, and budgets across projects and sectors.
- Ensure that appropriate quantitative and qualitative methodologies are used, including needs assessments, baselines, monitoring, evaluations, and learning exercises, as relevant and appropriate for each project.
- Provide technical oversight of data management, ensuring data integrity, data accuracy, and appropriate and timely use of data, including roll out of OpenMRS for Health and other tools.
- Coordinate with program, grants, and business development colleagues to ensure MEAL activities are adequately resourced and feasible. Input into project proposals, confirm adequate logframes, targets and MoVs are included, and narrative contributions to MEAL sections are added.
- Ensure high-quality MEAL inputs to donor reports, including interim and final reports, in close collaboration with program teams.
- Ensure donor reporting is accurate and at standard, lead CARE global reporting processes including PIIRS, Global Humanitarian Updates, and others as required.
- Prepare analytical briefs and evidence summaries based on MEAL data and learning, to support decision-making by senior management and to inform external stakeholders such as donors, UN coordination mechanisms, and relevant government counterparts, through established CARE, donor, and coordination platforms where required.

3) Feedback, Accountability and Safer Programming 20%:

-Lead the review, implementation, and monitoring of feedback, complaints, and response mechanisms across CARE Palestine programs and partner-led interventions.
- Lead the regular high level FAM check-ins to ensure sufficient allocation of tickets, follow up of open cases, referrals of specific categories based on the FAM SOP, and input into donor and CO reporting as required. Oversee the FAM dashboard and support regular upgrades.
- Ensure feedback and accountability systems are accessible, safe, inclusive, and responsive, in line with Core Humanitarian Standards and CARE commitments. Review accessibility and community satisfaction on a regular basis - including for women, children, and marginalised groups.
- Work closely with program teams and partners, Response Director, and SMT to ensure feedback is systematically analyzed and used to improve programming, especially with regards to relevance and do-no-harm.
- Ensure MEAL systems uphold CARE’s Safeguarding, PSEA, and Do No Harm commitments.

4) Team Management, leadership and learning 25%:

- Line manage the MEAL teams in West Bank and Gaza, IM colleagues, and FAM unit. Ensuring task delivery, continuous development, staff wellbeing, and performance management as required.
- Support training and capacity building for MEAL teams, program teams, and for partners to meet standards of data capture, analysis, reporting, and learning.
- Roll out of SOPs and new tools - leading induction and ensure fit-for-purpose processes.
- Support the use of MEAL data and learning to inform program adaptation, strategy development, advocacy, and resource mobilization.
- Maintain strong documentation and filing for knowledge management and accessible data.
- Lead or oversee evaluations, studies, and learning initiatives, including the management of external consultants, enumerator teams, or third-party monitoring where required.
- Provide technical support and capacity strengthening to implementing partners on MEAL systems, tools, and standards.
- Support partner assessments, MEAL capacity development plans, and ongoing mentoring.
- Ensure partner-generated data meets CARE and donor standards and expectations while respecting local ownership and contextual knowledge.
- Participate in regular progress review meetings organised for all active projects to provide updates about MEAL activities and progress

OTHER RESPONSIBILITIES AS ASSIGNED 5% of time

Qualification:
Required:

Bachelor's degree in international development, humanitarian affairs, social sciences, management, public health or another relevant field, or equivalent combination of education and work experience.
• Minimum 6-7 years of experience in humanitarian or development MEAL, including at least 3 years in a supervisory or team management role.
• Proven ability to manage multiple projects, deadlines, and multidisciplinary teams and oversee day-to-day activity delivery.
• Strong experience in MEAL planning, implementation, reporting, adaptive management and donor compliance.
• Experience relevant to CARE's Palestine portfolio
• Strong commitment to safeguarding, safer programming, accountability and protection mainstreaming.
• Comply with CARE’s policies and procedures with respect to safeguarding, code of conduct, health and safety, confidentiality, do no harm principles and unacceptable behaviour protocols.
- Excellent skills in Excel and experience with Power BI or other data management and visualisation software
- Expertise with Kobo Toolbox data collection tool
- Ability to work in fast changing environment and to multi-task and context-switch effectively between different activities and teams
Desired:

Master's degree or higher qualification in a relevant field, or equivalent experience.
- Strong ability and interest to working with local partners and building their capacities
- Experience in team management
- Experience of representation and ability to represent CARE effectively to stakeholders
- Experience in humanitarian emergency response and MEAL adaptations to timings, deadlines and capacities
- Experience in CARE Palestine areas of programming - WASH, Shelter, GBV/SRHR, economic justice, CSO development, CVA, Protection, food security and livelihoods, Health and nutrition.
- Ability to work in fast changing environment and to multi-task and context-switch effectively between different activities and teams
