الوصف الوظيفي:The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified Employment & Labor Market Policy Officer (2 positions) under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of The Ministry of Labor.
Background
The Palestine Liberation Organization (PLO), for the benefit of the Palestinian Authority, has received financing from the World Bank toward the cost of the West Bank and Gaza Social Recovery and Job Creation Project (SRJC). The Project Development Objective (PDO) is to increase employment opportunities for select groups in target areas and improve the operational capacity of selected government institutions.
The West Bank and Gaza Social Recovery and Job Creation Project (SRJC) is financed by the World Bank and implemented under the overall leadership and oversight of the Ministry of Finance and Planning (MoFP), which serves as the coordinating and supervising entity for project implementation.
The Project consists of four components: (i) Labor-Intensive Infrastructure, (ii) Support to Women and Persons with Disabilities, (iii) Capacity Building of Selected Government Institutions, and (iv) Contingent Emergency Response Component (CERC).
Under Component 3 of SRJC, the Ministry of Labor is receiving technical assistance to strengthen its institutional capacity, improve labor market governance, enhance policy development functions, and strengthen its ability to design and implement evidence-based employment interventions.
The Palestinian labor market continues to face significant structural challenges, including high unemployment rates, limited employment opportunities, labor market informality, skills mismatches, weak labor market forecasting mechanisms, and the need for stronger coordination between labor market policies, economic priorities, and sectoral development needs.
In this context, the Ministry’ of Labor seeks to recruit Employment & Labor Market Policy Officer to strengthen its internal policy and analytical capacity and support the development, implementation, and monitoring of employment policies, strategies, and labor market interventions.
This position forms part of the Ministry’s proposed strategic technical reinforcement package for the period 2026–2028, aimed at strengthening the Ministry’s policy, planning, and implementation capacities in line with national development priorities and labour market needs, as reflected in the Ministry’s formal request for budget allocation for strategic technical positions.
The assignment will contribute to strengthening the Ministry’s role as the lead national authority on employment and labour market governance, and to improving the effectiveness, targeting, and responsiveness of labour market interventions.
Assignment Objective
The objective of this assignment is to provide high-level technical support to the Ministry of Labor in the areas of:
Employment policy design and reform,
Labor market analysis and forecasting,
Strategic planning,
Labor market data utilization,
and alignment of labour market interventions with national priorities and sectoral needs.
The Officer will support the Ministry in producing evidence-based policy outputs and practical policy recommendations that enhance employment outcomes and strengthen labour market governance.
Scope of Work / Main Tasks and Responsibilities
Under the direct supervision of the designated Ministry official, the Employment & Labor Market Policy Officer shall undertake, but not be limited to, the following tasks:
Policy Development and Strategic Support
Support the design, review, and updating of national employment and labour market policies, strategies, and action plans.
Contribute to the formulation of policy recommendations aimed at addressing unemployment, labor market participation, skills mismatches, and sectoral labor market gaps.
Assist in aligning Ministry policy priorities with national economic and social development frameworks.
Support the development of sector-based and thematic labor market policy papers and analytical briefs.
Provide technical advice to Ministry leadership on emerging labor market trends, policy priorities, and strategic responses.
Labor Market Analysis and Evidence Generation
Conduct labour market research, trend analysis, and policy-oriented assessments to support Ministry decision-making.
Support the interpretation and use of labour market data, surveys, assessments, and administrative records for policy development.
Contribute to labour market forecasting and scenario-building exercises to inform planning and programme design.
Prepare analytical notes, technical briefs, concept papers, and evidence summaries on employment-related issues.
Establish and strengthen analytical tools and mechanisms that support continuous labor market monitoring and policy formulation.
Institutional and Programmatic Support
Provide technical input to the design and refinement of employment-related programmes, interventions, and initiatives led or supported by the Ministry.
Support the integration of labour market evidence into programme planning, donor engagement, and project development processes.
Contribute to the development of frameworks, tools, and technical documents that improve policy coherence across Ministry departments.
Coordinate with relevant Ministry departments and technical teams to ensure policy outputs are practical, implementable, and aligned with operational realities
Coordination and Stakeholder Engagement
Liaise with national institutions, technical partners, and development stakeholders, as requested, on issues related to employment policy and labour market analysis.
Support technical coordination with relevant ministries, public institutions, social partners, and labour market stakeholders where relevant.
Participate in meetings, workshops, consultations, and technical discussions related to labour market and employment policy matters.
Reporting and Other Support
Prepare regular progress updates and technical deliverables as required by the Ministry.
Maintain proper documentation of all outputs, analyses, and technical contributions developed under the assignment.
Perform any other related tasks assigned by the Ministry of Labor within the scope of the assignment.
Duty Station
The Specialist will be based at the Ministry of Labor headquarters in Ramallah, with possible field visits and meetings as required.
Duration of Assignment
The duration of the assignment is 12 months, renewable subject to satisfactory performance, operational needs, and availability of funds. The consultant shall work in accordance with the Ministry’s official working arrangements and applicable administrative procedures.

The ideal candidate should meet the following minimum qualifications:
Education
Bachelor’s degree in Economics, Public Policy, Labor Studies, Development Studies, Statistics, Business Administration, Social Sciences, or related fields.
A Master’s degree in a relevant field is considered a strong asset.
Professional Experience
At least 5 years of relevant professional experience in employment policy, labour market analysis, public policy, strategic planning, or related fields.
Demonstrated experience in preparing policy papers, analytical reports, strategic documents, or labour market studies.
Experience working with government institutions, development partners, or donor-funded programmes is highly desirable.
Familiarity with Palestinian labour market challenges, labour governance structures, and national policy frameworks is a strong asset.
Technical Competencies
Strong analytical and policy drafting skills.
Ability to interpret labour market data and translate evidence into policy recommendations.
Strong report writing and communication skills.
Excellent organizational and coordination skills.
Ability to work independently and within multidisciplinary teams.
High level of professionalism, integrity, and discretion.
Languages
Excellent command of Arabic and English, both written and spoken.
