The Palestinian Investment Preparation Facility Project is a World Bank–financed initiative implemented by the Ministry of Finance and Planning (MoFP). PIPFP supports the Government's efforts to build a pipeline of high-quality, investment-ready projects across priority sectors of the Palestinian economy, primarily through demand-driven technical assistance, feasibility studies, project preparation activities, and institutional capacity-building within MoFP.
Effective monitoring and evaluation is central to PIPFP's accountability to the World Bank, MoFP leadership, and broader stakeholders. The Project Results Framework sets out a set of performance indicators that track progress across the project's components—spanning institutional strengthening, investment preparation, and project management—and the Project Operations Manual (POM) contains the Project Monitoring Plan (PMP) that specifies data sources, collection methods, baselines, targets, and reporting responsibilities for each indicator. MoFP is therefore seeking to appoint a qualified M&E Specialist to anchor this function within the Project Implementation Unit (PIU).
Assignment Objective
The M&E Specialist will lead the design, implementation, and continuous improvement of PIPFP's monitoring and evaluation function. The Specialist will be the primary custodian of the Project Monitoring Plan (PMP) and the Results Framework, ensuring that all project components generate reliable, timely, and decision-relevant data. The Specialist will serve as the central coordinator for M&E-related reporting across the PIU and will work under the direct supervision of the PIU Team Lead.

Scope of Work
The M&E Specialist will be responsible for all monitoring, evaluation, and reporting activities under PIPFP. The specific duties and responsibilities are organized under the thematic areas set out below.
Project Monitoring Plan and Results Framework
Develop, maintain, and periodically update the Project Monitoring Plan (PMP) as embedded in the POM, ensuring full alignment with the PIPFP Results Framework indicators, baselines, and end-of-project targets as agreed with the World Bank.
Design or refine data collection tools — including templates, surveys, databases, and tracking dashboards — to enable systematic measurement of output, outcome, and impact indicators across all PIPFP components.
Conduct an initial data quality review at the inception stage to confirm baselines and identify data gaps, and propose remedial measures to the PIU Team Lead.
Coordinate with the PIU team to ensure the PMP reflects any restructuring, changes to the Results Framework, or mid-term corrections agreed between MoFP and the World Bank.
Data Collection, Management, and Analysis
Provide input to ToRs for all activities to ensure that they address project monitoring and evaluation needs arising from the Project M&E framework
Coordinate the collection of M&E data from across PIPFP's activities, including data on technical assistance assignments, feasibility studies, institutional capacity measures, and pipeline investments prepared under the project.
Aggregate, clean, validate, and analyze data against project indicators and targets, producing structured datasets that can be interrogated for reporting and decision-making purposes.
Develop and maintain a centralized project M&E database or tracker that provides real-time visibility of progress for the PIU, the PPU, and the World Bank task team.
Apply both quantitative and qualitative assessment methods as appropriate to capture the full range of project outputs and outcomes, including beneficiary satisfaction and institutional capacity improvements.
Maintain a disaggregated data approach, ensuring that where applicable, data are broken down by gender, geographic location, sector, and other relevant dimensions required under the Results Framework.
Reporting
Lead the preparation of all periodic M&E progress reports, contributing to and consolidating inputs from the PIU's specialists to produce timely and well-evidenced quarterly, semi-annual, and annual progress reports for submission to the World Bank and MoFP leadership.
Prepare M&E sections and supporting data tables for all World Bank implementation support missions, Steering Committee meetings, and any other governance or oversight bodies convened under PIPFP.
Develop ad hoc reports, briefing notes, or data summaries as requested by the PIU Team Lead, the PPU, or the World Bank task team.
Ensure that all progress reports comply with World Bank reporting standards and reflect an honest, evidence-based assessment of progress against targets, bottlenecks encountered, and proposed corrective actions.
Evaluation and Learning
Support the design and procurement of any mid-term review, beneficiary assessment, or impact evaluation commissioned under PIPFP, including preparation of terms of reference for evaluation consultants and review of their deliverables.
Contribute to the preparation of terms of reference for customer or beneficiary satisfaction surveys, in close coordination with the PIU Team Lead and the World Bank task team.
Document and disseminate lessons learned from project implementation, compiling a structured lessons register and contributing to knowledge products that reflect PIPFP's experience in investment preparation in the Palestinian context.
Support the annual planning cycle by providing evidence-based analysis of progress to inform activity planning, budget prioritization, and risk management decisions.
M&E Capacity Building and Technical Assistance
Provide M&E training and technical assistance to PIU staff to ensure shared understanding of the Results Framework, the PMP, data collection responsibilities, and reporting standards.
Develop user-friendly guidance materials — such as data collection manuals, indicator definition sheets, and reporting templates — to support consistent and accurate data collection across the PIU.
Advise consultants and technical assistance providers engaged under PIPFP on M&E and reporting requirements embedded in their contracts, and review their progress reports for compliance with agreed M&E provisions.
Coordination and Communication
Serve as the PIU's primary focal point for M&E matters with the World Bank task team, responding to data requests, reviewing aide-mémoires, and following up on M&E-related recommendations from implementation support missions.
Coordinate closely with the Project's Financial Management Specialist, Procurement Specialist, Social Specialist, Environmental Specialist, the Project Preparation and Feasibility Specialist, and other PIU members to ensure consistent and integrated progress reporting across all project dimensions.
Liaise with MoFP's PPU and the World Bank Portfolio team on M&E matters relevant to the PIPFP portfolio.
Participate in relevant donor coordination meetings, sector working groups, and knowledge-sharing events where PIPFP's results and lessons can be shared with a wider audience.
General Duties
Perform any other duties related to M&E, reporting, or project management that may be assigned by the PIU Team Lead or PPU and that fall within the scope of this assignment.
Required Qualifications, Skills, and Competencies
Education
A minimum of a bachelor's degree from an accredited university in Business Administration, Public Administration, Economics, Statistics, Management Information Systems, Development Studies, or a closely related discipline. A master's degree is preferred.
Experience
A minimum of five (7) years of relevant professional experience in monitoring and evaluation, project management, or results-based management, preferably on projects financed by international development agencies.
Prior experience working on World Bank-financed projects—particularly in a monitoring, evaluation, or project management role—is highly preferred.
Experience in the Palestinian public sector or with Palestinian development institutions is a significant advantage.
Demonstrated experience in the development and management of Management Information Systems (MIS) or electronic M&E tracking tools is a plus.
Technical Competencies
Strong command of monitoring and evaluation methodologies, including results-based management, logical frameworks, theory of change, long-term impact assessment, and survey techniques.
Proven ability to design and apply both qualitative and quantitative data collection and analysis methods.
Practical experience with results frameworks and performance monitoring plans for World Bank or similar donor-financed projects.
Ability to design and use data tracking dashboards, databases, and reporting tools (advanced Microsoft Excel is essential; experience with Power BI, DHIS2, or other data platforms is an advantage).
Skills and Personal Attributes
Excellent written and oral communication skills in Arabic; professional proficiency in English is required, including strong technical writing and report-drafting ability.
Advanced report-writing skills, with demonstrable ability to produce high-quality progress reports for institutional audiences.
Strong interpersonal and coordination skills, with the ability to work constructively across a multi-disciplinary PIU team and with external stakeholders.
Creative analytical thinking and ability to develop innovative approaches to capturing and communicating project results.
Ability to manage multiple priorities, work under pressure, and meet reporting deadlines without compromising quality.
Full command of Microsoft Office (Word, Excel, PowerPoint); familiarity with project management and M&E software is an advantage
