Terre des hommes (Tdh) Lausanne is a leading child rights organization. It has been supporting child protection, humanitarian assistance and access to justice programs in Palestine since 1973, working for 50 years with local partners, communities, families, children and youth.
The Role
Tdh is seeking an experienced MHPSS Officer with a strong background in MHPSS and integration of MHPSS in Child Protection programming within both development and humanitarian contexts. The ideal candidate will possess solid MHPSS expertise, cultural sensitivity, and the ability to work flexibly and collaboratively with diverse stakeholders. The role requires strong interpersonal skills, as well as the capacity to engage meaningfully with children, communities and partners, ensuring the active participation of rights holders.
The MHPSS Officer’s main role is to support the implementation of the Tdh MHPSS services in Jerusalem and the West Bank, The MHPSS Officer will be responsible for providing technical support to Tdh partners by providing training, supervision, and on-the-job coaching, as well as supporting the process of reviewing and modifying the MHPSS tools and approaches.
The MHPSS Officer should ensure that all the MHPSS activities that are implemented in line with, MHPSS -TWG, IASC and Tdh standards, policies, and values and in line with the Palestinian needs and context. the MHPSS Officer will ensure that all the services are provided with high quality and do not cause harm to the children and community.
The MHPSS Officer will report directly to the CP -MHPSS National Specialist.
MHPSS Tasks
Strengthen MHPSS service delivery through supporting partners’ staff in responding and providing MHPSS interventions.
Ensure that activities are implemented in line with Tdh’s and IASC MHPSS guidelines framework and standards,
Ensure that the MHPSS activities are implemented in line with Tdh policies and principles on Do No Harm, Multi-layered supports, confidentiality, data protection, safeguarding, and PSEA.
Support the Tdh partners to assess the needs of community members and adopt MHPSS approaches that meet those needs.
Design and conduct capacity needs assessments for psychologists, facilitators, and volunteers to identify capacity building opportunities to improve MHPSS interventions.
Based on capacity needs assessment, develop a capacity building plan for the team.
Train, coach, and supervise psychologists and facilitators on MHPSS interventions, providing technical support as needed.
Support the Tdh partners’ staff (Psychologists, facilitators and volunteers) during implementation activities as needed.
Support partners in developing and implementing referral pathways and identifying quality referral services.
Provide follow-up and support when needed to the psychologists in following at risk cases.
Ensure the development of M&E tools to manage the impact of the MHPSS implementation and integrated the feedback and lesson learned in the future.
Timely submission of accurate reports and data respecting data protection protocols and confidentiality.
Support the Tdh partners to connect and coordinate with the MHPSS -TWG focal points in the governorates and support the coordination process
Attend the MHPSS -TWG working meeting in the governates where Tdh work and represent the organization.
Establish regular staff care and wellbeing sessions for case managers, and counsellors, to prevent burnout and secondary trauma.
Strengthen the role of community networks and peer support groups in MHPSS interventions, ensuring inclusivity (children, caregivers, persons with disabilities).
Coordination with Actors and Stakeholders:
Foster close collaboration with the program team.
Represent Tdh at relevant local-level cluster meetings, ensuring proper information flow within the office and across departments.
Network with other NGOs and stakeholders working on child protection to facilitate information sharing and the dissemination of best practices.
Promote capacity building and best practices among key stakeholders and service providers.
Ensure beneficiaries' meaningful participation in project activities.
Safeguarding Policy – Safety and Security
Implement Tdh’s institutional policies on child safeguarding, security, child protection, PSEA, Code of Conduct, and fraud prevention in day-to-day operations.
Ensure the effective implementation of Tdh’s Safeguarding Policy within the project, participating in audits, reviews, and action plan updates.
Report any cases or suspicions of Safeguarding violations to the Country Representative, National Safeguarding Focal Point, or Tdh’s global mechanism.
Other:
Ensure compliance with all Tdh institutional policies and internal regulations.
Adhere to Tdh’s country security procedures.
Support the organization and facilitation of field visits for staff, consultants, and donor representatives.
Perform other duties as required by the line supervisor.
Gathers all necessary professional information to inform decision-making, ensure accuracy, and contribute to the project's overall success.
Competencies
This role requires a mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC).
In particular:
Strong capacity and knowledge in MHPSS methodology and approaches especially PFA, structured support groups, and parenting.
Strong capacity in conducting training, supervision and coaching sessions.
Familiarity with child protection and community involvement issues.
Knowledge of referral systems and pathways in the West Bank.
Ability to communicate clearly and effectively with external stakeholders, including partners, and local authorities, ensuring alignment with project objectives.
Skill in organizing tasks, managing time effectively, and meeting deadlines in a fast-paced environment.
Cooperative and goal-oriented approach.

Conflict resolution skills.

A master’s degree in a relevant field is a strong asset.
Minimum of five years of relevant experience in implementing MHPSS approaches and methodologies, preferably in child protection and child justice programming,
Minimum of two years’ experience in providing training, supervision, and coaching for MHPSS workers.
Extensive experience working on MHPSS, child protection issues with the ability to integrate MHPSS principles into broader programming.
Experience working in providing support to partners such as local NGOs, CBOs, and other relevant partners
Demonstrated experience collaborating with local partners and mobilizing communities.
Proven ability and willingness to travel regularly within the West Bank.
