الوصف الوظيفي:
OBJECTIVES

Main objective: 
Support the development and implementation of Monitoring, Evaluation, Accountability, and Learning systems to improve program quality and effectiveness
Closely with program teams to ensure quality and consistent data collection, data-driven decision-making, strengthen accountability mechanisms, and promote learning across all project areas
Specific objectives:

Establish and maintain MEAL systems and build MEAL capacity of staff and partners
Ensure quality data collection and management
Support evidence-based analysis and decision-making
Strengthen transparent accountability to affected populations
RESPONSIBILITIES AND TASKS

Monitoring & Evaluation

Support the design and implementation of project-specific M&E plans, including data collection tools and methodologies, and beneficiaries’ calculation
Conduct regular field visits to monitor project activities and ensure data collection is accurate and timely
Lead or support baseline, midline, and endline assessments, as well as internal evaluations
Manage and analyze quantitative and qualitative data
Produce relevant dashboards and summary reports
Ensure data quality through validation, cleaning, and cross-checking processes
Accountability

Promote and support the implementation of feedback and complaint response mechanisms (FCRM) in all project locations
Ensure that communities understand how to provide feedback and that this feedback is documented, tracked, and responded to appropriately, according to established procedures
Train staff and partners on accountability principles and tools
Learning

Facilitate learning sessions and project revisions to promote continuous improvement
Document and disseminate lessons learned, best practices, and case studies
Support proposal development with evidence and learning derived from MEAL systems
Capacity Building & Coordination

Train and mentor field staff on MEAL processes, tools methods, as well as on accountability mechanism implementation
Coordinate with partner organizations, government and UN agencies, and other stakeholders on MEAL-related matters
Represent the organization in relevant MEAL forums and working groups 
متطلبات الوظيفة:
Bachelor's degree in Social Sciences, Development Studies, Statistics, Public Health or a related field. Master's degree is an asset
At least 2 years of experience in a MEAL role within humanitarian or development organizations
Strong knowledge of monitoring and evaluation methodologies (e.g., log frames, logical models, outcome mapping)
Experience with data collection and analysis tools (e.g., KoboToolbox, ODK, Excel, ActivityReport, SPSS, Power BI, etc.)
Demonstrated ability to manage and analyze both qualitative and quantitative data
Excellent communication and interpersonal skills
English and Arabic proficiency
Willingness to travel to field locations frequently and work in challenging environments
