الوصف الوظيفي:The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified AIMS Data Coordination and Reporting Officer under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of The Ministry of Finance and Planning.
The Aid Information Management System (AIMS) is MoFP’s central platform for managing, monitoring, and reporting information related to development cooperation, donor-funded projects, financial flows, sectors, implementing partners, and geographic coverage.
Recent AIMS project outputs highlighted the need to strengthen system usage, data quality, reporting reliability, ministry follow-up, and operational support. To support this, MoFP intends to add a dedicated resource to the AIMS government team to handle stakeholder communication, follow up on data entry, check data quality, generate system reports, and provide regular reports to management.
The selected Data Coordination and Reporting Officer will be assigned to support the day-to-day operation and institutional use of AIMS by ensuring that ministries and stakeholders use the system properly, data is entered and updated on time, data quality issues are identified and followed up, and reliable reports are generated for MoFP management, donors, and other authorized stakeholders.
Objectives
The main objectives are to:
Support communication with government ministries, donors, and AIMS users.
Follow up on data entry and regular data updates.
Monitor and review data quality in the system.
Generate standard and ad-hoc reports from AIMS.
Prepare regular summaries and reports for MoFP management.
Track issues, pending actions, missing data, and data correction status.
Support the institutionalization of AIMS as a reliable national system of record.
Scope of Work
The AIMS Data Coordination and Reporting Officer will be responsible for the following:
Stakeholder Communication and User Support
Handle calls, emails, and requests from ministries, donors, and system users.
Log user requests, issues, and follow-up actions.
Provide first-level guidance on data entry, reporting, and system usage.
Escalate technical, policy, or access-related issues to the relevant MoFP or technical team.
Follow up until requests and issues are resolved or formally transferred.
Data Entry Follow-Up
Follow up with ministries and government entities to ensure timely data entry and updates.
Track missing, incomplete, outdated, or inconsistent data.
Maintain an updated list of ministry focal points and data owners.
Send reminders for required updates, corrections, and reporting deadlines.
Prepare escalation lists for repeated delays or unresolved data issues
Data Quality Review
Review AIMS data for completeness, accuracy, consistency, timeliness, and duplication.
Identify missing mandatory fields, incorrect project status, inconsistent financial data, missing geographic coverage, duplicate records, and incomplete project information.
Coordinate with responsible ministries or data owners to correct identified issues.
Maintain a data quality findings register and correction log.
Report Generation
Generate regular and ad-hoc reports from AIMS for MoFP management, donors, and stakeholders.
Prepare management summaries on system usage, data quality, ministry compliance, and reporting readiness.
Support monthly, quarterly, sectoral, geographic, financial, and donor-related reports.
Review reports before submission to identify visible gaps or inconsistencies.
Maintain a catalog of recurring reports and reporting requirements.
Documentation and Follow-Up
Maintain request logs, issue trackers, data quality registers, data correction logs, meeting notes, and action trackers.
Prepare weekly and monthly progress updates.
Document recurring user issues and propose training or corrective actions.
متطلبات الوظيفة:Required Qualifications
The candidate should have:
Bachelor’s degree in MIS, IT, Public Administration, Business Administration, Economics, Development Studies, Statistics, Data Management, or a related field.
At least 3 years of relevant experience in data coordination, reporting, MIS support, monitoring and evaluation, donor reporting, or project support.
Experience with government institutions, donor-funded projects, development cooperation, or public-sector reporting is preferred.
Good knowledge of data quality concepts, including completeness, accuracy, consistency, timeliness, and duplication.
Strong skills in Microsoft Excel, Word, PowerPoint, and reporting tools.
Experience using databases, dashboards, MIS platforms, or web-based systems is an advantage.
Excellent Arabic and English communication skills.
Strong coordination, follow-up, documentation, and stakeholder communication skills.

The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs.
