The ICRC Delegation in Israel and the Occupied Territories (IL/OT), is recruiting a talented, energetic, and engaged candidate for the following position:

Clearance Officer

Place of Employment     :        Jerusalem

Contract duration            :      1 Year Contract (renewable)

Occupation rate              :       100%

Work Schedule                :      Sunday-Thursday (40 hours weekly)

Accountabilities & functional responsibilities
Support the implementation of delegation-wide Assessment & Evaluation (A&E) priorities by providing technical guidance throughout the programme cycle, with a focus on monitoring, evaluation, Results-Based Management (RBM), and evidence-informed programming.
Design and implement monitoring frameworks, indicators, needs assessments, outcome monitoring, and qualitative and quantitative data collection methodologies aligned with institutional standards.
Analyze, visualize, and report data to generate timely evidence that supports programme performance, operational decision-making, adaptive management, and strategic planning.
Develop and maintain monitoring systems, databases, digital tools, and interactive Power BI dashboards to strengthen data quality, accessibility, automation, and real-time reporting.
Support programme teams in integrating monitoring findings, contextual analysis, and evidence into programme design, implementation, and continuous improvement.
Provide technical support and capacity building to programme teams, field staff, enumerators, and National Society partners on monitoring, evaluation, data collection methods, and digital tools.
Lead learning and knowledge management activities by facilitating lessons learned, programme reviews, debriefings, and reflection sessions, while documenting how evidence informs operational and strategic decisions.
Contribute to internal and external evaluations through technical support, data analysis, documentation, and reporting.
Strengthen multidisciplinary collaboration and promote the integration of Accountability to Affected Populations (AAP) and evidence-based approaches across programmes.
Mentor and develop enumerators, daily workers, and field teams through training, coaching, refresher sessions, and ongoing technical support to ensure high-quality data collection and analysis.

Desired profile and skills
Certifications / Education required
​University degree in Economics, Statistics, Social Sciences, GIS, Political Science, or another related field.
Very Good command (written and spoken) of English & Arabic.
Computer literate, with excellent knowledge of Microsoft Excel and PowerPoint
Professional Experience required

​At least 3-5 years of professional experience in needs assessments, monitoring & evaluation, operational information management, results-based management, or a closely related area.
Proven experience in leading surveys, multiple assessments in countries, including the design, data collection and analysis.
High degree of initiative and organization, ability to work with limited supervision as well as strong priority-setting skills
Proven capacity to work in a stressful environment and follow tight deadlines
Ability to adhere to the organizations work ethics and code of conduct
Strong relationship management & communication skills
Ability to effectively work in a team
High attention to details
Valid Israeli driving license
