Business Development and Strategic Reporting Lead
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location: Gaza & West Bank, Palestine.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

CARE is seeking a Business Development and Strategic Reporting Lead to join our team in Palestine. In this critical role, you will play a pivotal part in securing funding for essential humanitarian and development programming that provides vital humanitarian response, empowers women and youth, promotes gender equality, strengthens women's and youth's leadership and participation and increases resilience in the West Bank and Gaza. Your work will directly contribute to CARE's Vision 2030.
This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment
Responsibilities:
1) Program Development & Bid Writing (60%):
- Build on existing internal visibility planning to ensure collaborative funding relationships with donors and CARE Member Partners.
- Maintain and develop business development planning as required - proactively mapping the pipeline and key opportunities and emerging/new donors.
- Actively secure and participate in relevant in-person and online donor briefings, workshops, and networking events to stay abreast of donor priorities.
- Collaborate with program teams (Gaza and West Bank) to identify funding gaps and potential areas for program expansion based on donor priorities and expertise.
- Prepare high-quality funding proposals, concept notes and response plans for submission to donors, ensuring alignment with their specific guidelines and objectives in relevant areas.
- Track proposal deadlines and submissions across the Country Office, ensuring timely and efficient delivery of proposals for developmental and Nexus programming initiatives. Coordinate the internal review and approval process for all proposals including budget files, ensuring adherence to CARE's policies and procedures.
- Ensure strong document management, archive filing, and trackers are maintained up to date.
- Develop and deliver training programs on proposal writing to the wider team, including partners.
- In conjunction with the MEAL focal points, facilitate knowledge-sharing sessions and workshops to build internal capacity for effective resource mobilization in support of CARE's programming in these areas.
- Ensure lessons learnt and program data is used to develop new bids and support program design with Program Managers.
2) Communications and Planning for Fundraising (10%)
- Develop compelling donor resources (presentations, one pagers, response plans, key messages, other) that effectively communicate the impact of CARE's programs in Gaza and the West Bank.
- Work with finance and program departments to develop dollar handles for targeted fundraising initiatives.
- Ensure intro-to-CARE-Palestine resources are kept up to date for donor engagement purposes.
- Develop private donor briefings, contribute to public appeals messaging, and adapt documentation for non-traditional donor groups.
- Maintain CARE internal business development trackers, submit for reporting deadlines, contribute to progress reports, internal updates, and community of practice as requested.
3) Strategic Reporting: (15%)
- Lead preparation of high-quality narrative and financial reports for institutional donors in line with grant requirements and deadlines where requested
- Ensure compliance with donor reporting frameworks, including indicator tracking and variance analysis when requesting
- Coordinate input from program, finance, and MEAL teams to produce consolidated reports where appropriate
- Prepare regular situation reports (sitreps), dashboards, briefing notes and other management reports for senior leadership
4) External Representation: (10%)
- Lead donor mapping processes with relevant CARE Member Partners.
- Develop relationships with grant and business development colleagues in CARE fundraising offices.
- Develop and lead on the delivery of donor engagement plans.
- Support the Response Director and Country Director with external representation when necessary.

Required:
- Bachelor's degree in International Development, Public Policy, or a related field.
- Proposal writing training from a reputable source
- Minimum 7 years experience in proposal development and fundraising for the international development sector, with a strong track record in securing funding for developmental and Nexus programming.
- Minimum of 4 years experience in humanitarian or development-focused project management
- Proven experience of supporting in the successful proposal development process for multi-million dollar funding from institutional donors including GFFO, ECHO, FCDO, GAC, ADA, NORAD, USAID, European MoFA's, OCHA HPF.
- Fluency in English and Arabic (written and verbal)
- Proficiency in MS Office Suite and donor management systems
- Ability to work independently, manage multiple priorities, and thrive in a fast-paced environment.
- Strong understanding of development/nexus programming principles, donor requirements, and monitoring and evaluation frameworks in relevant areas.
• Experience working in a complex humanitarian and development context, preferably in the Middle East/North Africa region (West Bank and Gaza).
• Excellent communication, interpersonal, and relationship management skills.
• Strong analytical and research skills with the ability to identify trends and opportunities in funding for developmental and Nexus programs.
• Excellent writing and editing skills with a demonstrated ability to craft compelling and persuasive proposals that address the needs of target population.
Desired:
- Experience in managing and coordinating multi-sectoral development programs.
- Demonstrated experience in building and managing strong relationships with donors and other stakeholders.
- Master's degree in International Development, Public Policy, or a related field.
