الوصف الوظيفي:Founded in 1998 and officially registered in 2000, PalVision has been aspired and mandated as a youth-focussed organisation, stationed in East Jerusalem, to empower and build resilience in Palestinian youth, most notably those from the most vulnerable and marginalised segment of the society (i.e., children, people with disabilities, women and girls) to take positive concrete actions in their communities by equipping them with the necessary skills, knowledge, and tools to become agents of change towards a life with dignity. PalVision runs and executes an array of projects, activities, and interventions that constitute underpinning pillars in various domains, including, but not limited to, economic development and employability, quality education, preservation of cultural and heritage rights, local governance and civic participation, resilience and identity, human rights, and media.

PalVision is seeking a qualified and experienced MEL Officer to support the development and implementation of Monitoring, Evaluation and Learning systems across its projects and programmes. The position will be responsible for monitoring project progress and indicators, supporting data collection and analysis, ensuring data quality and verification, conducting field monitoring visits, and contributing to project and donor reporting. The MEL Officer will also support evaluations, learning activities, feedback and complaints mechanisms, and provide technical support to project teams in using MEL tools and evidence to improve programme quality and results.
متطلبات الوظيفة:Bachelor's degree in Monitoring and Evaluation, Social Sciences, Project Management, Economics, Statistics, Development Studies, Business Administration, IT, or a related field.
At least 3 years of relevant professional experience in Monitoring, Evaluation, Learning, Accountability, research, or a related field, preferably within the NGO/development sector.
Strong experience in data collection, analysis, data quality assurance, indicator tracking, and reporting.
Experience with electronic data collection tools such as KoboToolbox and Google Forms.
Strong proficiency in Microsoft Excel; knowledge of Power BI, SPSS, or other data analysis and visualization tools is an advantage.
Experience in developing or reviewing logframes, indicators, results frameworks, MEL plans, and project reports.
Strong analytical, reporting, communication, and organizational skills.
Ability to work effectively with project teams, partners, and other stakeholders and conduct field visits when required.
Excellent written and spoken Arabic and English.
Knowledge of accountability, feedback and complaints mechanisms, data protection, confidentiality, and ethical data collection is an advantage.
