About Taawon (Welfare Association):

Taawon (Welfare Association) is a non-profit, civic organization launched in Geneva in the year 1983, upon the initiative of a group of Palestinian business leaders and intellectuals. Taawon has become one of the largest organizations operating in Palestine and the diaspora camps in Lebanon, whereby it touches the lives of more than one million Palestinians on an annual basis, with half of these beneficiaries being women.

Purpose of the Assignment:
The Senior Consultant, Global Partnerships and NGO Development will serve as a strategic bridge between Palestinian civil society organizations and the international ecosystem of institutions, networks, and supporters.

The consultant's primary mission is to strengthen the visibility, connectivity, and sustainability of Palestinian civil society by helping organizations build international partnerships, access new opportunities, strengthen institutional capacities, and expand their international presence.

While resource mobilization is an important outcome of the assignment, the role is not intended to function as a traditional fundraising position. Rather, it focuses on developing long-term institutional relationships and strategic partnerships that generate both financial and non-financial support for Palestinian organizations.

Scope of Work:

International Partnership Development

Develop and maintain relationships with foundations, universities, municipalities, cultural institutions, research organizations, NGOs, solidarity networks, faith-based organizations, and other relevant actors across Europe and Southeast Asia.
Identify opportunities for collaboration and facilitate introductions, dialogue, and partnership development between Palestinian organizations and international counterparts.
Establish a pipeline of strategic partnerships capable of generating sustained institutional engagement and support.
Palestinian NGO Engagement and Assessment

Work closely with participating Palestinian organizations to assess their institutional strengths, partnership readiness, communications capacity, and opportunities for international engagement.
Develop tailored approaches that help organizations become more visible, accessible, and attractive to prospective international partners.
Provide recommendations for strengthening institutional positioning and partnership readiness.
Organizational Profiling and Strategic Communications

Support Palestinian organizations in packaging and communicating their work effectively to international audiences.
Develop organizational profiles, presentations, partnership briefs, case studies, impact stories, and other materials that showcase the strengths, achievements, and potential of participating organizations.
Contribute to elevating Palestinian voices, expertise, and narratives within international civil society, academic, and cultural spaces.
Capacity Building and Mentorship

Provide mentoring and advisory support to participating organizations on topics including donor engagement, partnership development, institutional communications, international networking, and relationship management.
Support organizations in navigating international partnership processes and strengthening their engagement capabilities.
Convening and Network Building

Organize and facilitate webinars, networking events, exchange visits, study tours, and partnership missions.
Build and nurture a network of institutional allies and supporters committed to long-term engagement with Palestinian civil society.
Promote opportunities for collaboration, learning, and exchange between Palestinian and international organizations. 
Resource Mobilization Support

Identify funding opportunities relevant to participating organizations and facilitate introductions to prospective supporters.
Support partnership development efforts through concept notes, institutional presentations, and proposal development where appropriate.
Contribute to mobilizing both financial and non-financial resources, including technical assistance, academic cooperation, institutional exchanges, and strategic partnerships.
متطلبات الوظيفة:
The ideal candidate is an experienced relationship builder, connector, and strategic thinker with a demonstrated ability to operate across cultures, sectors, and institutional environments.

The consultant should possess:
At least 10 years of relevant professional experience in international development, philanthropy, civil society strengthening, cultural cooperation, international relations, or strategic partnerships.
A proven track record of building and managing international institutional relationships.
Experience working with NGOs, foundations, universities, municipalities, cultural institutions, or donor organizations.
Strong understanding of partnership development, stakeholder engagement, and institutional networking.
Experience supporting organizational development, capacity strengthening, or resource mobilization initiatives.
Excellent written and verbal communication skills.
Fluency in English is required; Arabic is strongly preferred.
Existing networks in Europe and/or Southeast Asia are highly desirable.
Expected Deliverables During the Initial Year

The consultant will be expected to deliver:

A mapped portfolio of participating Palestinian organizations.
Institutional assessments and partnership-readiness recommendations.
A comprehensive international stakeholder and opportunity map.
A pipeline of prospective international partners across priority countries.
Partnership engagement plans and outreach strategies.
Organizational profiles and communications packages for participating NGOs.
A series of networking events, webinars, exchange visits, or partnership missions.
Facilitated partnerships between Palestinian organizations and international counterparts.
Recommendations for scaling and institutionalizing the initiative beyond the consultancy period.
