Position Type: Full-time, project-funded position. One-year contract renewable annually based on satisfactory performance. A three-month probationary period applies.
Reporting Line: The Finance and Administration Officer reports directly to the Senior Financial Administrative Specialist.
Background
The Palestinian Authority has received financing from the International Fund for Agricultural Development (IFAD), the European Union (EU), and the Spanish Agency for International Development Cooperation (AECID) to finance the Rural Financial Inclusion Project in Palestine (RUFIPP).
The Ministry of Finance and Planning is seeking a qualified Finance and Administration Officer to join the Project Management Unit (PMU) in Ramallah.
The project aims to enhance resilient economic growth and improve the incomes of smallholder farmers and rural enterprises by increasing access to affordable financial services, enhancing financial literacy, and promoting social inclusion, with particular focus on women and youth. The project became effective on 1 May 2025 and will be completed on 31 December 2028.
Job Purpose
The Finance and Administration Officer provides day-to-day accounting, financial-management, and administrative support to the Project Management Unit (PMU). The Officer ensures that project transactions are accurately processed, recorded, reconciled, documented, and reported in a timely manner; maintains complete and audit-ready accounting records; monitors expenditures against approved budgets and work plans; and supports compliance with internal controls, project procedures, and the financial requirements of IFAD, the EU, AECID, and the Ministry of Finance and Planning (MoFP).
Working under the direct supervision of the Senior Financial Administrative Specialist, the Officer supports payment processing, accounting-system entries, reconciliations, budgeting, financial reporting, audits, and the management of project assets and financial documentation. The Officer’s administrative responsibilities are an important component of the position and contribute directly to the PMU’s implementation of project activities as planned through timely coordination, documentation, logistical support, and follow-up.
Key Duties and Responsibilities
Financial Responsibilities
Prepare and verify payment requests, vouchers, payroll inputs, supplier payments, and supporting documentation for accuracy, completeness, authorization, budget availability, and compliance with project procedures.
Record financial transactions and budget vouchers accurately and promptly in the accounting system, applying the correct accounts, budget lines, financing sources, and cost classifications.
Maintain project ledgers, accounting files, registers, and supporting documentation in an orderly, complete, and audit-ready manner.
Manage petty cash in accordance with approved procedures, including preparing petty-cash vouchers, recording transactions, safeguarding funds, processing replenishment requests, conducting periodic cash counts, and reconciling the petty-cash balance. Prepare bank and other relevant account reconciliations, investigate discrepancies, and follow up on outstanding items.
Monitor expenditures, commitments, and available balances against approved budgets, annual work plans, procurement plans, and financing categories; promptly flag variances or potential overruns.
Prepare the project’s Annual Work Plan and Budget in coordination with the Senior Financial Administrative Specialist, ensuring alignment with planned activities, procurement requirements, financing categories, implementation schedules, and available project resources.
Assist in preparing periodic financial statements, expenditure reports, withdrawal applications, forecasts, cash-flow projections, and supporting schedules.
Track staff, consultant, supplier, and activity advances; verify liquidation documents; reconcile advance accounts; and follow up to ensure timely settlement.
Maintain records of government, donor, and beneficiary contributions, including cash and in-kind contributions, and reconcile them with supporting evidence.
Apply project internal controls and financial procedures, including segregation of duties, document verification, authorization controls, and safeguarding of financial records.
Support the Senior Financial Administrative Specialist during audits, supervision missions, financial reviews, and follow-up on audit findings by preparing schedules, reconciliations, confirmations, and requested supporting documentation.
Administrative Responsibilities
Maintain an organized, secure, and accessible electronic and hard-copy filing system for accounting records, contracts, procurement documents, correspondence, approvals, and other supporting documents, in accordance with project and government retention and confidentiality requirements.
Maintain and periodically reconcile the project’s asset and inventory registers with purchase records, assignment forms, physical verification results, and disposal documentation.
Maintain finance-related personnel records, including attendance, leave, payroll-supporting information, and authorized changes affecting staff payments.
Process and monitor travel advances and settlements, verify travel documentation and supporting receipts, and calculate per diem entitlements in accordance with applicable funder regulations and approved project procedures.
Maintain and review vehicle logbooks for project vehicles, monitor mileage and fuel consumption, reconcile fuel records with supporting documents, and promptly report any discrepancies or unusual consumption.
Support procurement and contract administration by maintaining complete procurement and contract files, tracking financial commitments and payment milestones, and verifying that each payment is consistent with contractual terms and supported by evidence of delivery.
Coordinate follow-up for payment processing by obtaining any outstanding documents, confirmations, approvals, or clarifications from suppliers, relevant MoFP departments, and the applicable funder.
Coordinate the circulation and timely approval of financial and supporting documents among the PMU, implementing agencies, consultants, banks, and relevant government units.
Assist with logistical arrangements for audits, financial reviews, supervision missions, budget meetings, and finance-related workshops or training activities.
Maintain registers and tracking tools for incoming invoices, payment status, contracts, advances, guarantees, and other finance-related deadlines.
Perform other duties assigned by the Senior Financial Administrative Specialist.

Bachelor’s degree in Accounting from a recognized university.
Three to five years of progressively responsible professional experience in accounting and financial management, including transaction processing, account reconciliations, maintenance of accounting records, budget monitoring, and preparation of financial reports.
Demonstrated practical experience in applying accounting principles, internal controls, and audit requirements.
Experience in an accounting or finance role on donor-funded projects is highly desirable.
Accounting or financial-management experience with IFAD, the EU, AECID, the World Bank, USAID, United Nations agencies, or comparable development partners is an advantage.
Proficiency in accounting software, preferably BISAN, and strong practical skills in Microsoft Office applications, including Word, Outlook, and PowerPoint; advanced spreadsheet skills in Microsoft Excel are preferred, including formulas, pivot tables, data analysis, and financial-reporting tools.
Fluency in written and spoken Arabic and English.
