Caritas Jerusalem (CJ) is a humanitarian and development organization that represents the socio-pastoral services of the Catholic Church in the Holy Land. It was founded in 1967 in the aftermath of the Six-Day War. Position Purpose
Caritas Jerusalem is seeking a highly motivated and experienced Senior Projects Coordinator to lead the planning, implementation, and monitoring of development projects across various sectors, including agroecology, food security, education, sustainable development, and livelihoods. The role requires strong leadership, strategic planning, procurement, and budget management skills, with a focus on empowering youth and women.

Key Responsibilities:
Project Implementation & Coordination:
Lead the execution of assigned projects in line with Caritas Jerusalem’s quality standards, donor requirements, and best practices.
Organize and manage all activities according to detailed implementation plans.
Serve as the primary liaison with local stakeholders, community leaders, and projects partners to ensure strong collaboration and impact.
Oversee final handover processes and coordinate with internal teams to ensure sustainability and community ownership.
Actively contributed to the development of project proposals for new projects.
Procurement & Budget Management
Develop comprehensive procurement plans and oversee acquisition processes for goods, services, and consultancy contracts.
Ensure procurement activities are conducted transparently and in compliance with Caritas and donor policies.
Monitor projects budgets, ensuring expenditure remains within approved limits, and conduct regular financial reviews.
Track resource usage and follow up with implementing partners as needed.
Project Monitoring, Evaluation & Reporting
Conduct ad-hoc field visits to verify projects progress and adherence to quality and procedural standards.
Monitor projects cycles and outcomes using MEAL frameworks and tools.
Prepare timely and high-quality project reports, including progress, interim, annual, and final reports, in collaboration with department leadership.
Contribute to post-project evaluations and learning initiatives.
Documentation & Deliverables
Draft and manage essential projects documentation, including proposals, Terms of Reference (ToRs), RFPs, tenders, budgets, MEAL plans, and communication materials.
Ensure all projects records are complete, well-organized, and meet both organizational and donor documentation requirements.
Review technical deliverables from suppliers, contractors, and consultants.
Team Leadership & Stakeholder Engagement
Supervise and support projects staff to ensure successful implementation and team development.
Mentor junior coordinators or administrative staff where applicable.
Facilitate clear communication and coordination among internal teams, stakeholders, and external partners.
Prepare and deliver regular projects updates, reports, and presentations to the head of the department.
Risk Management & Compliance
Conduct risk assessments and develop appropriate mitigation strategies.
Ensure compliance with internal policies, donor regulations, and sectoral quality standards.
 
Qualifications & Skills
Bachelor's degree in Business, Economics, Development Studies, or a related field.
Minimum of 8 years of progressive experience in project management, preferably in sectors such as agroecology, education, food security, or livelihoods.
Proven experience in staff supervision, stakeholder engagement, and partnership building.
Strong Monitoring and Evaluation (M&E) background.
Excellent communication skills in English and Arabic.
Demonstrated ability to draft high-quality reports and documents in both Arabic and English.
Highly organized, self-motivated, and able to manage multiple projects simultaneously.
Comfortable working in complex and dynamic environments.
Strong analytical and decision-making capabilities.
Valid driver’s license required.
