The Palestinian Investment Preparation Facility Project is a World Bank–financed initiative implemented solely by the Ministry of Finance and Planning (MoFP). PIPFP supports the Government's efforts to build a pipeline of high-quality, investment-ready projects across priority sectors of the Palestinian economy through demand-driven technical assistance, feasibility studies, and institutional capacity-building within MoFP and relevant sectoral counterparts.
Although PIPFP is a technical-assistance project with no physical civil works financed directly under its components, the project may support preparation activities for downstream investments that carry environmental and social (E&S) risks. Accordingly, MoFP is required to comply with the World Bank's Environmental and Social Framework (ESF) and the Environmental and Social Commitment Plan (ESCP) agreed with the Bank. The project's E&S risk profile is rated Moderate, with particular attention required for stakeholder engagement, gender inclusion, labor practices, and grievance handling.
To support the Project Implementation Unit (PIU) in meeting its ESF obligations, MoFP is seeking to appoint a qualified Social Specialist on an individual consultancy basis. The Social Specialist will anchor social safeguard compliance across all PIPFP activities and will serve as the primary focal point for the World Bank on social matters.
Assignment Objective
The Social Specialist will lead, coordinate, and support the implementation of all social risk management activities under PIPFP, ensuring full compliance with the World Bank ESF—particularly Environmental and Social Standards ESS1, ESS2, ESS4, ESS5, ESS7, and ESS10—as well as applicable Palestinian national laws and regulations. The Specialist will work under the direct supervision of the PIU Team Lead and will maintain regular communication with the World Bank task team on social issues.

Scope of Work
The Social Specialist will be responsible for the following specific duties and responsibilities. These responsibilities cover the full project cycle from preparation support through to implementation monitoring and reporting.
Oversight and Implementation of Social Risk Management Instruments
Oversee, update, and support the implementation of all social risk management instruments prepared under PIPFP, including the Stakeholder Engagement Plan (SEP), the Labor Management Procedures (LMP), and any applicable Environmental and Social Management Frameworks (ESMFs) or Environmental and Social Management Plans (ESMPs) prepared for investments entering the PIPFP pipeline.
Ensure social instruments are applied proportionately and remain current with evolving project activities, updated pipelines of investment studies, and emerging social risks identified during implementation.
Where PIPFP supports preparation of investments with potential land acquisition or livelihood impacts, advise the PIU on the need for and content of Land Acquisition and Livelihood Frameworks (LALFs) or Resettlement Action Plans (RAPs) in compliance with ESS5 and the ESCP.
Incorporate relevant E&S provisions — including those pertaining to SEP, OHS, workers' grievance mechanisms, code of conduct, and GBV/SEA/SH — into the terms of reference and procurement documents for downstream technical assistance providers and consultants engaged under PIPFP.
Social Risk Identification, Monitoring, and Mitigation
Conduct regular social risk screening and due diligence reviews of proposed investment preparation activities financed under PIPFP Components 1 and 2, identifying and documenting potential social risks and impacts.
Monitor implementation of social mitigation measures set out in the ESCP, SEP, LMP, and other applicable instruments, and report on progress to the PIU and the World Bank.
Identify and manage risks related to exclusion of vulnerable groups, gender-based violence (GBV), sexual exploitation and abuse (SEA), sexual harassment (SH), labor and working conditions, community health and safety, and other social risks consistent with the project's ESCP.
Flag emerging social issues or incidents to the PIU Team Lead and the World Bank promptly, providing an assessment of risks and proposed remedial actions.
Stakeholder Engagement and Inclusion
Lead the implementation of the Stakeholder Engagement Plan (SEP), including planning, coordination, and conduct of stakeholder consultations at both central and field levels.
Ensure that all consultations are inclusive, accessible, and designed to enable meaningful participation of vulnerable and marginalized groups, including women, persons with disabilities (PWDs), youth, and communities in areas of limited access.
Maintain comprehensive documentation of all stakeholder engagement activities, including consultation summaries, attendance records, feedback received, and follow-up actions taken.
Facilitate information disclosure obligations under the ESCP and ESS10, coordinating with the PIU communications focal point to ensure timely, accessible, and culturally appropriate disclosure of relevant project documents.
Grievance Mechanism
Manage and continuously improve the project-level Grievance Mechanism (GM), ensuring it is accessible, functional, transparent, and responsive to all project-affected parties and interested parties.
Ensure that SEA/SH-sensitive complaint pathways are fully integrated into the GM and that all staff handling grievances are trained in survivor-centered approaches and confidentiality protocols.
Ensure that a workers' grievance channel is established and operational in compliance with ESS2, covering all direct and contracted project workers under PIPFP.
Maintain a grievance log with timely tracking and resolution of all complaints; prepare regular GM performance summaries for inclusion in PIU and World Bank progress reports.
Provide orientation and periodic refresher training to PIU staff, consultants, and service providers on GM protocols, escalation procedures, and appropriate handling of sensitive cases.
Gender and Social Inclusion
Integrate gender-responsive and disability-inclusive approaches into all project preparation and implementation activities, ensuring equitable access to project benefits for women, PWDs, and other marginalized groups.
Support the PIU in tracking gender-disaggregated data across project activities and results indicators, and contribute to reporting on gender outcomes as required by the World Bank.
Contribute to the design and delivery of targeted awareness sessions and capacity-building on GBV/SEA/SH prevention, social inclusion, and the rights of vulnerable groups for PIU staff and engaged consultants.
Capacity Building and Institutional Strengthening
Assess the social management capacity of the PIU and identify training and technical assistance needs.
Design and deliver training programs for PIU staff and engaged consultants on social risk management, ESF compliance, stakeholder engagement, GM procedures, and gender and social inclusion.
Provide technical support to strengthen the PIU's internal systems for identifying, managing, and monitoring social risks across the investment preparation pipeline.
Document lessons learned and good practices to inform the development of replicable social safeguard procedures within MoFP for future projects.
Coordination and Communication
Maintain regular coordination with the PIU team, relevant MoFP directorates, and sectoral ministries whose investment proposals enter the PIPFP pipeline.
Serve as the primary PIU focal point on social safeguard matters for the World Bank task team, providing timely responses to queries, document reviews, and data requests.
Represent the PIU on social safeguard matters in World Bank implementation support missions, donor coordination meetings, and relevant stakeholder forums, and prepare mission-specific E&S briefing notes and aide-mémoires as required.
Monitoring, Evaluation, and Reporting
Contribute to the development and maintenance of social indicators in the project's Results Framework and support regular data collection and analysis.
Prepare periodic Social Safeguard Progress Reports for submission to the Project Preparation Unit (PPU) and the World Bank, covering SEP implementation, GM performance, social risk mitigation, and capacity-building activities, in line with the ESCP reporting schedule.
Report on any incident or accident with, or likely to have, a significant adverse social effect — including acts of violence, discrimination, forced or child labor, allegations of SEA/SH, or community protests — to the PIU Team Lead and, as required, to the World Bank within the timeframes set out in the ESCP.
Contribute to the preparation of semi-annual and annual progress reports and any other reporting products required by the World Bank or MoFP.
General Duties
Update social E&S instruments, tools, and plans for PIPFP as required and as agreed with the World Bank.
Undertake any other relevant duties assigned by the PIU Team Lead or PPU that are consistent with the scope and objectives of this assignment.
Required Qualifications, Skills, and Competencies
Education
A minimum of a bachelor's degree in social sciences, sociology, gender studies, development studies, anthropology, or a related discipline. A master's degree is preferred.
Experience
A minimum of seven (7) years of relevant professional experience in social risk management, social development, or related fields.
Demonstrated experience implementing World Bank ESF requirements, or equivalent standards of multilateral development banks (e.g., IFC Performance Standards, ADB SPS), is highly desirable.
Experience working with Palestinian public sector institutions, particularly in an ESF or social safeguard advisory capacity, is a strong asset.
Prior experience on World Bank-financed projects or other international development programs in the West Bank and Gaza is an advantage.
Technical Competencies
Solid knowledge of the World Bank Environmental and Social Framework (ESF), particularly ESS1, ESS2, ESS4, ESS5, ESS7, and ESS10.
Demonstrable expertise in social risk identification and mitigation, including risks related to social exclusion, GBV/SEA/SH, labor practices, land access, and community health and safety.
Proven ability to design and implement Stakeholder Engagement Plans (SEPs) and Grievance Mechanisms (GMs) in complex, multi-stakeholder contexts.
Experience in gender mainstreaming, disability-inclusive development, and social inclusion programming.
Skills and Personal Attributes
Excellent written and oral communication skills in Arabic; professional proficiency in English is required.
Full command of Microsoft Office applications (Word, Excel, PowerPoint) and other relevant digital tools.
Strong analytical, organizational, and report-writing skills, with an ability to synthesize complex social information into clear, actionable recommendations.
Ability to work constructively with diverse stakeholders—including government officials, civil society, communities, and international partners—with sensitivity to political and social dynamics in the Palestinian context.
Self-motivated, detail-oriented, and able to work effectively under pressure and to tight deadlines
