INTRODUCTION
Join Humanity & Inclusion (HI) as an Inclusive Education Consortium Coordinator and help shape inclusive education programming in Palestine, with a focus on education in emergencies and protracted crises.
In this role, you will lead the coordination of the grant consortium, working closely with partners to ensure effective implementation, strong programme quality, and donor compliance. You will also provide technical guidance on Inclusive Education, support capacity strengthening and advocacy, and contribute to shaping HI’s strategy and future engagement in the sector.

OBJECTIVE OF THE POSITION:
Under the line management of the Operations manager and with support from the Global Inclusive Education Specialist, the Inclusive Education Consortium Coordinator contributes to the implementation of the HI mandate and the operational strategy of HI Palestine mission in the field of Inclusive Education, specifically education in emergencies.
The Inclusive Education Consortium Coordinator provides strategic and technical guidance for HI's Inclusive Education portfolio in Palestine (40%) while leading the coordination of the ECHO-funded consortium (60%). The position ensures high-quality programme implementation, effective consortium governance and donor compliance, while supporting the positioning and development of Inclusive Education within the Palestine mission. The role combines technical support, consortium coordination, strategic planning and resource mobilisation to strengthen HI's impact and influence in the sector.
Responsibilities/ Missions:
Among the main objectives of the position in Palestine, there are:
Ensure the optimalmanagement of the consortium with appropriate oversightmechanisms
Lead the day-to-day coordination of the ECHO-funded consortium.
Act as the primary focal point for consortium partners and ECHO on consortium management matters.
Coordinate consortium governance, including Steering Committee meetings, technical working groups and bilateral meetings.
Ensure effective communication, collaboration and information sharing among consortium partners.
Coordinate the development, implementation and monitoring of consortium workplans and action plans.
Monitor compliance with consortium agreements, donor requirements and internal procedures.
Identify, anticipate and proactively address implementation bottlenecks, operational risks and partnership challenges.
Ensure project implementation remains aligned with the approved logical framework, workplan and allocated budget.
Promote effective coordination between operational, technical, MEAL and support functions to ensure timely implementation.
Ensure programme quality, MEAL coordinationand donor compliance
Lead the preparation, consolidation and submission of donor reports, Modification Requests and other contractual deliverables.
Ensure project monitoring, evaluation, accountability and learning (MEAL) systems are implemented in close coordination with project and MEAL teams.
Ensure accurate project data management, monitoring and reporting.
Monitor project performance against indicators and support evidence-based decision-making.
Ensure compliance with donor contractual obligations and HI internal quality standards.
Contribute to project reviews, lessons learned and adaptive management processes.
Provide Technical support to HI teams and HI partners on Inclusive Education with a focus on emergency settings and protracted crisis contexts
Provide overall technical leadership for all Inclusive Education interventions implemented by the consortium.
Ensure technical quality and compliance with HI technical frameworks, global standards and donor requirements.
Provide strategic technical oversight to ensure the meaningful inclusion of children and persons with disabilities across all education interventions.
Support programme implementation across consortium partners through technical guidance and problem-solving.
Develop, adapt and harmonize technical tools, methodologies, guidance and educational materials.
Provide technical supervision, coaching and capacity strengthening to consortium staff and partners.
Provide technical advice to consortium members, HI teams, partners and external stakeholders on Inclusive Education approaches and practices.
Contribute to technical quality monitoring, quality assurance processes and field support.
Ensure projects are adequately equipped with the technical resources required for quality implementation.
Promote technical learning, innovation and capitalization across the consortium.
Lead the review of HI's Inclusive Education portfolio and provide strategic recommendations regardingthe future of the sector within the mission.
Generate a data-driven evidence base regarding the situation of children with disabilities in coordination with other humanitarian actors.
Advocacy for the inclusion of children with disabilities in humanitarian leadership and in relevant coordination fora and processes.
Review the existing IE strategy for Palestine and regularly update it as appropriate.
Assess the relevance and added value of HI's engagement in Inclusive Education.
Analyse needs, operational opportunities and constraints.
Strengthen technical partnerships and representation.
Lead sectoral learning and capitalization.
Define inclusive education strategy including education in emergencies/chronic settings for HI in Palestine
Undertake need assessment exercises through field visits and literature reviews and develop recommendations on the future positioning of the sector.
Develop mapping of both international and national (including OPDs) major educational actors in humanitarian/emergency/development sector.
Business development
Develop concept notes and narrative proposals based on opportunities of funding in Inclusive education sector and lead technical inputs
Ensure project proposals development related to inclusive education aligned with the operational and technical framework of the program and ensure harmonization of indicators technical approaches
Develop a chart with donors’ priorities in inclusive education to anticipate call for proposals and identify opportunities for proposal submissions
Support the SMT to engage with existing donors to understand their perception of current HI’s programming and identify interest for targeted fundraising efforts in inclusive education
متطلبات الوظيفة:Job Requirements:
Master’s degree in Inclusive Education, Education, Humanitarian, project management or a related field.
Minimum 6 years of relevant professional experience, including at least 5 years in IE or allied field, and 3 years in humanitarian or emergency settings.
Minimum 3 years of experience as Project manager or operations manager
Proven experience in consortium coordination, preferably within ECHO funded projects, and in working with local partners
Strong technical knowledge of Inclusive Education, education in Emergencies, Disability Inclusion, Child Protection, home based support for parents, inclusive pedagogy and practical strategies for teachers including UDL(universal design for learning), and accessible learning environments
Demonstrated experience in sector strategy development, representation, resource mobilization proposal development, consortium management and donor coordination
Demonstrated problem solving, communication, and advocacy skills
Good interpersonal, communication, coordination and networking skills
Flexibility and ability to handle multiple tasks simultaneously.
Strong oral and written communications skills in English.
Ability to work in a fast-paced environment and meet deadlines under pressure
Fluency in Arabic language is a strong asset
Previous experience with HI and/or in in the Middle East is a strong asset, particularly in Palestine
The initial contract will be for a period of up to 6 months, with the possibility of extension depending on the funds and the performance
