The Ministry of Finance and Planning (MoFP) is strengthening its technical capacity in response to its expanding responsibilities in national planning, monitoring and evaluation, development prioritization, Gaza-related planning and recovery, and the integration of planning and budgeting. The merger of the finance and planning functions has also created additional requirements for stronger coordination between national priorities, sector planning and resource allocation.
As part of this effort, the Ministry intends to strengthen its sector-planning capacity through the engagement of three Strategic Planning Officers covering the Social, Economic, and Infrastructure.
The three Planning Officers will constitute a coordinated Sector Planning Team within the Ministry of Finance and Planning. While each Officer will have primary responsibility for his/her assigned sector portfolio, the Officers will apply common planning methodologies and work jointly on issues that cut across sector boundaries.
The team will jointly support:
preparation and implementation of national planning processes;
review and improvement of the national planning guide and methodology;
preparation of the National Development Plans;
annual prioritization of development projects and interventions;
integration of planning and budgeting;
preparation and review of results frameworks;
monitoring of sector strategies;
Gaza planning and recovery;
consolidated national development analysis; and
preparation of senior-management decision-support materials.
Within this framework, the Ministry seeks to engage a Strategic Planning Officer – Economic Sector to provide dedicated planning and analytical support for economic and productive-sector priorities.
Objective
To strengthen MoFP's capacity to analyze, coordinate, prioritize and monitor economic-development priorities and ensure their effective integration into national planning, public investment and resource-allocation processes.
Reporting and Coordination
The Officers will work under the overall supervision of the designated MoFP senior official and the technical guidance of the General Directorate of Planning and Policies, in close coordination with the General Directorate of Monitoring and Evaluation, the Gaza Unit, relevant finance and budget functions, and the other Sector Planning Officers.
The Officer will also coordinate with relevant economic ministries, government institutions, private-sector stakeholders and development partners, as appropriate.
Main Responsibilities
The Officer will:
Coordinate and provide economic-sector inputs to national planning processes and development frameworks.
Review economic-sector strategies and programs and assess their alignment with national development priorities.
Support preparation of the economic component of the National Development Plans.
Analyze economic trends, structural constraints, development opportunities and emerging risks relevant to national planning.
Support annual prioritization of economic-development projects, programs and interventions.
Support stronger integration between economic planning, budgeting and development financing, including analysis of resource requirements and financing gaps.
Support monitoring of economic-sector strategies, programs, results frameworks and indicators.
Provide technical inputs to Gaza economic recovery and development planning, including productive sectors, livelihoods, employment, markets and private-sector recovery.
Coordinate with relevant economic ministries, government institutions, private-sector stakeholders and development partners.
Prepare economic analyses, policy briefs, prioritization matrices, presentations and other decision-support materials.
Undertake other related technical assignments requested by the Ministry.
The portfolio may include agriculture and agrifood systems, industry, trade, investment, private-sector development, MSMEs, tourism, ICT and the digital economy, employment and other productive sectors.

متطلبات الوظيفة:Qualifications and Experience
Education: Bachelor degree in economics, development economics, development planning, public policy, finance or a related discipline.
Experience: Minimum 2 years of relevant professional experience in economic policy, development planning, public investment, program analysis or related areas. Experience with government planning systems and knowledge of the Palestinian economy and development context are desirable.
Skills: Strong economic, quantitative and analytical skills; knowledge of development planning and planning-budget linkages; excellent drafting, coordination and presentation skills; excellent Arabic and strong working proficiency in English.

The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs.
