Vacancy Announcement – Financial Officer
The Ministry of Health (MoH) is currently implementing multiple projects financed by the World Bank, namely:
Health System Efficiency and Resiliency Project (HSERP): Aims to improve the quality, efficiency, and resilience of public health service delivery.
Palestinian Health System Reform Project (PHSRP): Supports health sector reform priorities and system strengthening interventions to improve access, quality, and sustainability of health services in the West Bank and Gaza.
To manage the implementation of these projects, a Project Management Unit (PMU) has been established within the MoH. The PMU includes a Project Coordinator, Procurement Specialist, Financial Management Specialist (FMS), Health Specialist, Environmental and Social Specialist, and consultants in various technical areas. The PMU is responsible for day-to-day project coordination, implementation, procurement, financial management, and reporting.
Assignment Objective
The Ministry of Health (MoH) is seeking to recruit a qualified Finance Officer to support the financial activities of the PMU in accordance with the World Bank Financial Management and Disbursement Guidelines, and in line with the Palestinian financial system. The Finance Officer will work under the overall supervision of the Project Management Unit (PMU) Coordinator, and in close coordination with the current Financial Management Specialist at the Ministry of Health Project Management Unit, and other counterparts within the Ministry of Health and Ministry of Finance and other PA ministries if deemed necessary.
The position will be based in MOH HQ in Nablus, with frequent travel to MOH offices in Ramallah, as needed.
Scope of Work
The Finance Officer will support day-to-day financial operations under the projects, ensuring adherence to World Bank Financial Management and Disbursement Guidelines and the Palestinian financial system. He/she will assist in the preparation, implementation, and monitoring of the financial processes and documentation, in addition supporting and working closely with the current FMS at the PMU. The selected financial officer will be required to familiarize him/herself with all aspects of the execution of the project and to be responsible for processing all aspects of project financial management in accordance with the World Bank Financial Management and Disbursement Guidelines, and the procedures set out in the Project Financial Management Manual, Grant Agreement, and in line with the PA’s financial system.
Main Tasks and Responsibilities
Maintain financial records by recording daily financial and accounting transactions related to the project using the approved accounting system.
Maintain organized filing systems (both electronic and hard copy) for all financial documents, correspondence, and supporting records related to project expenditures and disbursements.
Set up Planning, budgeting, financial reporting procedures and formats.
Assist in processing payments by reviewing payment requests, verifying supporting documentation, and preparing payment packages in accordance with project procedures and applicable regulations.
Support bank account management by preparing monthly bank reconciliation statements and assisting in monitoring project bank accounts.
Assist in ensuring compliance with World Bank financial management and disbursement guidelines, as well as Palestinian government financial regulations.
Support budget monitoring by assisting in tracking expenditures against approved project budgets and disbursement categories.
Support internal control procedures by ensuring proper documentation, record keeping, and tracking project expenditures, assets, goods, and consulting services.
Assist in the preparation of financial documentation required for audits and provide supporting documents to internal and external auditors when requested.
Support disbursement processes by assisting in the preparation and submission of required documentation related to withdrawal applications and fund transfers.
Assist in monitoring fund transfers and payments to beneficiaries or suppliers, ensuring that approved funds are disbursed in a timely manner.
Participate in relevant project meetings when required and provide financial administrative support to the PMU.
Provide financial projections, including disbursement regarding the Project.
Provide financial analysis for all the Grants to provide sufficient financial support
Liaise with the internal/external auditors and follow up any audit queries/management letters
Follow up the daily financial transaction of the project
Perform other related duties as may be assigned
Support in the preparation of financial progress reports as per the donors Requirements “FMR”.
The Finance Officer will collaborate with and provide support to the established MOH PMU and the current FMS in the tasks and responsibilities outlined above. Additionally, the appointed finance officer will work closely with the current FMS to ensure that the MOH project portfolio meets satisfactory performance standards regarding financial management and disbursement, in accordance with World Bank guidelines and requirements.
Contract Duration
The contract will be for a one-year period, renewable based on the availability of funds and satisfactory performance, and will include a three-month probationary period.

Bachelor’s degree in accounting, finance, business administration, or a related field.
A minimum of 3-5 years of relevant work experience in finance and accounting, preferably in donor-funded projects.
Familiarity with World Bank or international donor financial procedures and Palestinian financial system is an asset.
Strong organizational and administrative skills, with attention to detail.
Proficiency in MS Office applications (Word, Excel, PowerPoint).
Good command of English (spoken and written).
Ability to work effectively in a team and under pressure.
