About the Association:
The Palestinian Family Planning and Protection Association (PFPPA) envisions a country where all women, men, and young people have equal access to information and quality services related to their sexual and reproductive health and rights (SRHR). It advocates for supportive legislation and respects reproductive choices free from discrimination, fostering a gender-equitable community.
"PFPPA, in partnership with Swedish Government, is implementing the Her Health and Well Being… their future ' project. This three-year project aims to strengthen SRHR and MCH Care services in marginalized and underserved communities in the Nablus and Ramallah governorates, with a special attention to Area C, refugee camps, and other remote and marginalized locations.
The project operates through three main pillars: establishing and developing a mother and Child Health clinic in Nablus offering comprehensive SRHR, MHPSS, and legal services; expanding the hours and scope of the existing PFPPA Service Delivery Point (SDP) in Ramallah to include afternoon services and pediatric care; and strengthening institutional capacities across administrative, programmatic, and financial functions. These services are complemented by community outreach, peer education, and awareness sessions targeting youth and women.
All activities are implemented with a cross-cutting commitment to gender equality, youth involvement, and the inclusion of vulnerable populations, including women, children, and people with disabilities, in close coordination with relevant stakeholders and the Ministry of Health.

Programs Director, with close collaboration with the Executive Director and Technical Team.
Purpose of the Position:
PFPPA seeks to recruit a MEAL consultant to support the above-mentioned project. The MEAL consultant will develop and implement a comprehensive and integrated MEAL framework for the project. The role emphasizes mentoring and building the capacity of PFPPA staff, fostering a culture of shared learning and accountability, and promoting innovation. Key focus areas include:
Developing and integrating accountability, learning, and program quality standards in assessments, design, monitoring, review, and evaluation.
Ensuring consistent documentation of learning and progress.
Supporting the quality preparation and implementation of PFPPA projects by leading reviews of project report data, providing guidance, and delivering training on MEAL and Client Responsiveness and Accountability (CRA) to staff and sub-awardees.
Key Responsibilities:
MEAL Strategy Development
Contribute to the design and implementation of MEAL frameworks, plans, data systems, assessment tools, databases, and reporting formats, including mobile data collection tools (e.g., KOBO) and dashboard update.
MEAL Activities Implementation
A. Data Collection
Manage and oversee data collection processes and tools.
Conduct regular monitoring activities, including site visits and satisfaction surveys.
B. Data Analysis and Reporting
Perform data audits and analysis to ensure high-quality data.
Compile reports with indicator data showing targets versus actuals.
Produce performance and quality monitoring reports.
Share findings and gaps with project staff and recommend actions for improvement.
Lead project report data reviews and verification.
Contribute to donor reporting as requested.
C. Integration and Capacity Building
Integrate MEAL activities into project plans and execution.
Build capacity and provide onsite training for staff and stakeholders on MEAL topics, data collection tools, research methods, analysis, and information management.
Facilitate learning and knowledge management, including designing and managing internal evaluations or baseline assessments.
Lead program teams in deriving and applying lessons learned.
D. Client Responsiveness and Accountability (CRA)
Provide guidance and capacity strengthening on CRA for sub-awardees.

University degree in Statistics, Information Management, Social Science, or a related field.
Minimum of 3 years of proven experience in MEAL or related roles.
Proficiency in data analysis and statistical software.
Experience with MEAL methodologies and mobile data collection software (e.g., KOBO).
Excellent understanding of quantitative and qualitative data collection and analysis methods.
Strong communication and organizational skills, with experience in presenting data and reporting.
Demonstrated ability to transfer knowledge effectively through training and mentoring.
Expected Level of Effort: 6-8 days per month, with 6-8 hours per day (to be determined) including desk work and site visits according to project needs and mutually agreed upon with both the Project Coordinator and Programs Director.
