The Palestinian Food and Agriculture Industries Union (PFAIU), established in 1995 and re-registered under No. IA/000104/08, represents over 300 member companies operating in the food and agriculture industries sector in Palestine.
PFAIU works to promote and enhance locally produced goods by supporting market access, strengthening export capacities, and providing management and marketing training to its members. The Union also plays a key role in advocating for the sector, fostering partnerships and networking, promoting occupational health and safety, and supporting the adoption of sustainable and environmentally responsible practices.
As one of the largest industrial sectors in Palestine, the food and agriculture industries sector plays a critical role in economic development. The sector is increasingly contributing to environmental protection efforts, including reducing food waste and minimizing environmental impact.
Through its programs and initiatives, PFAIU aims to drive sustainable growth, enhance competitiveness, and support innovation across the sector, while strengthening its institutional capacity and services to members. PFAIU is committed to ensuring efficient, transparent, and accountable systems across all its operations.
General Objective:
To ensure efficient, transparent, and compliant procurement processes that support the effective implementation of PFAIU’s programs, projects, and operational activities.
Specific objective:
To manage and strengthen procurement systems and processes within PFAIU, ensuring timely acquisition of goods and services, compliance with organizational policies, and value for money across all programs and operations.
Scope of work:
Under the supervision of the PFAIU General Manager, the Procurement Coordinator is responsible for coordinating procurement activities across PFAIU programs, projects, and operational activities. The role ensures that procurement is conducted efficiently, transparently, and in compliance with PFAIU policies and applicable regulations. The Procurement Coordinator work closely with all departments to facilitate procurement planning, process purchase request, coordinate supplier communications, and monitor procurement documentation and records.
The role contributes to strengthening PFAIU’s institutional capacity and ensuring consistency in procurement practices across all programs and functions.
The key responsibilities for this position will be as follows:
Coordinating procurement activities in accordance with national regulations, PFAIU policies, and applicable donor requirements, while maintaining alignment with relevant procurement standards and best practices.
Supporting the continuous improvement of procurement systems and procedures in line with international best practices.
Coordinating with finance staff to ensure alignment between procurement plans and budget allocations.
Receiving, reviewing, and processing procurement requests in accordance with applicable procurement regulations and PFAIU policies.
Preparing Requests for Quotations (RFQs), Requests for Proposals (RFPs), invitation-to-bid documents, and other procurement documentation, sending them to suppliers, and publishing tender announcements on advertisement platforms and the official PFAIU website.
Comparing prices, specifications, and delivery dates to determine the best bid among potential suppliers.
Responding to inquiries from suppliers regarding procurement status, coordinate changes or cancellations when required, and liaise with suppliers to schedule or expedite deliveries, resolve shortages, delayed or missed deliveries, and address other procurement-related issues.
Receiving financial requests with receipt forms, invoices and supporting tax documents.
Promoting transparency, accountability, and anti-corruption measures in procurement operations.
Maintaining complete procurement documentation for each contract, both in hard copy and in procurement tracking systems, including bidding documents, advertisements, bids received, bids evaluations, letters of acceptance, contract agreements, securities, related correspondence, etc., in an orderly manner, readily available for audit.
Performing any other assigned duties.

Education:
Bachelor’s degree in accounting, business administration, Procurement or a related field,
An advanced degree in a relevant discipline is an advantage.
Experience:
2-3 years of experience in procurement preferably within NGOs or donor-funded projects, development programs, or institutional settings.
Good knowledge of the local procurement procedures.
Knowledge of procurement in fragile or conflict-affected settings is desirable.
Skills:
Strong understanding of procurement laws, regulations, and best practices.
Proficiency in digital procurement tools and Microsoft Office applications.
Excellent analytical, negotiation, and communication skills.
Languages:
Fluency in English (both written and spoken) is required.
