Field Officer
CARE International is a global confederation committed to saving lives, defeating poverty, and achieving social justice. CARE addresses urgent needs while promoting the equality of women and girls, advancing their economic empowerment, leadership, and participation; strengthening humanitarian response; building resilient livelihoods; and improving access to essential services such as food security, health, shelter, protection, and WASH.
The Field Officer will primarily support the implementation of two key projects in the northern West Bank: (1) the Scaling Up FFBS in Palestine project, based in Al Zababda, Jenin, which aims to strengthen household resilience and food security through agricultural and livelihood interventions; and (2) the DEC2 Emergency Response Project, which provides Shelter and Non-Food Items (SNFIs) to internally displaced persons (IDPs) from Jenin and Tulkarm refugee camps. The Field Officer will provide field-level technical and operational support, coordination with communities and partners, registration of beneficiaries, supervision of field activities, distribution of inputs, documentation of progress, participate in assessments and monitoring. The role requires close collaboration with the Project Manager, MEAL team, Women Equality Officer, local authorities, and partners to ensure inclusive, accountable, and effective delivery. The Field Officer will also support data collection, reporting, and compliance efforts.
This position is based in Jenin and is expected to run for six months, with the possibility of extension depending on available funding and performance. In addition to the two primary projects, the Field Officer may support other initiatives as needed—particularly in the areas of agriculture, livelihoods, and emergency response—across various sectors such as food security, WASH, and shelter.
Responsibilities:
Job Responsibility 1: Project Implementation and Field officer Support (60%)
Identify and register eligible farmers, herders, and vulnerable households according to project targeting criteria.
Coordinate with local committees, CBOs, Ministry of Agriculture, community leaders, and partners to support smooth field-level delivery.
Prepare technical specifications and detailed Bills of Quantities (BoQs) for relevant inputs and materials.
Organize and supervise input deliveries, ensuring timely, transparent, and accountable distribution.
Support partners during distribution, provide guidance, and follow up as needed.
Prepare payment documents (vouchers, invoices, receipts) and submit them promptly and accurately.
Conduct regular field visits to monitor implementation and verify input distribution.
Support the Women Equality Officer to ensure inclusive programming and women’s participation.
Work with the Project Manager to develop submitted weekly reports, payment documentation, beneficiary records, and field observations.
Facilitate community meetings, feedback sessions, and ensure transparency and accountability with beneficiaries.
Assist in organizing CARE or donor field visits, ensuring coordination, visibility, and readiness
Job Responsibility 2: Monitoring, Evaluation, Learning and Reporting (20%)
Collect and verify data from beneficiaries, distribution points, and field activities using standardized tools.
Conduct regular field visits to collect and verify data from households, focus group discussions, or distribution points using standardized tools, and perform spot checks to ensure data quality and compliance.
Use digital or paper-based data collection tools to securely enter, clean, and manage beneficiary data, maintain databases, and flag inconsistencies or errors.
Support design of tracking tools, indicator monitoring frameworks, and data analysis.
Document lessons learned, feedback from communities, and success stories.
Prepare and submit timely reports (weekly/monthly/quarterly) summarizing progress, challenges, and observations.
Assist in baseline and endline assessments, focus group discussions, post-distribution monitoring, and other field studies.
Job Responsibility 3: Coordination & Communication (10%)
Support coordination among CARE teams, FFBS facilitators, partners and communities.
Maintain strong/regular communications with project stakeholders and CARE’s internal teams to ensure harmonization, learning exchange, and cross-project synergies.
Support project visibility and advocacy initiatives, when required.
Job Responsibility 4: Financial and Compliance Management (5%)
Support the Project Manager in preparing and reviewing procurement and payment requests related to the different activities
Monitor the delivery of goods related to the different activities, verify quality and provide the necessary documentation for payments
Monitor and provide logistical and administrative support to partners as needed.
Job Responsibility 5: Other tasks as assigned (5%)

Education/Training
Required
Bachelor’s degree in agriculture, Rural Development, Emergency Management, or a related field, or an equivalent combination of education and relevant work experience.
Experience & Technical Skills
Required
Minimum of five years of professional experience in field-level implementation of projects related to agriculture, food security, livelihoods, and/or emergency response.
Proven experience supporting vulnerable populations, including internally displaced people (IDPs) and marginalized communities, preferably in conflict-affected or humanitarian settings.
Strong technical knowledge of agricultural value chains, input distribution, food production, and livelihood support interventions.
Competency in monitoring, evaluation, data collection, and reporting for multi-sectoral programs.
Ability to coordinate and liaise effectively with government agencies, community-based organizations, local authorities, and partners.
Proficient in the use of digital data collection tools and Microsoft Office applications.
Possession of a valid driving license and familiarity with the northern West Bank region.
Strong technical knowledge in enterprise development, food production, and agricultural livelihoods.
Desired
Experience working with CARE or similar international humanitarian and development organizations.
Experience working in the West Bank agricultural context, especially in north of West Bank or similar regions.
Knowledge of social norms affecting women and girls in rural and emergency contexts.
Knowledge of inclusive Market Systems/ Value chain Approach in Agriculture.
Fluency in Arabic; proficiency in English is a plus.
