The project “Employment Opportunities, Work and Economic Resilience (EMPOWER)” supports the Palestinian Ministry of Labour and other actors from the public sector, private sector and civil society in strengthening labour market governance and stabilising employment opportunities in the Palestinian Territories. The project places particular emphasis on improving labour market participation and economic opportunities for women and persons with disabilities.
Position Overview: Over a three-year period, the Junior Advisor will progressively develop the technical, organizational and advisory competencies required to independently support employment promotion and organizational development interventions. The development pathway will strengthen the Advisor's ability to contribute to institutional capacity development, coordinate project activities, manage stakeholder relationships, monitor results, and provide high-quality technical and administrative support in accordance with GIZ standards. By the end of the development period, the Junior Advisor should demonstrate the competencies required to transition into an Advisor position.
To support the implementation of the project, GIZ is seeking a full time (100%), Band (3) position within the “Employment Opportunities, Work and Economic Resilience (EMPOWER)”.

“Junior Capacity Development Advisor”

Tasks and responsibilities include but are not limited to:

Responsibilities
Assists in activities related to the design and the implementation of organizational development measures, especially but not exclusively for the Palestinian Ministry of Labor (MoL) and the Palestinian Employment Fund (PEF).
Assists in the identification and development of organizational development and related capacity building measures of labor market service providers in Palestine,
Support in implementing workshops and capacity building activities for project partners from public and private sectors in Ramallah and other project locations,
Assists in the conceptualization and planning of other activities related to promoting employment both in terms of the placement of jobseekers into new jobs but also for retaining existing jobs potentially affected by layoffs,
Cooperate with a broad range of partners and target groups (public sector, private sector, civil society, MSMEs, jobseekers etc.),
Contribute to the monitoring of activities and results of project activities,
Conduct field visits to support in following up with the implementation of project activities.
Assists the Head of Project (AV) in administrative procedures, translation, and interpretation between English and Arabic.
متطلبات الوظيفة:
Required qualifications, competences, and experiences are considered an asset:

A university degree in education, social sciences, (labor) economics, or a similar field.
3 years professional experience, preferably in development projects, capacity development in the field of labor market services, employment promotion, vocational education and training, or similar.
3 Working experience in development organizations, consultancy firms, or non-governmental organizations.
Experience in organizational or process consultancy with established institutions or professional organizations.
Experienced in partner interaction.
Very good working knowledge of IT technologies and digital applications (e.g. MS Office, MS Teams, MS Share point)
Fluent in English and Arabic (written and oral).
Excellent communication and organizational skills.
Capacity to work well in a multicultural context.
Ability to work well under pressure.
