الوصف الوظيفي:The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified Reform Program Coordinator under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of The Ministry of Local Government .
The selected Reform Program Coordinator will be assigned to work at the Ministry of Local Government —and will be responsible for providing technical support to the Deputy Minister office in the reform agenda with focus on the reform of infrastructure and utilities in the local government units.
Duties and Responsibilities
Under the supervision of the Deputy Minister’s Office and in close coordination with the SRJC Project Management Unit (PMU), the Reform Program Coordinator will:
Provide admin and management support to the team led by the deputy minister the Deputy Minister , includes and not limited to (recording , documentation ,coordination , meeting minutes and follow up the decisions,
Support the Deputy Minister’s Office in managing the teams meetings and coordinate their activities
Collect and provide the working teams with all documents and literature related to their task
Ensure the involvement of all stakeholders in the dialogue and consultations in all issues related to the subject
On behalf of deputy minister follow up with all departments regarding the reform agenda and recommendations of the working groups.
Support the deputy minister tasks related to the membership of ministerial committees such as ( steering committee of Shamsi Program, steering committee in protected area, membership of electricity regulation council council . The support includes and not limited to preparing the documents , minutes of meetings , communication and follow up.
Facilitate structured engagement and coordination with key stakeholders (relevant ministries, regulators, local government units, service providers, donors, and private sector) through consultations, workshops, and technical meetings, and document outcomes.
Provide periodic updates to the Project Director/Projects Department and the Deputy Minister’s Office, highlighting achievements, emerging risks, and recommended actions.
Perform other related advisory tasks as requested by the Deputy Minister, Project Director, or Director General of the Projects Department.
متطلبات الوظيفة:Qualifications & skills:
Master’s degree in Public Policy, Public Administration, Economics, Business Administration, Development Studies, Law, Engineering, or related field.
Minimum 8 years of relevant experience in policy advisory, institutional reform, or public sector development, preferably in local governance, utilities, and municipal service delivery (Palestine context is an advantage).
Proven experience in supporting senior decision-makers and producing high-quality notes, feedback , position papers, and reform action plans.
Ability to support development of program/project concepts and to review feasibility studies and contract/PPP options (without necessarily acting as a design engineer).
Familiarity with World Bank/donor-funded operations; knowledge of the World Bank Procurement Regulations is an advantage.
Strong facilitation, stakeholder engagement, negotiation, and coordination skills.
Excellent analytical, writing, and presentation skills.
Excellent proficiency in Arabic and English (reading, writing, speaking), including preparation of official correspondence.
Proficiency in MS Office applications (Word, Excel, PowerPoint); familiarity with basic data analysis and visualization tools is a plus.
High integrity and good moral conduct.
Contractual Arrangements
The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs.
The Reform Program Coordinator will work at the Ministry of Local Government headquarters in Ramallah
Time Frame:The duration of the assignment is 12 months with possibility of extension upon fund availability.
