Technical Coordinator

Project: Innovative Private Sector Development II Project (IPSD II)

Expected Start Date: August1, 2026

Level of Effort: Full-Time

Location: Ramallah, Palestine

Project background
The Innovative Private Sector Development II Project (IPSD II) is implemented for the benefit of the Ministry of National Economy (MoNE), funded by the World Bank and the European Union, and implemented by DAI. IPSD II is a US$ 24.5 million project that aims to improve economic opportunities for tech and tech-enabled startups, innovative small and medium enterprises (SMEs), and individuals in the digital economy in the West Bank and, in the event of an Eligible Crisis or Emergency, to respond promptly and effectively to it.

Overview of IPSD II Components:
Component 1: Entrepreneurship Ecosystem Development

Subcomponent 1.1: Strengthening Market Linkages for Palestinian Startups (NEXUS)

Subcomponent 1.2: Developing a Dynamic Startup Finance Ecosystem

Subcomponent 1.3: Improve Government to Business Services—Implementation and Further Enhancements to the Automated Business Registry System (ABRS)

Component 2: Building a Regional Outsourcing Hub (GGateway)

Component 3: Project Management and Implementation Support

Component 4: Contingent Emergency Response Component (CERC)

This assignment falls under Subcomponent 1.3: Improve Government to Business Services—Implementation and Further Enhancements to the Automated Business Registry System (ABRS)

Under Subcomponent 1.3, IPSD II supports improvements in government-to-business (G2B) services through the implementation and ongoing enhancement of ABRS. This subcomponent contributes to the digital transformation of company registration processes by streamlining procedures, increasing transparency, improving service delivery, strengthening institutional capacity, enhancing user experience, and supporting interoperability with relevant government systems. These efforts contribute to a more efficient and business-friendly regulatory environment in Palestine.

Objective of the Assignment
The Technical Coordinator. will support the Ministry of National Economy (MoNE) in the implementation, stabilization, enhancement, and operational support of the Automated Business Registry System (ABRS) and related digital platforms. The Coordinator will work closely with MoNE teams and the system vendor to support service rollout, system enhancements, testing, integration activities, issue resolution, and technical coordination to ensure stable and efficient service delivery.

The Coordinator will also contribute to strengthening MoNE’s technical and operational capacity through knowledge transfer, technical guidance, and support for the continuous improvement of digital government services.

Responsibilities
The Coordinator will support the implementation, stabilization, enhancement, and continuous improvement of ABRS services and related digital platforms through the following activities:

ABRS Service Implementation, Stabilization, and Enhancement
Support the implementation, rollout, operational stabilization, and continuous improvement of ABRS services and related digital platforms.
Coordinate with MoNE teams and the ABRS vendor to identify, track, and resolve system, operational, and integration issues.
Support the implementation, validation, and deployment of system enhancements, configuration changes, releases, and new service functionalities.
Participate in functional, integration, and user acceptance testing activities.
Support the monitoring and follow-up of system performance, service availability, and operational issues.
Support data validation, reconciliation, verification, and reporting activities related to ABRS services and integrations.
Assist in the implementation, testing, and operational support of system integrations and data exchange processes.
Support the analysis, documentation, and follow-up of enhancement requests, operational requirements, and system improvements.
Coordinate with business, legal, and technical teams to support the implementation of new services and enhancements.
Support the review, optimization, and digitization of business processes, procedures, forms, notifications, and user-facing content related to ABRS services.
Contribute to the identification and implementation of opportunities for service improvement, operational efficiency, and service quality enhancement.
Knowledge Transfer and Capacity Building
Support knowledge-transfer activities related to ABRS administration, operation, support, and enhancement.
Provide on-the-job coaching and technical guidance to MoNE ICT staff.
Support the preparation of operational guides, procedures, and technical documentation.
Participate in workshops, demonstrations, training sessions, and coordination meetings related to ABRS services and operations.
Contribute to strengthening MoNE’s capacity to independently support, maintain, and enhance ABRS services and related digital platforms.

Reporting and Supervision
It is expected that the Technical Coordinator. will work at the MoNE office in Ramallah and as needed, at other MoNE offices in the West Bank to support operational and implementation activities. The Coordinator shall submit deliverables to the IPSD II Technical Resident Advisor and the IPSD II Project Director for review and approval.

The Technical Coordinator. will perform his/her duties in coordination with the MoNE IT focal point for ABRS and in consultation with the PIA and other relevant project stakeholders as appropriate. The Coordinator will maintain regular communication with the IPSD II Technical Resident Advisor and the IPSD II Project Director to keep them informed in a timely manner about activities, progress, issues, and risks.

Qualifications

Qualifications and Professional Experience:
Bachelor’s degree in Computer Science, Information Technology, Software Engineering, Information Systems, or a related field.
1–3 years of professional experience in ICT systems support, business applications, digital platforms, or software implementation projects.
Experience in supporting, testing, implementing, or operating business systems, digital services, or e-government platforms is an advantage.
Familiarity with business process documentation, system integrations, databases, reporting tools, or enterprise applications is an advantage.
Basic knowledge of web technologies and scripting languages, particularly JavaScript, is considered an advantage.
Knowledge of the local business and regulatory environment is an advantage.
Skills and Competencies
Good understanding of business applications, digital platforms, and software support processes.
Ability to support system testing, troubleshooting, issue tracking, and operational follow-up activities.
Strong organizational skills with the ability to plan, prioritize, and manage multiple tasks effectively.
Strong attention to detail and commitment to accuracy and quality.
Ability to work effectively under pressure and meet deadlines in a dynamic operational environment.
Ability to communicate effectively with users, understand their requirements and issues, and support their resolution in coordination with relevant stakeholders.

Good analytical and problem-solving abilities.
Good documentation and reporting skills.
Good working knowledge of Microsoft Office applications.
Good command of Arabic and English, including the ability to communicate with stakeholders and understand technical documentation.
