الوصف الوظيفي:
MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.

In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

Position: Nurse – West Bank - Nablus (Full-Time)

Category: 5 – Level A

MAIN OBJECTIVE

The Nurse contributes to MdM’s mission by providing high-quality nursing services for the mobile health unit and will also be responsible for participating in enhancing disaster management and resilience capacities in the Palestinian territory: Strategic initiative to reinforce health preparedness to respond to emergencies.

The Nurse will be responsible for implementing key activities under the projects in the West Bank. The Nurse will work closely with the Medical program manager and the Medical team to conduct assessments, develop and updating training materials, provide training, support and supervision to healthcare workers, Community First Responders (CFRs) and local communities, and contribute to project reporting and documentation. The role involves establishing and maintaining good communication with village councils in addition to other partners upon the line manager request. Under the supervision of the Medical Manager, the nurse will work closely with the project team to enhance emergency response capacity, improve health preparedness, and ensure the effective delivery of healthcare services during emergencies.

The Nurse will also be able to deal with outpatient cases, improve access to essential primary health care services,

Mobile Clinic objectives:
Conduct Patient Triage: Assess patients and take vital signs.
Proper Registration process
Data entry and follow up, analysis if needed by direct line manager
Administer Care: Organize and perform treatments as prescribed by doctors and according to MdM protocols, including injections and dressings.
Emergency Response: Provide first aid and emergency care following pre-established protocols by doctors.
Patient Education: Offer therapeutic education to patients and their families using a patient-centered approach when necessary.
Health Education: Implement health education sessions as needed.
Documentation and Meetings: Report activities and attend various meetings.

TASKS AND RESPONSIBILITIES

Main responsibilities and activities of the Nurse can change according to the organization of the work and to the composition of the team.

Training and capacity building
Lead and facilitate training sessions for CFRs to become well-trained and equipped to respond to emergencies.
Responsible for scheduling, developing training tools, and providing emergency training for community first responders (CFRs) and PHCC staff in the targeted PHCCs.
Conduct training for health facility staff on trauma and emergency care (BLS), and emergency flowcharts.
The ability to adapt and tailor the material according to the specific needs of the targeted population.
Provide continuous professional development and on-the-job training to healthcare providers and for the people who benefitted from the training. Offer supervision to ensure the quality and effectiveness of healthcare services.
Ensure functionality of CFRs, in close collaboration with village councils (VCs), and devise strategies to mobilize CFRs into an organized body that can be sustainable beyond the end of the project.
Assist in the development, updating, and operationalization of contingency plans, ensuring they are effective and comprehensive.
Internal communication and coordination
Maintain effective communication and coordination with the medical project manager and the project team. Participate in internal coordination mechanisms, reporting, and meetings.
Contribute to monitoring and evaluation efforts by providing medical expertise and insights. Gather community feedback on healthcare services and assess satisfaction levels.
Community approach
Lead the community awareness activities within targeted areas, ensuring that awareness topics are relevant to the needs of the communities focusing on health preparedness, early warning signs, and common medical and mental health issues and are in line with MdM priority topics and develop IEC materials to support community awareness activities
Integrate topics on Protection from Sexual Exploitation and Abuse (PSEA) and Community-Based Complaint Mechanisms (CBCM) into awareness sessions.
Emergency Preparedness and Response
Participate in the development of Contingency Plans (CPs) for targeted communities and Primary Healthcare Centres (PHCCs) using a participatory approach with VCs, MoH, and relevant community members, in collaboration with the Medical Manager.
Lead the implementation of CPs in the communities and PHCCs, ensuring clear definition of roles and responsibilities.
Plan and execute emergency simulations and drills at village and PHCC levels. Evaluate the effectiveness of drills and provide constructive feedback for improvement.
Contribute to assessing and improving the referral systems for medical emergencies and support health staff in referring cases in need of adequate services.
Conduct field visits to the targeted PHCCs and communities, ensuring program objectives are met and trainees satisfactorily complete their courses through assessment of attendance and performance.
Coordinate the provision of emergency drugs, disposables, and medical equipment to PHCCs. Manage the prepositioning of emergency supplies to ensure readiness during crises.
Participate in data collection, data analysis, and report writing for assessments.
Collaborate and participate in field surveys, data collection, and needs assessments as needed.
Highlight the availability of staff and highlight the impact of drug and disposable shortages at PHCCs and hospitals.
Under the supervision of the Medical Manager and in collaboration with the Logistics Department, assess the needs of the PHCCs in terms of supplies and rehabilitation to improve emergency services and access for vulnerable groups.
Work closely with the logistics department to ensure timely delivery and proper distribution of basic emergency kits and disposables to CFRs and VCs. Manage the inventory and oversee the distribution process of these emergency kits.
Documentation and Reporting
Document best practices and lessons learned from CFR and contingency plan initiatives.
Promote the replication of successful models at the governorate level through advocacy and dissemination efforts.
Contribute to the preparation of regular project reports and documentation, highlighting key achievements, challenges, and recommendations related to the provision of services.
Provide program operational reports and contribute to the ToRs based on the request of the supervisor.
Provide monthly reports of activities not later than the 4th of the following month.
Contribute to the emergency data analysis in collaboration with the Medical Manager.
Collaborate and participate in data collection and analysis on any data needed and requested by the Medical Manager for the development of the activities in close cooperation with the MEAL officer.
Immediately report emergency needs at the community level.
Immediately report HR misconduct to the Medical Manager, also to the Medical Coordinator, Field Coordinator and Admin Manager.
Provide any other requested report when needed.
Security
To respect and follow MdM France’s security plan and internal regulations.
To inform immediately the security focal point in case of any security incident or problem.
If necessary, participate in emergency/Contingency plans with the MDM team.
Patient Triage and Vital Signs
Patient Triage: Collaborate with medical doctors to triage patients and assign MdM numbers to those requiring medical consultations.
Preparation: Ensure all necessary medical supplies and equipment for MdM clinics are prepared.
Maintenance: Always maintain cleanliness and organization of nursing tools/mobile Clinic Vehicle.
Vital Signs: Measure and record temperature and blood pressure for all registered patients.
Emergency Identification: Identify medical emergencies and promptly refer them to medical doctors.
Confidentiality and Respect: Uphold patient confidentiality and treat all patients with respect and dignity.
Sterilization: Ensure tools are sterilized using the sterilization techniques.
Paramedic Procedures

Infection and Prevention Control (IPC) Compliance: Adhere to national and international IPC standards when performing paramedic procedures.
Dressings: Apply dressings as per medical doctor instructions and adhere to the protocols.
Injections: Administer injections as needed and/or prescribed as standard protocols.
Nursing room management/Mobile Vehicle clinics – medical equipment and  consumables: Efficiently manage nursing station store, including drug orders, stock follow-up, storage conditions, inventories, and monitoring expired drugs.
Non-medical stock management: Oversee the management of non-medical stock in the clinic (e.g., medical forms, stationery).
Epidemiological Data Collection and Analysis

Data Collection: Perform daily data collection, including morbidity, drug consumption, and compilation.
Data Analysis: Participate in weekly computerization and analysis of data, monitor and report medical activities, accurately complete patient files, forms, statistics, and reports, and propose analyses of these statistics.
Reporting and Meetings

Activity Reporting: Prepare and submit weekly activity reports to the MdM Clinic’ focal person.
Meeting participation: Actively participate in MdM internal meetings (medical, security, etc.).
Training Participation: Attend all training sessions organized or endorsed by MdM.
Additional Responsibilities

Provide recommendations to enhance the functioning of MdM clinics.
Contribute to IPC responsibilities including daily tasks, reporting and auditing and applying national and international IPC protocols.
Logistics Support: Assist in loading and unloading vehicles and setting up clinics.
Inventory Management: Participate in weekly physical inventory of the clinic pharmacy/nursing station store.
Flexibility: Adapt to various duties to ensure beneficiaries receive high-quality services.
Additional Duties: Perform other tasks as requested by the line manager, related to the MdM projects.
Security Reporting: Immediately inform the security focal point of any security issues in the field.

Education:

Mandatory: Nursing Diploma degree and valid professional license certificate to practice issued by MoH
Desirable: Nursing bachelor’s degree, and valid professional license certificate to practice issued by MoH.
Desirable: Higher degree certificate (Master’s Degree)
Experience:

Mandatory: finished his/her internship program
Desirable: Post-qualification nursing experience, preferably in outpatient or inpatient care, preferably in the following areas: primary Health care, internal medicine, emergency room, surgery.
Certificate in BSL, ACLS , released by MoH approved Institution.
Desirable: Previous experience with I/NGOs or humanitarian medical actors.
Desirable: Experience in mobile clinics or community-based health programs during emergency situations.
Languages:

Desirable: Strong communication skills in English and Arabic (both written and spoken).
Computer Skills:

Desirable: Proficiency in MS Office (Word, Excel, PowerPoint).
Soft Skills:

Strong interpersonal and effective communication skills.
High level of confidentiality, empathy, and sensitivity.
Flexibility, adaptability, and capacity to work in a team and under pressure.

Perform additional duties at the request of the line manager, the Field Coordinator and/or Medical Coordinator.
