Starting Date: November 2025
This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.
PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.
Overall Objective
Under the responsibility of the Senior Agronomy Officer, the Livelihood technical officer role is to conduct deep technical assessments and supervise the implementation of the WBPC project related to IHL/IHRL violations in the North of the West Bank (not exclusively)
That mainly – but not exclusively – includes:
Under the supervision of the senior agronomy officer, he/she will conduct a technical deep assessment for the emergency & protective needs mainly related to livelihood needs in the north of the West Bank ( not exclusively).
Supervising & Monitoring of the material delivery with the supplier and communities/beneficiaries, and (Consortium Partners if needed).
Support in other tasks related to the WBPC operations department at PUI and the WBPC interventions as a whole in cooperation with WBPC partners and the secretariat when needed and requested.
Support on other PUI projects, such as involvement in assessment of implementation when requested ( such as HF project related to FSS) upon need and request.
In coordination with the senior agronomy office, he/she will supervise the livelihood-related activities
Internally, He/she will contribute to reporting, updating activities-related follow-up tools, and work plans.
Externally, she/he will develop the community mobilization, relations with municipalities, village councils, identification of local partners if relevant, identification of opportunities/vulnerable groups and communities, etc.
In addition, He/she is responsible for alerting the team about any related protection issue/incident occurring in the area of intervention. She/he will ensure that the PUI procedures and regulations are fully respected during the implementation of the livelihood activities.
Tasks and Responsibilities

Conducting technical deep assessments for emergency, mitigation, and preventive measures across the West Bank.
Supervising and monitoring the delivery of materials to communities and beneficiaries.
Assisting with other tasks related to the WBPC operations department and its interventions.
Supporting other Première Urgence Internationale (PUI) projects, such as the HF project, when requested.
In coordination with the senior agronomy office, he/she will supervise the livelihood-related activities
Internally, contributing to reporting, updating activity follow-up tools, and work plans.
Externally, developing community mobilization, building relations with municipal and village councils, and identifying local partners and vulnerable groups.
Alerting the team to any protection issues or incidents in the area.
Ensuring PUI procedures, regulations, and code of conduct are followed during activities.
متطلبات الوظيفة:Required Knowledge and Skills
Bachelor's degree preferably in livelihood-related studies, engineering fields, humanitarian-related studies, humanitarian Action in International Conflicts-related studies, or related fields
Minimum of 4 years of relevant working experience in related fields.
NGOs' experience is preferred.
Valid and clean driving license.
Required Personal Characteristics
Very good knowledge of the West Bank communities and ability to move in the field.
Fluency in written and spoken Arabic and English
Professionalism, presentation, communication, and networking skills.
Ability to work independently while taking the initiative and showing a sense of responsibility
Ability to work under pressure.
Ability to work with various partners, in a spirit of openness, and with adaptable communications strategies
Ability to write reports and follow up execution of project’ activities.
Ability to meet deadlines.
Sense of diplomacy
Dynamic team player.
Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project, and the Internet
