The Federal Foreign Office (AA) has a Flexible Implementation Mechanism for Middle Eastern Countries, which is implemented by GIZ. This mechanism enables the rapid initiation, preparation, implementation and implementation of measures in the context of the Middle East conflict and ensures a high degree of flexibility and responsiveness in fragile contexts. This opens up opportunities for initiatives in the event of dynamically changing framework conditions or short-term need for action.

The position will be supporting two measures under the FIM; the first measure; "Support for the Rule of Law in the Palestinian Territories" will 1) establish and implement a rule of law facility to promote the rule of law, and 2) support the Palestinian Civil Police in their approach to citizen-oriented policing and its organizational development. The establishment of the facility is co-financed by the EU. The Facility operates on a demand-driven approach that ensures a flexible, coordinated and accountable delivery of tailored support in the areas of procurement, capacity building and infrastructure rehabilitation.

The second measure "Strengthening Civil Protection in the West Bank" under the FIM will 1) enhance capacities of the Palestinian Civil Defense volunteer system and community-based resilience mechanisms in high-risk areas have been improved, 2) improve the operational capacities, quality of services and institutional resilience of the Palestinian Civil Defense, in addition to 3) support the enhancement of evidentiary standards through the justice chain. This support is co-financed by the EU.

Position Overview: The Advisor “Civil Engineer/ Infrastructure Rehabilitation Advisor” will provide technical and advisory support to the implementation of infrastructure rehabilitation and refurbishment-related activities under the Flexible Implementation Mechanism (FIM). The position will support the assessment, planning, design, procurement, implementation, and monitoring of infrastructure and rehabilitation measures related to the Rule of Law and Civil Protection interventions.

The position will work closely with relevant Palestinian governmental and nongovernmental institutions, technical partners, contractors, consultants, and other stakeholders to ensure that infrastructure interventions are technically sound, cost-effective, compliant with GIZ and partners standards, and responsive to the needs of the supported institutions and beneficiaries.

To support the implementation of the project, GIZ is seeking a full time (100%) Band 4 position within the Flexible Implementation Mechanism for Middle East (FIM).

“Advisor – (Civil Engineer and Infrastructure Rehabilitation)”

Tasks and responsibilities include but are not limited to:

Responsibilities:
Provide technical advice and support for infrastructure rehabilitation, construction, and upgrading under the FIM measures.
Conduct technical assessments and reviews of partners’ infrastructure needs and requests, and support the preparation and review of designs, BoQs, cost estimates, technical specifications, and tender documents.
Support procurement and contracting processes, including the coordination and technical oversight of implementation partners, contractors, and technical consultants.
Monitor and supervise works through site inspections, quality assurance, progress monitoring, and technical verification.
Coordinate rehabilitation and refurbishment activities with Palestinian partner institutions, consultants, contractors, and other stakeholders to ensure timely and effective implementation.
Contribute to project monitoring, reporting, risk management, and technical documentation, while ensuring compliance with relevant standards, safety requirements, and donor procedures.
Key tasks

1. Advisory and Infrastructure Implementation
Conduct site visits, technical assessments, and feasibility reviews of infrastructure needs and requests submitted by partner institutions.
Prepare and review technical designs, BoQs, cost estimates, specifications, drawings, and tender documentation.
Provide technical input to procurement, bid evaluation, contractor selection, and contract management processes.
Monitor rehabilitation and construction works through regular site inspections, including quality, progress, quantities, materials, and compliance with approved plans.
Coordinate with partners, consultants, contractors, and relevant authorities to resolve technical issues and ensure timely implementation.
Prepare technical reports, site visit reports, progress updates, completion documentation, and recommendations for project management.
Identify and monitor technical, implementation, safety, and contractual risks, and recommend appropriate mitigation measures.
Ensure that infrastructure measures comply with applicable standards, safety and accessibility requirements, environmental considerations, and donor/GIZ procedures.
Support the technical verification of completed works and contractor deliverables prior to acceptance and payment.
Maintain organized technical and project documentation, including drawings, BoQs, reports, photographs, contracts, and completion records.
2. Strategic Planning & Concept Development

Supports partners in defining priorities, developing technical concepts, and preparing proposals that address urgent and strategic infrastructure needs in line with relevant national priorities and project objectives.
Provides technical input to ensure that partners planning processes are evidence-based, inclusive, and results-oriented.
Prepare procurement requests, Terms of Reference (ToRs), and financing agreements as needed.
Supports the project’s operational planning, scoping activities and future conceptualization processes.
3. Coordination & Stakeholder Engagement

Coordinates and supports internal and external technical meetings, workshops, and discussions with lead partners, international partners, and relevant GIZ projects.
Builds and maintains strong networks with partners to ensure alignment, complementarity, and synergy across interventions.
Facilitates communication and coordination between partners and relevant GIZ projects to ensure coherent programme implementation.
4. Monitoring, Reporting & Knowledge Management

Supports programme monitoring and evaluation activities, including data collection, analysis, an documentation of results.
Contributes to GIZ reporting platforms and prepares input for progress reports, briefings, presentations, and visibility materials.
Supports communication, innovation, and knowledge management processes at project, cluster, and country levels.
5. Representation
Represents the project in relevant technical meetings, coordination platforms, workshops, and other forums, as delegated, and contributes to effective communication of project objectives and results.

Required qualifications, competences, and experiences are considered an asset:

University degree in Civil Engineering, Construction Engineering, Structural Engineering, or a closely related field.
4-6 years of relevant professional experience in infrastructure rehabilitation, construction, engineering consultancy, or project implementation.
Proven experience in the assessment, planning, design, rehabilitation, and implementation of infrastructure projects, including preparation and review of technical designs, Bills of Quantities (BoQs), cost estimates, technical specifications, and tender documentation.
Demonstrated experience in construction supervision, quality assurance, site monitoring, and contractor performance management.
Good knowledge of project cycle management, results-based monitoring, risk management, and donor compliance requirements.
Experience working with public institutions, international development organizations, NGOs, or donor-funded projects.
Familiarity with EU- and/or GIZ-funded projects and procurement procedures would be an advantage.
Strong knowledge of relevant building codes, construction standards, occupational health and safety, and accessibility requirements.
Experience working in fragile, conflict-affected, or rapidly changing environments is highly desirable.
Understanding the rule of law, governance, justice, civil protection, and/or security-sector reform context is an advantage
Strong analytical, organizational, communication, coordination and report-writing skills.
Strong interpersonal skills and ability to work effectively in multicultural and multidisciplinary teams.
Ability to work independently, manage multiple priorities, and deliver high-quality outputs within tight deadlines and changing operational conditions.
Fluency in Arabic and English; knowledge of German would be an advantage.
Valid Driving License
Willingness to work in field locations and at partner institutions’ offices, with an expected field/partner-office presence of at least 50%, depending on operational requirements.
