Program Lead - West Bank
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: As soon as possible

Position Location: West Bank, Palestine.

Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

CARE is seeking a Program Lead for the West Bank that will have overall responsibility for the delivery of the CARE project portfolio in the West Bank and East Jerusalem. The Program Lead will drive strong project planning, day-to-day leadership, management and delivery of CARE's West Bank program portfolio.

This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment

Responsibilities:
1) Program Delivery 40%:

• Ensure effective delivery of the West Bank program portfolio on time, within budget, and in line with donor commitments and CARE quality standards; identify and escalate significant risks and delivery barriers timely to mitigate project-related risks.
• Line management of project managers and technical/component team throughout the project cycle, ensuring program quality, accountability, safeguarding, and adaptive management.
• Project manage the NORAD-funded Powered by Women (PbW) program, ensuring integrated planning, budget and award management, partner coordination, technical integration, performance monitoring and donor reporting.
• Lead the West Bank area-based program approach, managing the Projects Managers – North and South, ensuring integration across projects, technical components and geographic areas.
• Strong portfolio financial performance, donor reporting and compliance, working in coordination with Finance, Grants, MEAL and relevant functions.
• Contribute to program design, proposal development and resource mobilization in coordination with Business Development and relevant teams.

2) Team Leadership & Management 30%:

• Line manage all West Bank program teams - to cover the current portfolio including SRHR/GBV, MHPSS, Women's Economic Justice, Women's Voice and Leadership, Health, Food Security/ Agriculture and Livelihoods, and other functions as the portfolio evolves.
• Lead regular program team meetings and one-to-one supervision to ensure priorities, organizational directions, risks and decisions are clearly understood and implemented.
• Establish clear delegation, accountability and decision-making responsibilities, ensuring effective performance management and timely escalation of significant issues.
• Coach and develop managers and coordinators, strengthening leadership capacity, ownership and collaboration across project, geographic and technical teams.
• Monitor staff performance, workload, attendance, leave and compliance with HR policies, and foster a supportive working environment with constructive feedback, team morale and staff wellbeing.
• Promote a supportive, inclusive and accountable working environment, including staff wellbeing, safeguarding and compliance with CARE policies.

3) Coordination, Partnerships & Program Integration 20%:

• Ensure effective program representation in relevant coordination mechanisms and clusters through Project Managers and technical staff, with key developments communicated internally.
• Maintain effective relationships with local partners, UN agencies, peer organizations, communities and other relevant stakeholders, in coordination with the Head of Office.
• Oversee partnership identification, onboarding, relationship management and performance follow-up in coordination with Grants and relevant teams.
• Strengthen coordination between Program, MEAL, Supply Chain, Finance, HR, S&S, Grants and other support functions to enable effective program delivery.
• Consolidate program priorities, delivery risks and issues for the Hub Management Team, and escalate strategic or unresolved matters to the Head of Office.
• Promote integration and learning across projects, technical areas and geographic locations.
- Ensure strong donor reporting, use of assessment and evidence-base to generate project and donor products and communications.

4) Emergency preparedness & response 5%:

Contribute to emergency preparedness, contingency planning, emergency response, organizational learning and other duties assigned by the West Bank Head of Office in line with the purpose of the position.
Responsibility to raise awareness on CARE Safeguarding policy, protocols and reporting with teams, partners, and communities. Timely escalation of any incidents related to fraud, corruption, diversion or safeguarding - with overall responsibility for project sites in line with Code of Conduct and do no harm principles.

Required:
• Minimum 6-7 years of experience in humanitarian or development field operations, including at least 3 years in a supervisory or program management role.
• Proven ability to manage multiple projects, managers and multidisciplinary teams and oversee day-to-day program delivery.
• Strong experience in program planning, implementation, monitoring, reporting, adaptive management and donor compliance.
• Strong financial management skills, including budget versus actual review, forecasting and follow-up on project financial performance.
• Experience working with local partners and coordinating across program, technical and operational/support functions.
• Experience relevant to CARE's West Bank portfolio, including areas such as economic justice, health, SRHR, GBV/protection, MHPSS, food security/livelihoods, emergency response and integrated programming.
• Strong organizational, problem-solving, decision-making, communication and time-management skills.
• Demonstrated coordination abilities with local stakeholders and humanitarian/development coordination mechanisms.
• Strong commitment to safeguarding, safer programming, accountability and protection mainstreaming.
• Fluency in spoken and written English and Arabic.
Bachelor's degree in international development, humanitarian affairs, social sciences, management, public health or another relevant field, or equivalent combination of education and work experience.

PCM qualification or PMD Pro or equivalent
• Experience managing complex, multi-year and multi-component donor-funded programs and partnership-based programming.
• Experience with area-based, nexus and/or integrated programming.
• Experience supporting proposal development, resource mobilization and donor engagement
