الوصف الوظيفي:The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified Three Aid Coordinators under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of The Ministry of Finance and Planning.
The selected Three Aid Coordinators will be assigned to work at the Ministry of Finance and Planning, and will support the Ministry in strengthening the coordination, management, monitoring, and reporting of external assistance provided by bilateral and multilateral development partners, international financial institutions, UN agencies, international organizations, and other relevant stakeholders.
The position will serve as an important coordination link between the Government, development partners, donors, and relevant national institutions, with the objective of improving the effectiveness, transparency, coherence, and strategic alignment of external assistance.
Purpose of the Assignment
The overall purpose of the Aid Coordinator is to facilitate effective coordination of external assistance and ensure that donor-supported programs and projects are aligned with national priorities, government policies, sector strategies, and identified development needs.
The Aid Coordinator will contribute to strengthening government ownership of the aid coordination process, improving information sharing and reporting, identifying gaps and overlaps in external assistance, and supporting evidence-based decision-making.
Key Responsibilities
The Aid Coordinator will:
Aid Coordination and Strategic Alignment
Coordinate external assistance in line with national development priorities, government policies, sector strategies, and identified needs.
Support the Government in maintaining a coherent and strategic approach to development and humanitarian assistance.
Review donor-funded programs and projects to assess their alignment with national priorities and sector plans.
Identify areas where external assistance can better support government priorities and national development objectives.
Support the development and implementation of mechanisms, frameworks, and tools for effective aid coordination.
Donor and Development Partner Coordination
Serve as a focal point for coordination with bilateral and multilateral donors, development partners, UN agencies, international financial institutions, and other relevant actors.
Facilitate regular communication and dialogue between government institutions and development partners.
Organize and support bilateral and multilateral meetings, consultations, coordination platforms, and donor meetings.
Follow up on agreed actions and commitments resulting from coordination meetings.
Support efforts to mobilize financial and technical resources in accordance with government priorities.
Government Coordination
Coordinate with ministries, government institutions, and other relevant public entities on external assistance matters.
Facilitate the exchange of information on ongoing and planned donor-supported interventions.
Support interdepartmental coordination on issues involving multiple government institutions or sectors.
Assist government entities in identifying priorities and communicating them effectively to development partners.
Support timely implementation of agreed policies, decisions, and coordination mechanisms.
Aid Information, Monitoring and Analysis
Collect, consolidate, maintain, and analyze information on external assistance and donor-supported programs and projects.
Monitor trends, commitments, disbursements, allocations, and implementation of external assistance.
Identify financing gaps, duplication, overlaps, and potential complementarities among donor interventions.
Support the collection and analysis of disaggregated data to strengthen evidence-based aid coordination.
Prepare analytical briefs, dashboards, reports, and other information products for senior management and relevant stakeholders.
Ensure that aid information is accurate, updated, accessible, and used to support policy and planning decisions.
Reporting, Transparency and Accountability
Strengthen mechanisms for transparent reporting on external assistance.
Prepare regular reports on donor assistance, programs, projects, commitments, and implementation of progress.
Support the preparation of information for senior government officials, development partners, and other stakeholders.
Ensure timely follow-up and reporting on agreed commitments and actions.
Contribute to improving systems for tracking and monitoring external assistance.
Coordination of Humanitarian and Development Assistance
Maintain awareness of developments in both humanitarian and development assistance.
Promote coherence between humanitarian, recovery, reconstruction, and development interventions where relevant.
Facilitate coordination between humanitarian and development actors and relevant government institutions.
Identify opportunities to improve complementarity and reduce duplication between different assistance streams.
Research, Policy and Advisory Support
Conduct research and analysis on international development cooperation, aid effectiveness, donor policies, financing trends, and emerging development issues.
Monitor developments among donors and international development partners that may affect external assistance.
Provide recommendations to senior management on opportunities, challenges, gaps, and emerging trends in aid coordination.
Contribute to the preparation and review of policies, strategies, frameworks, and procedures related to external assistance.

Bachelor's degree or higher in international development, economics, public administration, public finance, political science, social sciences, or related field.
At least three years of relevant professional experience in aid coordination, development cooperation, public administration, donor relations, development programs, public finance, or a related field.
Experience working with government institutions, donors, international organizations, or development partners.
Experience in coordinating development or humanitarian programs is an advantage.
Experience in research, data analysis, monitoring, reporting, and preparation of analytical documents.
Strong knowledge of donor coordination and international development cooperation.

Familiarity with databases, aid information systems, monitoring tools, and data management is an advantage.
Ability to work effectively in a multicultural and multi-stakeholder environment.
