Background and Rationale
The Palestinian Ministry of Health (PMOH) is implementing the Palestinian Health System Reform Project (PHSRP), financed by the World Bank, to improve the efficiency, sustainability, and quality of the Palestinian health system. A key challenge identified under the Project and the functional review of the PMOH is the weak and fragmented digital health landscape, characterized by limited governance arrangements, disconnected health information systems, poor interoperability, inadequate data quality assurance mechanisms, and the absence of comprehensive policies for health data governance, privacy, and security. The Project therefore supports a comprehensive digital health reform agenda under Performance-Based Condition (PBC) 6: Adoption of a Digital Health Governance and Policy Framework, which includes the establishment of a Digital Health Steering Committee and the development and adoption of policies governing health data management, privacy, cybersecurity, and compliance. The achievement of PBC 6 requires the PMOH to adopt an institutional framework that ensures the secure, ethical, and effective use of health data, strengthens interoperability across national health information systems, and enables data-driven decision-making to support health sector planning and service delivery.
To support the implementation of PBC 6, the PMOH seeks to engage a Digital Health Data Governance Consultant to provide technical assistance in developing national policies, standards, and implementation guidance for health data governance, data privacy, and data security. The consultant will work closely with the Digital Health Steering Committee and relevant PMOH departments to establish a coherent policy framework aligned with international good practices, supporting the secure exchange, protection, stewardship, and use of health information across the Palestinian health sector.
Objectives
The primary objective of this assignment is to support the Palestinian Ministry of Health (PMOH) in achieving PBC 6: Adoption of a Digital Health Governance and Policy Framework under the Palestinian Health System Reform Project by:
Conducting a rapid assessment of the current legal, regulatory, institutional, and operational arrangements for managing health data in Palestine and identifying key gaps and risks related to data governance, privacy, and security.
Developing a practical and implementable National Health Data Governance, Privacy and Security Policy that establishes clear principles, responsibilities, and minimum requirements for the management, protection, and use of health data within the Palestinian health sector.
Supporting stakeholder consultations and consensus-building processes leading to formal endorsement and adoption of the policy by the PMOH.
Scope of work
The Consultant will execute technical, regulatory, and organizational tasks divided across three operational pillars:
Task 1. Rapid Review of Existing Health Data Management Arrangements
The Consultant shall undertake a rapid review of the current arrangements governing health data management within the Palestinian health sector. The purpose of this review is not to conduct a comprehensive institutional or legal assessment, but rather to identify the key governance, privacy, and security gaps that should be addressed through the proposed policy.
The Consultant shall:
Review available laws, regulations, policies, procedures, and relevant PMOH documents related to health data management.
Conduct a limited number of consultations with key PMOH departments and relevant stakeholders involved in managing health information systems.
Document how health data is currently managed, accessed, shared, and protected within PMOH systems.
Identify key gaps, risks, and priority policy issues related to:
Health data governance;
Health data privacy; and
Health data security.
Develop a concise set of recommendations to guide the preparation of the policy.
Output: A brief diagnostic note (approximately 10–15 pages) summarizing current arrangements, major gaps, and recommended policy priorities.
Task 2. Development of a National Health Data Governance, Privacy and Security Policy
Based on the assessment findings, the Consultant shall develop a draft policy covering:
Health Data Governance
Roles and responsibilities for health data stewardship and oversight.
Accountability arrangements for health data management.
Data classification, quality, retention, and lifecycle management principles.
Institutional arrangements for governance and oversight of health data.
Health Data Privacy
Principles for protection of personal health information.
Requirements for confidentiality, access, disclosure, and authorized use of health data.
Consent and authorization requirements, where applicable.
Responsibilities of institutions and users handling health data.
Health Data Security
Minimum security requirements for health information systems and databases.
User access management and authentication requirements.
Incident reporting and response requirements.
Responsibilities for safeguarding health information assets.
Task 3. Stakeholder Consultation and Policy Finalization
The Consultant shall:
Prepare a brief consultation plan and stakeholder engagement approach.
Facilitate technical consultations and review workshop.
Revise the policy based on stakeholder feedback.
Produce a final policy document for endorsement and adoption by the PMOH.
Consultant Roles, Responsibilities, and Daily Execution
The Consultant shall:
Lead all assessment, stakeholder consultation, drafting, and policy development activities.
Facilitate technical discussions and consensus-building processes.
Provide technical advice to the PMOH throughout policy development.
Submit concise monthly progress reports outlining completed activities, stakeholder engagement outcomes, challenges, and next steps.
The consultancy will cover a period of 6 months, commencing from the date of signing the contract. The estimated number of consulting days is 50 days.
متطلبات الوظيفة:The Ministry of Health now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant should have the following credentials and expertise:
Advanced university degree (Master's degree or higher) in Health Informatics, Digital Health, Health Policy, Public Administration, Information Management, Law, Information Security, or a related field.
At least 7 years of relevant professional experience in digital health, health information systems, health data governance, data protection, information security, or related areas.
Demonstrated experience in developing health-sector policies, guidelines, frameworks, or regulatory instruments related to health data governance, privacy, security, or health information management.
Experience working with Ministries of Health, government agencies, or development partners on digital health or health information system initiatives.
Strong analytical, policy drafting, and stakeholder consultation skills, including the ability to facilitate discussions and build consensus among technical and non-technical stakeholders.
Familiarity with international good practices and standards related to health data governance, privacy, confidentiality, and information security in the health sector.
Professional fluency in written and spoken English. Knowledge of Arabic would be considered an asset.
