Assignment Title: Hiring a Full-Time based two Individual Consultants

Reference No. GZ-MOFP-541770-CS-INDV and GZ-MOFP-541783-CS-INDV

The Palestinian Liberation Organization, for the benefit of the Palestinian Authority, has received financing from the World Bank, International Development Association in the amount of USD 8 million towards the cost of the Public Financial Management Improvement Project-Phase 2 (PFMIP-Phase 2) (the Project), and intends to apply part of the proceeds for consulting services.

The Consultants will be hired by the Ministry of Finance and Planning (MoFP). He/she will be working and reporting directly to the Project Manager. The required two consultants will work closely with business stakeholders, analysts, and the PMU to ensure the delivery of high-quality, secure, and scalable software solutions aligned with project objectives, below the required two individual consultants reference numbers and titles:

The Consultants contract expected to start services during the period of June 2026, and the duration of the assignment is twelve months (with a possibility to extend upon project extension) on a full-time basis.

The detailed Terms of Reference (TORs) are attached to this request for expressions of interest.

The Ministry of Finance and Planning now invites eligible consulting individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide a Cover letter and CV, indicating information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The general qualifications, the adequacy for the project, and the relevant experience.

The Individual Consultants (“the Consultant”) shall be selected in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers dated July 2016, and all its Subsequent amendments.

The Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
