Project Description:
The EPICS-COG programme is planned by the UK FCDO and will provide Technical Assistance to the Palestinian Authority (PA) Centre of Government (COG). The objective of this programme will be to contribute to the delivery improved accountability for governance and service delivery in Palestine, driven by a more effective, coordinated and citizen-responsive Centre of Government. This objective shall be achieved through:
improving the efficiency and effectiveness of the PA’s COG in ways that directly benefit the people of the West Bank and Gaza through improved PA performance.
delivering the programme results while ensuring maximum value for money with strong financial controls, rigorous monitoring and evaluation, and active lesson learning, adaptation and innovation.
supporting delivery of COG objectives in close partnership with wider development actors (e.g. development partners, civil society and the PA) and through flexible, iterative and adaptive approaches.
Position Description:
In anticipation of this tender, FHI 360 UK is seeking qualified candidates for the role of Senior Programme Manager (SPM) to lead on all programme management, compliance and finance requirements with responsibility for ensuring that programme operations are working optimally to support achievement of results. Working closely with the Team Lead and FHI 360 UK programme management, they will be responsible for project operations, oversight and management of deliverables, HR, financial management, risk management, asset management, delivery chain mapping, procurement, routine contract management, financial and progress reporting, governance and compliance.
Job Summary:
Operational Management
Responsible for day-to-day programme management, reporting, compliance and finance.
Primary point of contact for FCDO on programme management matters and reporting.
Support the Team Leader in coordinating the development of programme activities, including operational plans, the project workplan and budgets.
Work closely with the Team Leader, FHI 360 UK’s programme management team and other core programme staff to identify, manage and mitigate strategic, operational and fiduciary risks.
Ensure suitable safeguarding procedures are in place and followed.
Ensure compliance with relevant FCDO and PA rules, regulations and policies.
Manage a team of programme management/administration and finance staff.
Ensure efficient management and utilisation of resources in accordance with applicable FHI 360 and FCDO policies and procedures on value for money.
Work with programme partners and subcontractors on the operational and financial aspects of their inputs.
Collaborate with FHI 360 UK staff to ensure the programme is implemented according to organisation and industry best practices, program framework, and regulations.
Ensure monthly, quarterly and other reporting commitments are met, including accurate and timely financial reporting and forecasting.
Support efforts to oversee the monitoring of project expenditures, preparation of budget analytic documents and the preparation of financial reports, and support for internal and external audits.
Oversee the project HR function including support for recruitment processes, deployment, retention and performance management of staff and consultants.
Manage logistics, planning, coordination and other ad-hoc activities as needed.
Undertake ad-hoc troubleshooting assistance as required.
Technical Management
Support the Team Leader and technical leadership in drafting Terms of Reference for technical assistance and programme activities.
Coordinate the quality assurance of programme reporting and deliverables to ensure they met contractual requirements and quality standards.
متطلبات الوظيفة:Minimum Qualifications
A Bachelor’s degree, preferably in International Development, International Relations, Public Administration, or a related field
Demonstrable training or professional experience in programme management and compliance within development programmes.
Minimum Professional Experience
A minimum of 12 years of relevant professional experience in international development programme management (15 years of experience is preferred).
Experience managing donor-funded programmes, preferably funded by the FCDO or similar multilateral / bilateral donors (e.g., USAID, DFAT, UN agencies, World Bank).
Excellent writing and communications skills in English and Arabic.
Experience working with or understanding the Palestinian Authority
