متطلبات الوظيفة:Palestine Trade Center – PalTrade signed a three-year project of EUR 3 million funded by the European Union, titled “Unleashing Palestine’s Export Potential to the EU and International Markets.” The project is part of the Team-Europe Initiative to Support Private Sector Development and Trade in Palestine. The European Union is committed to supporting Palestinians and expanding prospects for stability and prosperity in the area in order to achieve a sustainable economy, and this investment is part of that effort.
Within this framework, PalTrade is establishing the Rotterdam Hub — a shared storage-and-distribution platform at the Port of Rotterdam that allows Palestinian Small and Medium-sized Enterprises (SMEs) to pool their products, share shipping costs, reduce lead times, and reach buyers across the European Union. The Rotterdam Hub Officer, based in Ramallah, manages the day-to-day client interface and logistics coordination of the Hub. The Officer is the primary point of contact for participating SMEs and coordinates the end-to-end logistics chain between the origin logistics provider in Palestine/Israel and the Netherlands-based logistics and warehousing partner that operates the storage and distribution facility. The role requires strong coordination, communication, and organizational competencies, together with a solid working knowledge of export logistics, shipping documentation, and customs procedures.
Responsibilities
The EU4Trade Rotterdam Hub Officer will be responsible for the following:
Serve as the primary point of contact for Palestinian SMEs interested in using the Rotterdam Hub; acknowledge inquiries promptly and conduct needs-assessment discussions to define each SME’s shipment and service requirements.
Prepare accurate and timely service quotations using the official Rotterdam Hub pricing calculator, and issue quotations and service agreements to SMEs.
Coordinate end-to-end shipment execution between the SME, the origin logistics service provider (cargo pickup and transport to the Port of Ashdod), and the Netherlands logistics partner (export and import customs clearance, port handling, warehousing, and EU distribution).
Issue booking requests to the origin logistics provider and ensure that all commercial and export documents — commercial invoice, packing list, certificate of origin, EUR.1 movement certificate / origin declaration, and any product-specific certifications — are complete and forwarded to the logistics partner in advance of customs clearance.
For Less-than-Container-Load (LCL) shipments, coordinate the consolidation of pallets from multiple SMEs into full containers.
Track shipments from departure to final delivery; forward bills of lading, warehouse receipt confirmations, and proof of delivery to SMEs; and keep SMEs informed of estimated arrival times and shipment status.
Coordinate storage, value-added services (such as EU-compliant labeling, repacking, and quality inspection), and final EU distribution instructions with the logistics partner, and process delivery orders through to dispatch and delivery to the EU buyer.
Manage financial settlement for Hub services: issue SME invoices for full payment before pickup, verify and reconcile partner invoices, and issue supplementary invoices for additional storage, value-added services, and distribution, in line with the Hub’s financial procedures.
Act as the primary coordinator for exceptions — cargo damage, customs holds or inspections, delivery delays, and buyer rejections or returns — liaising between the SME, the buyer, and the logistics partners to resolve issues and to communicate any additional costs.
Monitor and report on Hub performance against agreed Key Performance Indicators, including quote turnaround time, on-time pickup, customs-clearance times, warehouse receipt confirmation, cargo damage rate, on-time EU delivery, and SME satisfaction.
Maintain the Hub’s operating documents and templates (service agreement, booking request, delivery order, damage report, invoice templates, SME satisfaction survey), the pricing calculator, and the partner contact directory.
Keep accurate and complete records for all shipments and financial transactions, in line with the project’s compliance and document-retention requirements.
Support the operational interface with the PalTrade Netherlands entity and the logistics partner, contribute to the continuous improvement of Hub procedures, and provide inputs for project reporting.
Support SME onboarding and uptake of the Rotterdam Hub, in coordination with PalTrade colleagues.
The ideal candidate would have
Experience with EU-funded projects.
Relevant education and a solid record of professional experience (the specific bar is set under “Essential abilities and qualifications” below).
Experience in the Palestinian private sector, export operations, and the Palestinian economy.
Excellent communication, coordination, and networking skills.
Essential abilities and qualifications
University degree in logistics, supply-chain management, international trade or business, economics, or a related field.
Proficiency in written and spoken English is a must — it is the working language with the Netherlands logistics partner and EU buyers.
At least 3 years of relevant experience in logistics, freight forwarding, export documentation, customs procedures, or trade facilitation.
Sound working knowledge of international shipping (FCL/LCL, Incoterms), export and import documentation (commercial invoice, packing list, certificate of origin, EUR.1), and customs clearance procedures.
Strong organizational, coordination, and time-management skills, with the ability to manage multiple shipments and stakeholders simultaneously.
Proficiency in Microsoft Excel and MS Office tools, and comfort working with pricing calculators and inventory/warehouse management systems.
Experience with commercial invoicing, billing, and payment reconciliation, with strong attention to accuracy in financial records.
Strong interpersonal skills and a demonstrated ability to work productively with SMEs, external logistics partners, and project staff.
Willingness to maintain availability on business days that overlap with the Netherlands and EU buyers (Monday to Friday).
Fluent Arabic (native or near-native).
Additional skills and qualifications
Familiarity with EU market-access requirements for Palestinian products, including preferential rules of origin and, for food products, phytosanitary and organic (SKAL) requirements.
Experience coordinating with international logistics and warehousing partners.
Familiarity with customs, transport, or warehouse management software (TMS/WMS) and HS-code classification.
Working knowledge of EU communication and visibility requirements.
Familiarity with e-commerce fulfilment and cross-border distribution.
An additional language (Dutch or another EU language) is considered a plus.
