Contract: 6 months initial contract, open to renewal
Salary: between 10,650 ILS and 12,000 ILS per month depending on experience

Since 2020, WeWorld has rapidly expanded its operations in the West Bank and Gaza Strip, leading to a need for additional personnel to assist its current emergency operations, and to lead the future expansion in the development area.
Purpose of the Role:
The Advocacy Manager is responsible for leading and coordinating the implementation of the West Bank Protection Consortium (WBPC) advocacy strategy. The role ensures that evidence-based advocacy effectively contributes to the protection of Palestinians and the preservation of humanitarian space in the West Bank and East Jerusalem.
Working under the direction of the WBPC Chief of Party, and in close coordination with the WBPC Secretariat and partner organizations, the position ensures alignment between advocacy, programmatic activities, and donor-funded projects, in line with WBPC strategic objectives and agreed outcomes.
The role leads all advocacy-related grant management functions, provides high-quality analysis and policy products, and coordinates coherent advocacy messaging across WBPC partners to influence donors, diplomatic actors, and international stakeholders.
Main Tasks and Responsibilities:
Strategy and Advocacy Leadership
Lead the implementation of the WBPC advocacy strategy, ensuring alignment with the overall WBPC strategy and defined outcomes.
Coordinate the WBPC advocacy response related to protection concerns and humanitarian space in the West Bank and East Jerusalem.
Ensure coherence and integration of advocacy across WBPC programming, working closely with the Secretariat and partners to embed advocacy in planning and implementation.
Chair and coordinate the WBPC Advocacy Working Group, ensuring timely production of joint advocacy outputs, including updates, situational analyses, policy briefs, and tracking of the AWG’s tasks and outcomes.
Analysis, Evidence, and Policy Products
Ensure systematic collection and analysis of protection-related data and field-based evidence to inform advocacy priorities.
Produce and oversee the development of updates, situation reports, evidence-based policy briefs, key messages, and other advocacy products.
Maintain an accurate and up-to-date written and digital analysis of: protection trends, WBPC responses and challenges and overall humanitarian access constraints.
Coordinate with partners, the WBPC Information officer and the MEAL manager to produce maps, visuals, and analytical products supporting advocacy objectives.
Grant Management and Accountability
Lead in close coordination with the WBPC Head of Programs and other WBPC Secretariat staff, all advocacy-related donor grant tasks, including proposal development, reporting, budget inputs, indicators, and MEAL-related requirements.
Ensure timely submission and quality control of all advocacy-related donor deliverables.
Responsible for maintenance and regularly update of WBPC advocacy databases, tracking tools, and documentation systems for WBPC advocacy activities.
External Engagement and Representation
Support the Chief of Party in strategic engagement with donors, Member States, governmental authorities, and humanitarian coordination mechanisms.
Prepare briefing materials, presentations, talking points and reports for diplomatic engagements, high-level meetings, and donor briefings.
Support the WBPC Chief of Party in strengthening and expanding strategic advocacy networks and identifying opportunities to advocate WBPC positions and recommendations.
Represent WBPC in advocacy coordination and other forums, as delegated.
Lead the planning and logistics for diplomatic visits, advocacy missions, and high-level briefings, in coordination with the Chief of Party.
Communications and Media
Develop and implement a WBPC advocacy-focused media plan, in coordination with partners and relevant staff.
Coordinate unified advocacy messaging across WBPC partners to maximize reach and impact.
Maintain, organize digitally and update regularly, shared advocacy resources, including key messages, talking points, visuals, and media materials.
Field Engagement and Duty Bearer Outreach
Where necessary, visit WBPC-supported locations to support staff, engage beneficiaries, and strengthen evidence-based advocacy.
Support the COP in engagement with local duty bearers to promote compliance with international legal obligations related to human rights and civilian protection.

BA in related field with 7 years related experience or MA in a related field with 5 years related experience
Fluency in English, good command of Arabic
Legal right to work in West Bank or East Jerusalem
Residence in or near the advertised duty station
Organisational and data management skills
Professional advocacy and grants management experience
Preferred:
Knowledge of the West Bank, humanitarian assistance in the West Bank
Professional advocacy experience in addressing the humanitarian situation in the West Bank
Proven knowledge of relevant international humanitarian law/human rights law pertaining to the West Bank.
Drivers license
