Job Overview/Summary:
The Economic Empowerment Officer will provide administrative, operational, coordination, documentation, data management, and reporting support across Anera's Economic Empowerment portfolio.
The position will primarily support the implementation of the WeCan Program and Emergency Employment Initiatives while also providing administrative and portfolio management support to Anera Ventures and other Economic Empowerment Unit activities.
The role requires strong organizational, documentation, database management, beneficiary follow-up, and stakeholder coordination skills. The officer will play a key role in maintaining accurate program records, ensuring compliance with documentation requirements, supporting MEAL processes, and facilitating communication among beneficiaries, partners, employers, consultants, financial institutions, and other stakeholders.
WeCan Program Support (50%)
Beneficiary Screening & Enrollment:
Conduct beneficiary screening and complete assessment forms with potential rights holders in accordance with project eligibility criteria.
Support outreach, application review, and participant selection processes.
Verify beneficiary eligibility and supporting documentation.
Assist in onboarding selected beneficiaries.
Beneficiary Follow-up & Engagement:
Follow up with beneficiaries to ensure participation in project activities and timely submission of required documents.
Monitor attendance and engagement in training, coaching, mentoring, and business support activities.
Track beneficiary progress throughout the project lifecycle.
Maintain regular communication with beneficiaries and respond to routine inquiries.
Data Management & Monitoring:
Maintain and update beneficiary databases and monitoring tools.
Ensure data accuracy, consistency, completeness, and timely entry.
Consolidate information from multiple project activities into unified databases.
Support collection of baseline, monitoring, and endline data.
Documentation & Reporting:
Maintain organized electronic filing systems and project records.
Ensure all beneficiary files are complete and properly documented.
Support preparation of project reports, beneficiary profiles, case studies, and program updates.
Assist with data collection and verification for donor reporting requirements.
Administrative & Operational Support:
Coordinate logistics for trainings, workshops, meetings, coaching sessions, and events.
Schedule meetings and maintain activity calendars.
Support communication with consultants, trainers, service providers, and beneficiaries.
Provide administrative support to ensure smooth implementation of project activities.
Emergency Employment Initiative Support (20%)
Participant & Employer Coordination:
Support implementation of temporary employment and job placement initiatives in line with project plans and timelines.
Assist in outreach and coordination with host entities, including private sector companies, NGOs, and CBOs.
Conduct initial screening of applicants and support participant selection processes.
Placement Management & Follow-up:
Facilitate communication and matching between participants and host entities.
Maintain participant and employer records and databases.
Monitor attendance, engagement, and placement progress.
Follow up regularly with participants and host entities throughout the placement period.
Monitoring, Documentation & Reporting:
Support field visits and monitoring activities.
Track participant progress and employment outcomes.
Collect and organize agreements, attendance records, and performance tracking documents.
Maintain complete initiative files and documentation.
Support preparation of progress reports, success stories, and implementation updates.
Anera Ventures Support (20%)
MSME Case Management & Documentation:
Coordinate with partner Microfinance Institutions (MFIs), financial institutions, consultants, and implementing partners to collect all required documentation related to MSME financing and business support cases.
Follow up with partners to ensure complete and timely submission of case files and supporting documents.
Maintain case tracking systems and monitor documentation status for all applications.
Documentation Review & Compliance Support:
Conduct preliminary reviews of submitted case files to verify completeness and compliance with program requirements.
Perform quality assurance checks on submitted documents and application packages.
Identify missing documents, inconsistencies, or information gaps and coordinate follow-up actions with partners and applicants.
Support compliance and audit readiness by maintaining complete case documentation.
Filing & Records Management:
Organize and maintain electronic case files and support documentation in shared drives and case management systems.
Ensure proper document naming conventions, filing structures, and version control procedures.
Maintain complete and accessible records for approved, rejected, and pending cases.
MEAL & Data Management:
Support Monitoring, Evaluation, Accountability, and Learning (MEAL) activities related to MSME financing and business support interventions.
Collect, verify, enter, and update beneficiary and enterprise data in project databases and case management systems.
Maintain accurate records of applications, approvals, disbursements, business advisory services, and enterprise performance indicators.
Support data quality assurance and verification processes.
Reporting Support:
Assist in preparing portfolio reports, dashboard updates, donor reports, and management summaries.
Generate case tracking reports and progress updates.
Support consolidation and verification of portfolio performance data.
Contribute to success stories, case studies, and impact reporting documentation.
Administrative Coordination:
Coordinate meetings between Anera, MFIs, consultants, and MSME beneficiaries.
Maintain records of review meetings, approvals, and follow-up actions.
Support communication and coordination among stakeholders involved in MSME support activities.
Economic Empowerment Unit Support (10%)
Stakeholder & Partnership Management:
Maintain databases of employers, SMEs, financial institutions, chambers of commerce, private sector companies, consultants, and development partners.
Support stakeholder outreach and communication activities.
Knowledge Management:
Organize and maintain unit-wide documentation and filing systems.
Support documentation of lessons learned, best practices, and program achievements.
Assist in developing success stories and impact narratives.
Program Development Support:
Conduct background research for new economic empowerment initiatives.
Support preparation of presentations, briefing materials, concept notes, and donor engagement materials.
Assist with data collection and market information required for proposal development.
General Administrative Support:
Schedule meetings and maintain records of action items and follow-up activities.
Support preparation of reports and presentations across Economic Empowerment Unit initiatives.
Perform other duties assigned by the Economic Empowerment Lead.

Academic Qualifications:
Bachelor’s degree in economics, business administration or related fields.
Experience and Skills:
At least five years of proven experience in implementing projects in Palestine.
Fluency in Arabic and English, both spoken and written.
Demonstrated program management skills, including strategic planning, needs assessment, report writing, and monitoring & evaluation.
Flexibility to travel throughout the West Bank and Gaza.
Strong ability to work under pressure and commitment to operate in challenging environments.
Good communication skills, team leadership and coordination competencies.
