The Ministry of Finance and Planning (MoFP) is seeking Two qualified Monitoring, Evaluation and Data Analysis Officers to join the General Directorate of Monitoring and Evaluation. The Officers will provide technical and analytical support to government monitoring and evaluation processes, with particular focus on data collection, validation, management, analysis, visualization, and reporting. The position will support the production of reliable and timely evidence on the implementation and performance of government plans, strategies, programs, and interventions.
Key Responsibilities
The Monitoring, Evaluation and Data Analysis Officer will:
Support the implementation of approved monitoring and evaluation frameworks, tools, procedures, and reporting processes.
Collect, consolidate, and review monitoring and evaluation data received from government institutions.
Verify data completeness, consistency, accuracy, and alignment with approved plans, indicators, targets, outputs, and results.
Clean and process datasets and identify missing values, inconsistencies, outliers, duplicates, and other data quality issues.
Maintain and regularly update centralized monitoring and evaluation databases and performance-tracking tools.
Analyze quantitative and qualitative data to assess progress, trends, gaps, implementation challenges, and performance issues.
Prepare analytical tables, statistical summaries, charts, dashboards, and other data visualization products.
Contribute to the preparation of annual, periodic, thematic, and institutional monitoring and evaluation reports.
Support the development and improvement of data collection forms, reporting templates, monitoring matrices, and digital tools.
Maintain documentation of data sources, metadata, validation procedures, and supporting records.
Follow up with monitoring and evaluation focal points in government institutions regarding data submissions, corrections, and clarifications.
Provide technical support and guidance to government institutions on data collection, data entry, reporting, and data quality requirements.
Support training, workshops, technical meetings, and other activities implemented by the General Directorate of Monitoring and Evaluation.
Perform other related duties consistent with the nature and level of the position.

Education
Bachelor's degree in one of the following fields: Statistics; Economics; Data Science; Management Information Systems; Development Studies; or another relevant field.
A postgraduate qualification is an advantage.
Professional Experience
Minimum of three years of relevant professional experience, in monitoring and evaluation, data analysis, data management, statistical reporting, or related fields.
Experience working with government institutions, public administration, development programs, or international organizations is an advantage.
Experience working with performance indicators, results frameworks, targets, outputs, and outcomes is desirable.
Required Technical Skills
Candidates should demonstrate:
Good knowledge of monitoring and evaluation concepts, indicators, baselines, targets, outputs, outcomes, and results.
Strong skills in data cleaning, validation, organization, and analysis.
Advanced practical knowledge of Microsoft Excel, including formulas, PivotTables, data validation, and preferably Power Query.
Good working knowledge of Power BI or similar data visualization tools.
Basic to intermediate knowledge of databases and structured data.
Ability to develop analytical tables, charts, dashboards, and concise data summaries.
Good report-writing and documentation skills.
Ability to identify data quality issues, performance trends, gaps, and inconsistencies.
Language Requirements
Excellent command of Arabic.
Good working knowledge of English, including the ability to understand technical terminology and documentation.

Shortlisted candidates may be required to undertake a practical technical assessment covering areas such as:
Excel and data cleaning;
data quality validation;
performance indicator analysis;
preparation of analytical tables;
interpretation of monitoring data; and
basic data visualization using Excel or Power BI.

The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs.
